Created in 1979, Action Against Hunger is an international non-governmental organization that fights world hunger. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has founded its identity for over 40 years. Its mission is to save lives by eliminating hunger by preventing, detecting and treating undernutrition, especially during and after emergencies related to conflicts and natural disasters. YOUR POST AND YOUR RESPONSIBILITIES

Under the management of the West Zone Coordinator, you will be responsible for ensuring proper implementation and the quality of the programs, meeting the needs of the populations of the area and the requirements of donors. The Tshikapa base is made up of around 60 national and 2 expatriate employees and must launch a Consortium for 5 years in the fields of health and health, SMPS and SAME.
More specifically, you will be in charge of :
– Contribute to the identification of sectoral needs, to the design of the strategy and to operational development in particular by coordinating and supporting the program managers ( RP ).
– Support and coordinate activities and program teams to ensure implementation, monitoring and reporting of projects, in particular by linking the base team to the program teams.
– Supervise and guarantee the smooth running of the activities of the support functions by making the link between support and technical teams on the implementation of financial activities, logistics and HR from the base.
– Ensure the functionality of the accountability mechanisms, to fight against fraud and against SEA cases, in particular by supporting RPs and the MEAL department for the establishment of accountability mechanisms and community participation.
– Team management and human resources by participating in recruitments, supervising the members of your team and ensuring their assessments, by promoting the good flow of information between your teams or by monitoring the social climate on your basis.
– Ensure the reporting and internal and external representation of ACF in the area, particularly during meetings of the sub-groups, by engaging in discussions with other stakeholders and actors in the area and by piloting the development of a weekly Sitrep.
– Monitor the security situation in the area by collecting information and bringing it up to the Zone Coordinator, maintaining an efficient network of local actors, by revising the security plan and ensuring compliance with its rules, and by managing any security incident on a daily basis.

YOUR PROFILE

You have a Bac + 4/5 graduate in nutrition, business school, political science or another higher diploma in connection with ACF activities. You have a minimum of 2 years of experience in nutrition & health and community nutrition in humanitarian aid, ideally in a volatile security context. Professional experience in planning, implementation, monitoring of projects, budget management and a team is desired. Logistics, Finance or HR experience would be an advantage.
You master the management of the project cycle and the use of participatory tools and methodologies, as well as IT systems / programs. In-depth knowledge of the functioning of the Congolese state system and of civil society is an asset.
You master French, English and Lingala orally as in writing.

YOUR CONDITIONS OF EMPLOYMENT

– Fixed-term contract for use under French law: 12 months
– Gross monthly salary: from 2,332 to 2,376.50 EUR depending on experience
– Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
– Increase in basic salary: 6% every 12 months of continuous contract
– Per diem and monthly living expenses: 1031EUR ( cf eurocost ) net, paid in the field
– Monthly context allocation: 150EUR
– Child allowance: EUR 1,500 per year per child present in the country of origin ( ceiling of EUR 6,000 / year )
– Transport and housing: Travel management and collective housing
– Medical coverage: 100% of the coverage of health contributions ( CFE + complementary health ) and repatriation insurance
– Wage maintenance devices ( sickness, maternity, paternity )
– Leave and RnR: 25 days a year of CP and 20 RnR per year; handling of the ticket with ceiling to go to the chosen break area, and EUR 215 of lump sum compensation by RnR
