The/coordinator Advocacy & Gender has the role of’ to ensure the development and implementation of the’Action against Hunger advocacy strategy in Mali in connection with the country strategy, coordinating advocacy actions and programmes at local, national and international level. The department generates advocacy, communication and gender teams and works on 3 main pillars of advocacy; for universal and sustainable access to basic essential services ; localization and accountability as well as on’humanitarian access and nexus.
Main responsibilities
Objective 1: Implement the mission’s advocacy strategy and strengthen its participation in the’ processes for the development or review of national sectoral policies, including, as well as in spaces for humanitarian coordination in advocacy in Mali.
The/the Coordinator Advocacy & Gender is in charge of :
- To implement with the’ country team, the strategy of Advocacy of the Mali mission, and, consistent with the technical strategies of the mission and the strategy Advocacy of’Action Against Hunger (international and regional).
- D’ develop a’ action plan for the implementation of the advocacy strategy, in collaboration with the Country Director, the Country Director’, the Technical Coordinators and the Base Chiefs ;
- The’appropriation of the objectives of the advocacy strategy by the’all of the members of the’ team of the Mission Mali ;
- The’integration of advocacy (objectives, indicators) in the project proposals the mission and drafting of proposals for advocacy projects, as well as the terms of reference of the human resources concerned.
- From the management of the’ information necessary for advocacy, including the consolidation and analysis of key information on the advocacy axes through the collection and updating of relevant data, monitoring of the’political evolution, and, humanitarian and security, as well as political, financial, national or international administrative calendars, monitoring the evolution of the positions of the different actors etc :
- In close coordination with the MEAL department, coordinate or carry out the collection of ’ « obvious » by the capitalization of ACF programs in Mali ( results of the actions implemented to fuel the advocacy ) according to the opportunities for influence identified ;
- Write and prepare summary, positioning and communication documents
- Actively participate in the development of advocacy messages / arguments in the various areas of participation and coordination in Mali
- The drafting of the advocacy components in the donor reports, including the monitoring and intelligence of indicators related to advocacy.
- Coordination of the advocacy activities selected in the Mali mission action plan :
- Support technical coordinators, programme managers, core managers and project managers to implement advocacy activities in the mission’s’ action plan, including,
- Strengthen the capacities of partners and national actors on advocacy/lobbying, campaigning and governance issues to maximize the’ impact and the appropriation of Country Office results.
- Contribute to the capacity building of state services/agencies and partner organizations to strengthen their leadership in the coordination of international and national issues (SDG, Global Partnership, Development Effectiveness, etc, Universal Health Coverage, nutrition)
- Coordinate the development and implementation of the humanitarian advocacy strategy with a focus on humanitarian access’,
- Participate in institutional meetings and lobbying meetings on the issues concerned by the advocacy strategy in coordination with technical officials + Country Director.
- D’identify the national actors to touch and coordinate with them to bridge the issues identified by the project teams on the ground ;
- The design and dissemination of’ACF advocacy messages on the different issues addressed in the advocacy strategy in Mali.
Objective 2: Coordinate the development of the Mission’s GENRE analysis and ensure the integration of gender into programmes.
The/the Coordinator Advocacy & Gender is responsible for :
- From the conduct of the’analysis genus of’Action Against Hunger in Mali,
- D’integration of the gender issue in all departments as well as in all programmes, projects and strategies of’ACF,
- D’initiate knowledge participants, basic skills and attitudes required to ensure gender mainstreaming and GBV risk analysis in field programme development.
- Develop, maintain and coordinate the partnership with other advocacy actors (other NGOs, Nutrition Working Group, clusters, health alliances, civil society…) and facilitate joint advocacy actions ;
Objective 3 : Strengthen the institutional communication of the mission, while ensuring internal and external communication that takes into account the principles of visibility of donors of’Action Against Hunger.
The/the Coordinator Advocacy & Gender is responsible for :
- To develop communication tools (articles, positioning notes, communication notes) in order to support the identified advocacy objectives,
- Strengthen the capacity of certain key staff on the basic concepts of communication, by,
- Ensure the visibility of the brandings of the various funders,
- Coordinate the production of the mission’s annual bulletin, and,
- Contribute to sharing and learning about mission work through effective use of internal and external communication channels and systems.
- Produce case/success studies (case studies/success stories) to share best practices/lessons learned from mission programs/projects, and,
- Coordinate the partnership with the private and public media in Mali and the’international, and,
- Execute any other additional tasks that may be later defined by the supervisor.
Objective 4: Manage the teams
The/the Coordinator Advocacy & Gender is responsible for :
- Management of advocacy, gender and communication teams
- Ensures technical supervision of the Advocacy Officer on the bases.
- Provide support and capacity building for teams under his supervision.
- Set the objectives and make the performance evaluations of the teams in agreement with the human resources department.

Specific technical knowledge :
-development and implementation of advocacy strategies in the humanitarian, social and or development fields

– Strong oratory and persuasive action
-Form of proposal and analysis and search for creative solutions

Experience ( years ):
-Minimum three years of professional experience in connection with the position
-A similar experience at the post is an asset
Knowledge of the humanitarian sector :
Social services in the Malian context ( health areas nutrition, Wash, livelihoods, gender, protection an asset )
Knowledge of the organization :
– knowledge of ACF’s intervention policy
-Knowledge of ACF principles and values

Our pay package
We are proposing a next incorporation into a dynamic body of international scope including the following contractual conditions :
- 12-month renewable international fixed-term employment contract.
- Basé post in Bamako with trips to ACF intervention areas in Mali
- Salary according to the level of contribution V3 between 43,000 € and 60,000 € gross per year on the basis of the candidate’s experience and responsibilities ( it includes perdiem and living costs ).
- Housing supported by the organization;
- Payment of transport costs A / R domicile – mission – home of the expatriate and his family;
- A one-week Break every 3 months with coverage of transport costs at a ceiling of 886 € to the reference area and an extra of 215 €;
- Support for the air ticket for the expatriate’s annual leave and his accompanying persons ( 1 time per year );
- 28 working days of vacation per year;
- Home-based child allowance ( aged – 18, maximum 5 children ).
