BACKGROUND :

After closing in 2004, HI returned to CAR in 2015 through logistics platform activities, but since HI has deployed humanitarian interventions around 4 pillars : Humanitarian Logistics – Health – Inclusion – Reduction of Armed Violence, around flagship activities :

  • Facilitation of road, river and air transport,
  • Rehabilitation of road axes, crossing works and airways,
  • Functional rehabilitation ( kinesitherapy, orthopedics, equipment ),
  • Stimulation therapy for malnourished children and their parents,
  • Individual and community psycho-social care,
  • Inclusive humanitarian action, local development and inclusive governance and the strengthening of organizations of people with disabilities,
  • The socio-economic integration of the most vulnerable households, in particular through the development of AGR, and vocational training,
  • Risk education related to explosive devices.

These activities are carried out on three Bangui, Bambari, Bangassou bases and a sub-base in Bocaranga.

YOUR MISSION :

As Project Manager, you are contributing within your country of attachment to the implementation of the 10-year mandate and strategy of Humanity & Inclusion. You are responsible for the implementation of the project. In this context, you are ensuring that the quality and impact of the project is optimized, through a delegation system with appropriate control mechanisms.

Mission 1: Management

  • You must understand the strategy, explain it, translate it into operational objectives for your team, bring about the necessary changes.
  • You organize the operational management of your team, structure the work around identified processes, lead the performance, and facilitate problem solving.
  • You contribute to the development of your employees, by creating the conditions to allow their commitment, their professionalization and their attachment to HI.

Mission 2: Strategy and steering

  • You contribute to the development of the operational strategy of the program
  • You contribute to the operational strategy ( StratOp ) program or country
  • You are writing new project proposals for the continuation or extension of the project

Mission 3: Operational implementation

  • You ensure the implementation of the project, in accordance with the logical framework and the allocated budget
  • You monitor, evaluate, accountability and learning the project
  • You manage project data
  • You ensure the functional animation of the teams on his project
  • You contribute to communication on the project externally

Mission 4: Emergency preparedness and response

Mission 5: Management of the Bocaranga antenna

Mission 6: Participation in security management at the intervention sites

  • You collaborate with the mission security department and in particular with the security manager to monitor teams and activities in the field
  • In collaboration with the Area Manager and the Security Manager, participates in the updating and monitoring of security tools in the intervention areas ;
  • You ensure fluid communication of information between the Area Manager and the field teams
  • Ensure regular security monitoring and ensures compliance with security rules and travel procedures during field missions.

SPECIFICITIES / POSTAL PARTICULARITIES :

  • Security constraints are important, and the context is volatile
  • Relatively large isolation in the city of Bocaranga, presence of several International and expatriate NGOs
  • Leisure spaces, very limited cultural places
  • Relatively rudimentary living conditions: no electricity in the city ( generator only ) and access to the internet and telecommunications often difficult
  • Travel in the region is by UNHAS flight. The base is also served by vehicle

YOUR PROFILE :

  • You know and want to advance and develop the autonomy of your collaborators
  • You are able to manage your team even from a distance
  • You have experience in capacity building / training
  • You know how to simplify and prioritize
  • You have experience in managing Risk Education projects related to Explosive Entries
  • You have experience in the management of Mental Health and Psycho-Social Support projects
  • You master themes related to inclusive humanitarian aid
  • You have a good knowledge of the context in Central Africa

  • International contract of 9 months from ideally 01/11/2023 subject to funding
  • The international contract allows social security coverage adapted to everyone’s needs
    • Unemployment insurance levied only for EU nationals
    • Retirement insurance
    • Health cover, repatriation, pension coverage covered by HI and by the employee
  • Salary : from 2448 € gross / month according to professional experience
  • Perdiem : 12 € net / month – paid in local currency on the ground
  • Hardship 500 € net / month
  • Paid leave: 25 days a year ;
  • R&R : 5 days every 3 months
