Trócaire is the official overseas development agency of the Catholic Church in Ireland. Trócaire was established to express the concern of the Irish Catholic Church for any form of human need, but particularly for the needs and problems of communities in the Global South. With our partners we work with some of the world’s poorest people, supporting women, men and communities for long-term change. In Ireland, we raise awareness about the causes of poverty through our outreach programmes in the education sector, through parish networks, and through our public campaigns and advocacy work. 2. About Trócaire Zimbabwe
Working in partnership with local organisations, in Zimbabwe, the Trócaire programme portfolio consists of projects covering in the following four thematic areas:
Goal 1: Defending Human Rights and Promoting Access to Justice
Our work under Goal 1 also involves empowerment, protection, and promotion of women’s rights such that they can claim, defend, and protect their rights.
Goal 2: Climate and Environmental Justice
Our work in Goal 2 focuses on the economic empowerment of women through improving their livelihoods and resilience to shocks and threats of Climate Change in Matabeleland South and Masvingo Provinces.
Goal 3: Supporting and Promoting Women and Girls Protection, Voice, and Leadership
Goal 3 solely focuses on working with partners in the prevention of Sexual and Gender-based Violence (SGBV), the promotion of women’s voice, and leadership through SASA! Faith and GESI approach.
Goal 4: Saving Human Lives and Protecting Human Dignity
Goal 4 focuses on saving lives and protecting human dignity through supporting locally led humanitarian responses to save lives, reduce suffering, and ensure human dignity is protected. Protection of women and girls during humanitarian crises is priority component.
3. Context of Work
Trócaire has worked in partnership with local organisations in the countries where we work for 50 years. As a partnership agency and signatory of the Grand Bargain and Charter for Change, Trócaire is committed to the ‘Localisation of Aid’ agenda[1] that has been at the forefront of humanitarian discourse since the World Humanitarian Summit in 2016*.* To deliver on this commitment, Trócaire established a Global Hub on Partnership & Localisation in March 2021. Based in Nairobi and working across the organisation globally, the Hub works to deepen Trócaire’s approaches to and expertise in partnership and localisation. In line with Trócaire’s Partnership & Localisation Strategy (2021-2025), Trócaire’s Country Programmes around the world support localisation in four key areas: 1) capacity strengthening, 2) increasing voice and influence of local actors, 3) improved partnerships, and 4) increased access to funding and resources.
In Zimbabwe, Trocaire has committed resources in various processes of partner capacity strengthening. This process seeks first to establish an accurate baseline of partner capacity in the form of partner led capacity assessments, resulting in the development of tailor made capacity strenghtening plans to facilitate improvement processes on identified gaps. The country office operates on a highly adaptive approach, where effort and resources are continuouly applied to ensure that local partners do enjoy the full benefits of a shift in power. The 2021 research on the state of localisation in Zimbabwe raised key questions on the nature and state of relations between international agencies and local actors and it is from this that several other committments to shift power to local actors were made and are currently being actively pursued. The country office has also made strides to support partners amplify their voice and influence through providing opportunities and resources for them to effectively participate in various coordination mechanisms and decision making spaces. In an effort to ensure equitable and quality partnerships, Trocaire Zimbabwe conducted partner satisfaction surveys and committed to improve on any recomendations for improvement with the overall aim of ensuring mutually beneficial partnerships with its list of partners.
One of the central pillars of the localisation agenda is the commitment to increasing funding and resources for local and national NGOs (L/NNGOs). This is essential to improving the financial viability and sustainaility of L/NNGOs. To deliver on this, Trócaire has adopted a proactive approach to supporting L/NNGOs to access funding as directly as possible from both in-country and overseas donors. This involves supporting L/NNGOs to develop their organisational capacities for Resource Mobilisation through workshops, trainings and tailored follow-up support. Trócaire has developed training modules and previously delivered Resource Mobilisation trainings and follow-up support to local and national partners organisations in Kenya, Uganda and Rwanda. Similar training and support will be delivered to a selection of Trócaire’s partner organisations in Zimbabwe in October 2023. A consultant is being sought to co-deliver sections of the training together with the Trócaire Zimbabwe and Localisation Hub teams using exisiting resources, and to provide individualised follow-up support to all local/national organisations participating in the training.
4. Objectives
The overall objective of this consultancy is to support eight local/national organisations in Zimbabwe to strengthen their resource mobilisation capacity and organisational resilience. This will eventually translate into increased organisational funding. The Consultant will:
- Jointly with Trócaire Zimbabwe and Hub staff, participate in and co-deliver relevant sections of a 5-day training on resource mobilisation in Harare, from 16th-20th October 2023.
- Provide individualised follow-up support to the eight participating Zimbabwean organisations towards the completion of their resource mobilisation strategies (and other relevant outputs such as Organisational Capacity Statements, if feasible) over a 2-month period following the completion of the training.
- Prepare a final assignment report upon completion of the consultancy utilising a Trócaire template.
5. Scope of the Work
This consultancy is anticipated to be 20-30 days spread across a period of maximum 3 months (October to Dec 2023), with the following scope of work:
Pre-Training
- Jointly with Trócaire Zimbabwe and Hub staff, select and adapt relevant sections of Trócaire’s existing training resources on resource mobilisation. This will be informed by a needs assessment conducted with partner organisations, as well as the broader fundraising landscape in Zimbabwe.
- Prepare the pedagogy, session plan and any other resources necessary for the sessions to be delivered by the consultant during the workshop, as agreed with the Trócaire Zimbabwe and Hub team.
During the Training
- Participate in and co-deliver selected sessions (as agreed in advance with the Trócaire team) at the designated workshop venue in Harare. The training will be delivered as a full-day, interactive workshop over 5 days from 16-20th October.
It is expected that the training on the development of resource mobilisation strategies will be conducted over the first 2-2.5 days of the workshop. The consultant will be expected to participate in and co-deliver selected sessions pertaining to the development of RM strategies. The consultant may not be required to attend the full 5 days of the training.
- Together with the Trócaire Zimbabwe and Hub team, provide individualised feedback to participants on their work/outputs during the workshop.
After the Training
- Provide individualized follow-up support to each of the eight participating organisations to complete the development of their organisational Resource Mobilisation Strategies, over a period of 6 weeks following the completion of the workshop.
- Support participating organisations to develop other relevant outputs (such as Organisational Capacity Statements), if feasible.
- Prepare a final assignment report upon completion of the consultancy utilising a Trócaire template.
6. Methodology
The support by the consultant is expected to primarily contribute to the development of Resource Mobilisation strategies for each organisation participating in the training and should be tailored to the needs of each individual organisation in line with their identified priorities.
The Resource Mobilisation strategy template will be finalised during the development of the final training resources, but is expected to include the following:
- Situational Analysis – internal and external
- Donor mapping, prioritisation and engagement strategy
- Strategic objectives and priorities
- Funding targets/projections and pipeline
- Implementation and M&E plan – including resourcing, targets, indicators and tracking
Following the completion of the workshop, the consultant will support the participating organisations to develop a Resource Mobilisation strategy in line with the training provided. This support will be provided over a 6-week period following the training, in the form of individualised coaching/mentoring and review/feedback of draft RM strategies for each of the eight local/national organisations participating in the training. The support will culminate with the completion of a resource mobilisation strategy for each of the eight participating organisations.
Based on further requests from participants, and if feasible, the consultant will also support participating organisations to develop other outputs such as Organisational Capacity Statements.
7. Reporting
The Consultant will develop a final assignment report upon completion of the consultancy utilising a Trócaire template. The reports should provide information on how the consultants’ time was spent, individual updates per partner organisation, and status updates on progress against deliverables. The consultant will isolate the lessons learned, draw conclusions and make recommendations on the way forward.
8. Deliverables
The assignment will have the following deliverables:
- Training on development of resource mobilisation strategies co-delivered with Trócaire staff.
- Participating organisations to have completed resource mobilisation strategies (8 in total).
- Participating partner organisations have other outputs such as Organisational Capacity Statements developed (if requested).
- Final assignment report with highlights, lessons learned, conclusions and recommendations.
9. Monitoring
Trócaire will provide partners with a formal feedback mechanism to comment on the quality of the support received, indicate their satisfaction, and detail any achievements associated with the support at the end of the consultancy, as well as through a follow-up review after a pre-defined period.
10. Experience/Skills
The consultant should possess:
- Third level qualification in a relevant field of study.
- Minimum of 6 years’ experience working in international development and the humanitarian sector on business development/resource mobilisation.
- An understanding of the localisation discourse and various donor commitments on localisation.
- Experience of proposal and report writing for major international donors, including the development of results frameworks and/or logical frameworks.
- Proven track record of securing institutional funding from successful grant applications.
- Experience of working with partners and good understanding of partnership approach and the barriers local organisations frequently face in accessing institutional funding.
- Excellent facilitation & capacity strengthening skills and experience of applying them when working with individual partners or groups of partners.
- Excellent and proven organisational skills.
- Highly developed relationship building and interpersonal skills.
- Excellent written, oral and presentational communications skills.
- Computer literacy skills in Word, Excel, Zoom, and internet/email.
Preference will be given to qualified candidates based in Zimbabwe.
