Organizational framework

The Argentine Republic, through the National Institute of Family, Peasant and Indigenous Agriculture INAFCI, is in the process of preparing Argentina’s Action Plan for the United Nations Decade of Family Farming ( 2019 – 2028 ). This is a commitment that the country has made at the regional level through the MERCOSUR Specialized Meeting on Family Farming ( REAF ). In this way, it is proposed to prepare a National Action Plan based on Law N ° 27,118 on the Reparation of History of Family Farming, sanctioned in the Argentine Republic in 2014 and recently regulated.

Within the framework of REAF / MARCOSUR, progress has been made in the design of a MERCOSUR Plan for the Decade, that guides the countries of the region to reinforce their actions towards strengthening the Family Farming sector, as well as deepening spaces for dialogue and participation.

In this context, through the National Action Plan, Argentina recognizes the fundamental role of the Family Farming sector, Peasant and indigenous ( AFCI ) in the production of healthy food for the population. The Plan will aim to constitute concrete mechanisms to strengthen the peasant and indigenous family agriculture sector in the country by developing differentiated policies that aim at the inclusion of the sector, contribution to rural and productive development, strengthening access to land and roots and, through policies and instruments.

For the elaboration of the National Action Plan, joint work between all the organisms and levels of the state that intervene in the development of the AFCI sector is essential, sector organizations, as well as international organizations that lead the implementation of the Decade worldwide.

The methodology for preparing the Action Plan proposes the participatory construction and systematization of the main challenges, proposals and demands of family farming as a guiding framework for the Plan, including the vision, objectives, strategic results, pillars and strategic initiatives of each pillar. To this end, regional meetings will be held with representatives of family farming organizations at the national and provincial levels and representatives of competing public bodies.

The objective is to prepare Argentina’s Action Plan for the United Nations Decade of Family Farming ( 2019 – 2028 ) National, based on Law N ° 27,118 on the History of Family Farming Reparation, sanctioned in the Argentine Republic in 2014 and recently regulated.

Hierarchical dependency

The specialist in public policies on Family, Peasant and Indigenous Agriculture will be under the general supervision of the FAO Representative in Argentina, of the Technical Officer Leader of the project and under the direct supervision of the Head of the area of sustainable rural development.

Professionals in agronomy, advocacy, political science, social science or related careers with a focus on Family, Peasant and Indigenous Agriculture

Tasks and responsibilities

In the framework of the elaboration of the Plan, the tasks are as follows:

  •  Collect information on Family, Peasant and Indigenous Agriculture in Argentina.
  •  Based on the responses of the National State agencies, prepare a public policy registry for AFCI. INAFCI asked the main organizations to complete a record sheet of policies and instruments on Family, Peasant and Indigenous Agriculture in Argentina.
  •  Systematize the registered information ( status of situation, proposals, contributions and observations of the representatives of Family Agriculture Organizations and organizations convened ) at regional meetings.
  •  Validate the content of the systematization together with INAFCI and the General Coordinators Team of the Plan.
  •  Design the content index of the Argentina Action Plan jointly with the Forum of National Universities and prepare the content of the Plan to be presented at the next Forum meeting of National Universities.
  •  Validate the document of the Action Plan with INAFCI, Forum of National Universities and General Coordinators for the assembly of the Action Plan.
  •  Articulate with INAFCI, Forum of National Universities for Family Agriculture and the General Coordinators for the assembly of the Action Plan.
  •  Organize meetings with INAFCI, FAO, Forum of National Universities for Family Farming, the General Coordinators for the assembly of the Action Plan, State agencies and organizations that are necessary to carry out the work.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree in agronomy, advocacy, political science, social science or related areas with a focus on Family, Peasant and Indigenous Agriculture. Postgraduate studies ( Magister or PhD ) in topics related to the area ( non-exclusive )
  •  10 years of relevant experience in territorial projects on Family, Peasant and Indigenous Agriculture.
  •  Argentine nationality or residence
  •  Practical knowledge of Spanish.

Technical / functional skills

  •  Work experience in more than one place or field of work.
  •  Amplitude and relevance of experience in regional alliances such as REAF.
  •  Amplitude and relevance of the experience in public policies, instruments and national programs in the field of Family, Peasant and Indigenous Agriculture.
  •  Familiarity with the elaboration of Action Plans within the framework of national public policies,
  •  Knowledge of gender and intercultural approaches.
  •  Participation in multidisciplinary teams for the execution of the consultancy will be valued.
  •  Very good writing in Spanish.
  •  Results-based work approach, since the work schedule is structured by products.

Selection criteria

  •  Availability to work in coordination with INAFCI, FAO, REAF and Forum of National Universities for Family Farming.
  •  Availability to travel to different cities of the country where required by consulting activities ( non-exclusive ).
  •  Verifiable experience working with government agencies.
  •  Experience in participatory processes with rural communities and / or indigenous communities.
