Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA’s nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:
- Nuclear Security of Materials Outside of Regulatory Control Section
- Nuclear Security of Materials and Facilities Section
- Information Management Section
- Programme Development and International Cooperation Section
The Nuclear Security of Materials and Facilities Section (MAFA) is responsible, upon request, to assist States for activities related to implementation of the CPPNM and its Amendment and the Code of Conduct on Safety and Security of Radioactive Sources, establishing and sustaining nuclear security systems and measures for nuclear material, other radioactive material, associated facilities and associated activities being under regulatory control. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international instruments, as well as assisting Member States in implementing their effective nuclear security legislative and regulatory frameworks. The Section performs assessment and provides advice through the International Physical Protection Advisory Service and expert missions, assists human resource development, including education and training through international, regional and national training courses and workshops, develops methodologies and promotes dialogue and cooperation through consultancy meetings, Coordinated Research Projects and technical meetings, and assists security upgrades.
The Transport Security Unit is responsible for performing activities related to security of nuclear material and other radioactive material during international and domestic transport in integration and coordination of international instruments and IAEA guidance for the safe and secure transport of nuclear and other radioactive materials across all modes of transport, and contingency response to nuclear security events.
Main Purpose
Reporting to the Section Head, the Unit Head is responsible for the design and delivery of programme activities related to transport security in accordance with the Nuclear Security Plan as approved by the Board of Governors. The Unit Head develops the programme of activities and works with a team of nuclear security officers to prioritize and implement these activities based on the programme and needs identified by States in Integrated Nuclear Security Support Plans.
Role
The Unit Head is: (1) a programme planner and project integrator, leading programme planning, design and delivery of nuclear security in transport related activities contained in the Nuclear Security Plan, and monitoring and supervising their implementation; (2) a recognized expert in nuclear security, contributing expertise and knowledge to support nuclear security activities in transport; (3) a coordinator and manager of projects of particular technical complexity and/or sensitivity involving the participation of experts from Member States and other relevant international organizations and/or initiatives as well as inter-agency collaborative projects; (4) a scientific secretary to international scientific meetings related to nuclear security, in transport overseeing the preparation and editing of scientific or technical reports, manuals, proceedings and other publications that provide nuclear security guidance, as well as scientific or technical documentation and papers for discussions; and (5) a substantive contributor, providing inputs to further the development, documentation and implementation of nuclear security in transport services/support plans.

- Lead the development of guidance on security in the transport, within the IAEA Nuclear Security Series of publications.Develop work plans for activities to support Member States activities in transport security to improve their national nuclear security regimes.
- Provide expert support to Member States efforts to establish effective nuclear security in transport.Contribute to capacity building, including conduct of training, workshops, exercises and seminars related to Member States nuclear security frameworks.
- Lead the design and delivery of nuclear security activities related to security in transport identified in the Integrated Nuclear Security Support Plans for individual Member States.
- Ensure the continued high standing and recognition of the IAEA by representing the IAEA at national and international meetings as required; establish and maintain contacts with relevant international organizations, initiatives, committees and scientific societies.

Qualifications, Experience and Language skills
- An advanced university degree in engineering, science, security (including law enforcement or national security) or other closely related field. A first level university degree in engineering, science, security (including law enforcement or national security) or other closely related field; with additional four years of relevant experience will be considered in lieu of the advanced degree.
- Minimum of ten years of relevant professional experience at a senior managerial and operational level in nuclear security activities in transport.
- Experience in either the regulatory body or operator/carrier organization involved in security of nuclear and other radioactive material in transport an advantage.
- Good knowledge and understanding of the challenges for the implementation of IAEA’s Nuclear Security Plan are highly desirable.
- Fluency in written and spoken English essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 44233*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
