Duration of the contract: 12 months renewable

According to Article 4.2 ( e ) of the Staff Regulations, the filling of vacant posts in technical cooperation projects is not governed within the framework of Annex I to the Staff Regulations and is done by direct choice of the Director-General.

Introduction

The International Labor Organization ( ILO ) is the specialized agency of the United Nations system which has the mandate to promote social justice, in particular through the Decent Work Agenda. The Decent Work Support Team of Central Africa and country office for Cameroon, Equatorial Guinea and São Tomé and Principle based in Yaoundé ( ETD / BP Yaoundé ), represents the ILO in Central African countries including Sao Tome and Principe.

The ILO is implementing a project financed by RBSA funds, to help strengthen knowledge of the phenomenon of information in the transport sector and to formulate measures to promote formalization in this sector. It also contributes to setting up social protection mechanisms, to facilitate the registration and declaration of companies and employers in social insurance systems. In this context, support will be provided both to improve / adapt the mechanisms of the National Social Security Institute and to strengthen socio-professional organizations in the transport sector, to facilitate the affiliation of their members.

The activities will be implemented in the two islands of São Tomé and Principe, respectively in the region of Agua Grande, which brings together all the administrations with regard to institutional strengthening, including Caué, Lembá and Principe.

In this context, the ILO Office in Yaoundé is considering the recruitment of a National Project Coordinator (NPC).

2. Reporting line

Under the general responsibility and direct supervision of the Director of the Decent Work Support Team in Yaoundé, the CNP will be responsible for ensuring the responsibility, smooth running and implementation of all activities. provided for in this project. He/she will receive technical support from the Principal Administrator in charge of ETD/BP-Yaoundé Programs. The CNP will keep informed and collaborate with the ILO Focal Point in São Tomé for better coordination, synchronization and visibility of ILO interventions.

Core Duties and Responsibilities

Qualifications required

The National Project Coordinator will be responsible for:

  •  Ensure the overall management of the project with regard to its political, technical, administrative and financial aspects;
  •  Ensure permanent contact between ETD/BP-Yaoundé and the partners and institutions involved in the implementation of the project;
  •  Prepare technical support for the organization of activities (seminars, consultations, awareness campaigns, training, etc.);
  •  Monitor the implementation of the activities undertaken;
  •  Animate seminars, workshops or technical meetings;
  •  Prepare work plans, periodic activity reports and project evaluations in accordance with ILO procedures;
  •  Mobilize and involve the social partners, sectoral ministries and development partners concerned by the project;
  •  Maintain and update documentation and records regarding project implementation and changes to the original project document (project/budget revisions, tracking records, administrative and financial documentation, etc.)
  •  Ensure a good popularization of the results of the project;
  •  Identify specific areas that can lead to the development of new development cooperation projects;
  •  Perform any other tasks required by the Director of ETD/BP-Yaounde in relation to the implementation of the project in the country.

Formation

First level university degree (Bachelor or equivalent) in social sciences, economics, law or other relevant fields.

Experience

At least two of proven experience in managing the implementation of development projects and/or in the areas of transport, business formalization, social protection and strengthening of legal, regulatory and institutional frameworks.

Work experience in the United Nations system would be an asset.

LANGUAGES

Good command of Portuguese. The ability to work in English and/or French would be an added advantage.

SKILLS

The specific skills required are:

  •  Ability to coordinate various activities in the field of studies, seminars and training and awareness workshops;
  •  Ability to provide advice on best techniques and practices for the promotion of decent work;

  •  Sense of responsibility and availability;
  •  Ease in contacts with partners and ability to respond to their requests.
  •  Ability to write.
  •  Analytical skills and attention to detail.
  •  Knowledge of computer tools and common software (Word, Excel, PPT, Outlook, Publisher) and specific planning.
  •  Great discretion and sense of responsibility in dealing with confidential matters
  •  Relational qualities, tact and diplomacy in dealing with others.
  •  Ability to work in a multicultural environment and to adopt a non-discriminatory and gender-sensitive behavior.
