The Covid-19 pandemic has increased the awareness and momentum for accelerating the African medical manufacturing sector. Fostering and ensuring sustainability of an African medical manufacturing sector requires a multisectoral and multidisciplinary coordination. It is important to ensure that the overall policy and support approach to African manufacturing maintains perspectives that are relevant for pandemic preparedness and public health, but equally are viable from a business and industrial policy perspective. This necessitates strong coordination between involved agencies, as well as between various policy issues, such as pandemic preparedness and trade. To ensure that African manufactures can withstand external challenges and international barriers, a significant component of this, is to leverage and coordinate continental structures, not least including the large internal market made available through the AfCFTA, and make sure this is in line with the role and responsibilities given as well to Africa CDC.

The German Federal Ministry of Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the project “Strengthening Crisis and Pandemic Response in Africa”. The project aims to enhance the resilience of the Africa CDC by strengthening organizational development and project management capacity as well as partnership management.

The implementing partner of the project is the Africa CDC.

“Strengthening Crisis and Pandemic Response in Africa” has two outputs.

Output 1: Organizational development and project management capacity at Africa CDC has been strengthened.

Output 2: Partnership management at Africa CDC has been strengthened.

To further strengthen Africa’s medical and pharmaceutical manufacturing, Africa CDC and AfCFTA require a balanced and strategic approach and leadership, that includes and allows for deliberate considerations inclusive of cross-sectoral and cross-policy issues, including trade policy, public health, pandemic preparedness, pooled procurement, and international political economy.

Summary of tasks to be performed under this contract:

  • Advise DG Africa CDC and SG AfCFTA broadly on manufacturing of medical technologies and the impact of implementation programmes and initiatives in relation medical and pharmaceutical manufacturing.
  • Strategic and overall advise on issues related to manufacturing of medical technologies (Vaccine, diagnostics, pharmaceuticals, and others), and improve synergies and coordination among actors on facilitating medical manufacturing / trade nexus in Africa, including regulatory issues.
  • Support and advise Member States in defining strategies for facilitating medical manufacturing and trade in consultation with the Africa CDC.
  • Support analysis and strategy, institutional perceptions, collaboration, and opportunities for strengthening partnerships to benefit of Africa CDC and AfCFTA in the realm of medical and pharmaceutical manufacturing.

    Period of assignment: 01.12.2023 until 30.11.2024 for up to 110 working days.

    Key Expert

    Tasks of the team leader

    • Overall responsibility for the advisory packages of the contractor (quality and deadlines)

    • Coordinating and ensuring communication with GIZ, partners and others involved in the project

    • Regular reporting in accordance with deadlines

    Qualifications of the expert

    • Education/training (2.2.1): degree in Business Administration or Health Science (Pharmacy, Medicine, Nurse, Food Sciences, Veterinary) or Social Sciences with additional qualifications in trade or healthcare financing

    • Language (2.2.2): C2-level language proficiency in English

    • General professional experience (2.2.3): 3 reference projects in the area of health products manufacturing/ health innovation in developing and emerging countries

    5 years’ experience in projects with the African Union

    10 years’ experience in public health projects

    • Specific professional experience (2.2.4): 3 years of specific experiences in pharmaceutical manufacturing.

    Familiarity with issues related to trade and market shaping in pharmaceutical manufacturing.

    Experience in providing advisory services at senior political levels at Africa CDC (exclusion criteria).

    • Regional experience (2.2.6): 10 years of experience in working with Africa-focused/ based institutions and understanding the political and social climates on the continent is required.

    • Development cooperation (DC) experience (2.2.7): Strong knowledge of the public health needs, priorities, and landscape in pharmaceutical manufacturing on the African continent.

    • Other (2.2.8): Demonstrated ability to effectively communicate scientific and technical information clearly and concisely, particularly in writing.

    Strong analytical skills and the ability to develop evidence-based recommendations for trade and pharmaceutical manufacturing in Africa for Africa CDC and AfCFTA

    Excellent communication and interpersonal skills to work with stakeholders at various levels
