40788 – Technician in Institutional Strengthening (FI) and Support for Drinking Water and Sanitation Operators – (Madrid) At Tragsa Group


Technologies y Servicios Agrarios, S.A., S.M.E., M.P. (TRAGSATEC) requires incorporating 1 Technician/a to provide support in strengthening operators of drinking water and sanitation systems within the framework of the commission to Tragsatec to develop support activities and technical assistance for management and monitoring of the programs of the Cooperation Fund for Water and Sanitation, FCAS, and other associated programs.

Functions:

  • Collaboration within the framework of the Water and Sanitation Cooperation Fund, FCAS, in promoting activities specifically aimed at strengthening municipal services in charge of the integral urban water cycle and/or public operators, involved in FCAS actions and with very limited capabilities.
    – Evolutionary-iterative development of the data collection model and information gathering interfaces of the FCAS Comprehensive System of Sustainability and Institutional Reinforcement, currently under development and prototype testing, and maintenance of incident resolution and addition of new functionalities.
    – Support to specific Operators in carrying out the information gathering; of the set of communities, systems, homes and providers, as well as their analysis and evaluation in order to launch in an orderly manner, evaluated and systematic the corresponding improvement plans. With them, there will be a roadmap aimed at proposing short, medium and long-term actions that result in better sustainable service, primarily in the areas of governance, planning, water resource management, organization, economic viability, staffing, legal compliance, communities and emergencies (resilience), water quality and technical feasibility, considering with special emphasis those measures that could be predicted in the short term for eventual epidemic outbreaks of Coronavirus.As analysis models, AQUARATING analysis tools will be used mainly in conjunction with the FCAS Comprehensive System of Sustainability and Institutional Reinforcement, currently under development and testing phase.
    – Training and Training of Operators: making available and / or development of modules and training materials to support operators/as of the water services of the region and coordination for the provision of specific training through external trainers of AECID collaborators, through different formulas in whose materialization support can also be provided. Online training will be prioritized in order to have greater coverage. The topics to be developed will be those mentioned in the preceding point again, including models of behavior change in the Communities.
    – Dissemination of tools for Small Operators. Collaborate in advising and guiding the adoption of technical or technological solutions, at the scale and possibilities of these small operators, to improve services in small towns, < 10,000 people. Support will be given in the following matters: methodologies to ensure the sustainability of the service according to the application of the aforementioned Comprehensive System of Sustainability and Institutional Reinforcement tool; methodology and/ technologies adapted for cadastre implementation, inventory and asset management, basic software for commercial management, use of mobile telephony to pay bills, support through supporting documentation, including technical support software, calculation and operation, etc.

Requirements (required):

  • Engineering or Degree + Official Master in Engineering belonging to any of the following branches: Civil, Forestry, Mountains, Agronomics, Geology and / or Environmental (certulations approved in Spain)
    – More than 2 years of experience in development cooperation programs and projects in water and sanitation
    – Between 3 and 5 years or more of experience in design, or in operation, of urban infrastructures throughout their life cycle
    – Extensive knowledge of technologies, equipment and health engineering projects
    – English level B1 or higher

Merits (valuable):

  • Experience of more than 2 years in coordination of rural or peri-urban Water and Sanitation Programs.
    – Demonstrable experience in planning processes of water and sanitation services or wastewater treatment at national or regional level.
    – Demonstrable experience of international, European and American legislation, policies and regulations in the AyS sectors.
    – Handling modeling tools for sanitation networks, SWMM type and drinking water EPANET type.
