Tecnologías y Servicios Agrarios, SA, SME, MP (TRAGSATEC) needs to incorporate 1 Technician for monitoring and controlling the execution of the AECID Delegated Cooperation in the Governance and Human Rights sector.

    With first destination in Egypt

    The organization of work in this position requires the continuous presence of the worker at the workplace during working hours. In the event that due to unforeseen necessity this cannot be fulfilled, the worker will be repatriated with all guarantees.

Features:

Its priority function will be the monitoring and control of the cooperation programs/projects delegated in the destination country, applying (and helping to apply), with solvency, the standards and procedures and common practices, recognized as more effective and efficient, applicable to entity projects in any field so that they advance optimally, adjusting to their cost, scope and schedule baselines. This implies:

• Manage changes that are essential for the proper execution of the project.
• Monitor that programs/projects are executed within the agreed deadline and take appropriate early action to correct deviations.
• Financial and administrative control of programs/projects and payment capabilities, maintaining the relationship between collections and payments in a positive way, so that the project meets its payment obligations with the billed party.
• Control purchasing procedures and resolve contract problems.
• Control the risks and exert influence on those identified, trying to avoid or reduce the negative ones and enhance the positive ones.
• Help obtain, manage and use the necessary resources for the execution of the Project.
• Manage the Project communication channels and establish meetings, supporting the training of project team members.
• Follow-up and monitoring trips to programs/projects in the region

Functions in the cooperation sector in Democratic Governance:
The projects in which they must exercise monitoring and control functions will be from the Human Rights, Development Cooperation and/or gender and development sector in the following objectives: 1. Support
the judicial reform and the defense of human rights.
2. The participation of civil society organizations in peacebuilding processes and/or the promotion and protection of human rights.

Requirements (mandatory):

– Engineering or Bachelor’s/Degree + Official Master’s Degree (qualification approved in Spain.
– At least 5 years of experience in Management and implementation of development cooperation projects.
– At least 2 years of experience in execution and/or monitoring and control of delegated cooperation projects in the field
– Minimum English level B2.

Merits (valuable):

– Master or postgraduate in Development Cooperation.
– Demonstrable experience of at least 1 year in the MENA (Middle East and North Africa) region.
– Demonstrable experience of at least 1 year in projects related to migration and development.
– Demonstrable experience of at least 1 year in projects related to youth/employment.
– Additional demonstrable experience of at least 2 years in execution and/or monitoring and control of Delegated Cooperation interventions with European funds.
– Demonstrable experience of at least 1 year in public procurement, including the preparation and review of tender and tender documents, as well as the processing and monitoring of administrative procedures.
– English level C1 or higher.

Offered:
– Fixed-term contract with an estimated duration of 12 months, associated with the execution of the assignment detailed in the publication for the Recovery, Transformation and Resilience plan or with financing that comes from European Union Funds.

– Full time.
