Position Description
EnCompass LLC is seeking a Workforce Development Director to serve as key personnel on the Global Health Training, Advisory, and Support Contract (GHTASC), a 7-year contract with USAID’s Bureau for Global Health (GH) with Credence Management Solutions as the prime contractor.
GHTASC Workforce Development focuses on strengthening USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities.
The Workforce Development Director is responsible for leading and managing the implementation of Workforce Development services under the contract in collaboration with the GHTASC Project Director, GHTASC Deputy Project Director, the GHTASC Human Capital Director and as a member of the GHTASC Project Management Operations Team. The Workforce Development Director has broad portfolio and program management responsibilities leading the Workforce Development team to deliver on all aspects of three main tasks: Professional Development (PD), Organizational Development (OD) and Workforce Learning (WL).
In addition to providing overall leadership, management, and technical direction, the successful candidate will have experience in leading complex learning, training, and/or leadership development projects, with U.S. Government experience strongly preferred. They will also bring a commitment to and experience in applying and Diversity, Equity, and Inclusion (DEI) best practices to workforce development and will incorporate those practices into staff management.
This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. The Workforce Development Director is also expected to work in person at the prime contractor’s offices and the client offices as needed. Candidates must be legally authorized to work in the US for any employer without sponsorship.
Position Duties and Responsibilities
Essential functions:
- Leads and manages all aspects of Workforce Development services, including determining needs, leading and supervising staff, comprehensive planning, and establishing initiatives and direction within the limitations of available staff and budget
- Provides technical, operational, financial, and managerial oversight to all aspects and tasks of Workforce Development to meet exceptional standards for quality and timeliness
- Guides team in learning and organizational development engagements that meet or exceed standards of excellence
- Works closely with the GHTASC Project Director and GHTASC Human Capital Director, as well as designated USAID contacts, to ensure appropriate coordination; establishes and maintains highly collaborative working relationships with project partners, USAID contacts, staff, and other internal and external entities
- Participates in the planning and implementation of a needs assessment process using innovative and collaborative methods to obtain a deeper understanding of the GH workforce to evolve existing and future workforce development offerings in a strategic and integrated way
- Leads the Workforce Development team in developing, implementing, and updating a Bureau-wide learning strategy, informed by the needs assessment and other sources, that enables the workforce to be agile, adaptive, and better equipped with informational and transformational learning resources to achieve critical outcomes at the individual, team, and organizational levels
- Employs foundational and leading-edge learning and leadership development technical expertise to inform, improve, and build current and future offerings
- Contributes to the design and facilitation of Workforce Development programs and activities as needed
- Provides oversight for the Global Health e-Learning Center (GHeL) and the integration of digital learning to enhance Workforce Development activities
- Oversees the maintenance of a web-based Workforce Development tracker including tracking of PD, OD, and WL services learning needs and measuring learning outcomes such that the workforce remains current and relevant in a dynamic environment; leverages monitoring, evaluation, and learning (MEL) data and findings to inform program improvement
- Oversees communication about GHTASC Workforce Development offerings and results to target audiences identified by the Bureau for Global Health
- Provides high-level budget and compliance oversight for programs and activities
- Supervises designated staff to support effective implementation of Workforce Development; leads and mentors all members of Workforce Development team
- Identifies and liaises with consultants and subcontractors necessary for the implementation of Workforce Development activities
- Engages fully as a member of the EnCompass staff team, participating in staff meetings and other EnCompass events

Qualifications
Academic Qualifications
- Master’s degree or higher and 12 years of related experience
- Degree in adult learning, leadership development, organizational development, management, international relations, health, or a related field if held
Experience and Skills
- Minimum of 12 years’ experience in the field of adult learning and leadership development, including professional development, training, organizational development, and/or coaching programs
- Experience in senior management of U.S. Government contracts of similar scope and complexity required, with USAID experience preferred
- Record of success leading learning and organizational development services of similar scope and complexity and delivering client services that exceed expectations
- Proven track record in senior project and management-level skills, including, at a minimum:
- Strategic planning, organization, communications, relationship building, and problem-solving skills
- Leadership of project teams to deliver exceptional services on time, on scope, and on budget while successfully managing risk and stakeholder relationships
- Time management and task prioritization, while leading team to produce the highest quality products and services within tight time constraints
- Proven ability to create and lead effective teams, make quick judgments and decisions, build on strengths while catalyzing change to meet evolving client needs
- Adaptive, collaborative, and strengths-based leadership style, including cultivating peer-to-peer learning so that capabilities are shared across the team.
- Commitment to work in a collaborative and appreciative professional environment, and to model strengths-based approaches in the workplace
- Exceptional ability to build effective working relationships with clients and colleagues, while working in multi-cultural environments
- Demonstrated commitment to and experience in applying Diversity, Equity, and Inclusion (DEI) and gender integration and inclusive development best practices and ability to incorporate those practices into technical designs, project administration, and staff management
- Ability to obtain and maintain Facility Access
- Experience working or living in more than one country
- Ability to travel internationally preferred
- Prior experience in or knowledge of USAID health sector activities strongly preferred
- Fluency in language(s) other than English a plus

The Starting Pay Range has been updated for 2024
The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role is $145,000 – $175,000.
