Founded in 1945, CARE is one of the world’s largest humanitarian networks, apolitical and non-denominational. Our mission is to fight extreme poverty. CARE implements emergency and development projects in complementary areas: education, food security, health, drinking water, development of income-generating activities by involving communities and collaborating with local partners. CARE defends women’s rights and supports their empowerment. In 2023, CARE France intervened in 51 countries and is in charge of managing CARE International’s country offices in Lebanon, Cameroon and Madagascar. The annual volume of resources is €67 million. The team brings together 75 employees based at the Headquarters and around twenty expatriates. Presentation of the West Africa and Sahel pole

The West Africa and Sahel hub is currently working in the following countries: Chad, Cameroon, Nigeria, Benin and Togo, as well as Madagascar as part of a multi-country project. Depending on funding opportunities, other countries could be added to the list in 2025 (Côte d’Ivoire, Ghana, etc.). The main themes of the projects managed by the hub are: health, gender equality, governance, social cohesion, as well as water and sanitation.

Assignment

Reporting to the Head of the West Africa and Sahel Division of CARE France, within a team of 5 to 6 people, and in functional collaboration with the CARE teams based in the field, the program manager supports the implementation of projects in their intervention area (Benin, Togo and Madagascar) and contributes to developing CARE France’s program portfolio in the target countries of the West Africa and Sahel division.

Its main missions are:

  • Manage CARE France projects, particularly in Benin, Togo and an AFD Multi-country type agreement (Benin, Ivory Coast, Madagascar), and ensure their proper programmatic implementation and maximization of impact for participants.
  • Ensure the quality of projects implemented by country offices, including the quality of contractual reporting (narrative and financial)
  • Ensure compliance with donor procedures from submission to project closure
  • Manage the administrative, financial and accountability aspects of ongoing projects in collaboration with the other relevant CARE France departments (administrative and financial division, Audit department, private partnerships, etc.)
  • Prospect and develop new projects in the cluster’s target countries
  • Represent CARE with partners and donors, particularly institutional ones (AFD and EU)

Profile sought

Education and experience:

  • BAC+5 training, in international humanitarian aid, international relations, development, or other technical training relevant to the position
  • Management of international solidarity projects, minimum 3 years
  • Field experience highly valued, particularly in the intervention zone
  • Experience in managing women’s empowerment projects will be an asset
  • Experience in a headquarters environment is valued, particularly in a network organization.
  • Knowledge of the issues and functioning of the development and international solidarity sector
  • Knowledge of the CARE network will be an asset

Required skills:

  • Knowledge of the main institutional donors and good command of their procedures (in particular, AFD and EU)
  • Mastering the project cycle
  • Administrative and financial project management/monitoring
  • Management of lessor/consortium contracts
  • Ability to negotiate and use influence diplomacy
  • Presentation and representation skills
  • Perfect command of French and English, spoken and written

Conditions and terms of application

Type of contract : Permanent contract (CDI)

Status : Employee

Working hours : 39 hours/week (23 days of RTT per year)

Desired start date: as soon as possible (please indicate your availability)

Salary: Between €34,520.21 and €37,496.09 gross per year depending on profile

Benefits : mutual insurance 100% covered by CARE France; meal vouchers with a face value of €9, of which €5 is covered by CARE France; 75% reimbursement of public transport network subscriptions or sustainable mobility package; possibility of partial teleworking from the 3rd week of the contract (package of 40 or 80 days of teleworking in the first year; 120 days from one year of seniority)

Workplace : 71 rue Archereau – 75 019 Paris. Planned move to Pantin (Hoche metro or RER E) in the first quarter of 2025.
