Result of ServiceThe main objective of the Web Programmer will be to develop a public access database and virtual library on a website that contains relevant documents on adaptation, particularly those related to climate change. The Programmer will provide a standardization protocol for the documents and information in other formats (audios, videos, images), and define the criteria for their inclusion within this platform. Product No. 1: Output: Conduct a mapping of existing documents based on the information managed at the Governance level regarding what has been done to date, particularly in the field of adaptation, and include other documents related to climate change. Deliverable: Report including:

  •  Standards and Guidelines: A detailed explanation of the documents and information collected that will be included in the platform.
  •  Collection Procedures: Detailed description of the sources of the information and who the documents belong to. Product No. 2: Output: Develop a system to define a storage protocol and technical specifications that the materials must meet before being included on the website. Deliverable: Report including:
  •  Data Inclusion Procedures: Guidelines for the process of adding the documents into the repository, covering the workflow from document collection and its source.
  •  Update Methods: A comprehensive description of how and when the documents on the website should be uploaded, to ensure standardized quality of the information.
  •  Database matrix with the collected and categorized documents.
  •  Mapping of information sources disaggregated according to each climate change-related topic.
  •  Diagnostic to determine the protocols according to the system in which it is most suitable to host the virtual platform and ensure its sustainability over time. Product No. 3: Output: Design a web site to host public access database and virtual library, with a defined structure and user-friendly navigation. The web design should include text, images, illustrations, and/or animations in a balanced manner, adhering to a standard of user-friendly navigation for all users. Deliverable: Report including:
  •  Guide or manual with methodology and criteria to consider when including documents on the platform.
  •  Selection of cloud server and domain for the website with the necessary technical characteristics to ensure long-term sustainability.
  •  Mapping of best service providers and a comparative chart that includes advantages and disadvantages according to the established standards.
  •  Guide to the website’s structure and UX design.
  •  Present design proposals and website navigation for validation by NAP Project team and the DNCC.
  •  Build the website according to the selected graphic proposal. Product No. 4: Output: Conduct a workshop-style presentation to explain the UX of the website and how to follow the protocols established to upload documents on the website. Also includes best practices to ensure its sustainability. Deliverable: Report including:
  •  Presentation of best practices and guides for the socialization of the site protocols with different stakeholders virtually.
  •  Guidelines information to be given to graphic designer for including into user manual.
  •  Presentation of the UX and UI of the website with users and best practices. The specific objective of the consultancy is to develop a publicly accessible data platform (for example, a virtual library) that could be hosted and managed online, containing relevant documents on adaptation, particularly national-level documents that are currently not available online. The main activities to be carried out within the framework of this consultancy are: – Conduct a mapping of existing documents. – Develop a system to define a storage protocol and technical specifications that the materials must meet before being included on the website. – Design a web site to host public access database and virtual library. – Conduct a workshop-style presentation with various stakeholders. Reporting lines Timely delivery of outputs as outlined in the Terms of Reference. Quality of design work and materials produced and approval of all deliverables by the Adaptation Programme Officer for UNEP Latin America and Caribbean Office.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). UNEP´s mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. In terms of supporting countries in the region to achieve the global commitments under the framework of the Paris Agreement, the United Nations Environment Programme’s (UNEP) Subprogramme on Climate Change for Latin America and the Caribbean aims to strengthen the capacity of countries to advance towards climate resilience and low-emission strategies for sustainable development and human well-being. Within this framework, the UNEP’s Climate Change Subprogramme, through its Climate Change Unit, leads and supports various initiatives aimed at designing, promoting, and implementing innovative mitigation and adaptation solutions at national and subnational levels, as well as strengthening the transparency framework of countries. The anticipated achievement regarding climate change adaptation is the implementation and integration of adaptation approaches, including ecosystem-based approaches, into key sectoral and national development strategies to reduce vulnerability and enhance resilience to the impacts of climate change. Additionally, the UNEP’s Climate Change Subprogramme is also committed to ensuring that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated into the development of its tasks to ensure equitable development in line with its adaptation objectives. The Ministry of Natural Resources and Environment (SERNA) of Honduras and UNEP have agreed to implement the “Enabling Environments for Planning, Implementing, Monitoring, and Reporting Strategic National Adaptation Processes in Honduras” project, framed within the Readiness program of the Green Climate Fund (GCF). It is called the “Plan A Honduras: Strategic Adaptation Planning Project.” The main objective of the project is to develop the country’s sustainable capacity and strengthen stakeholder participation in planning, financing, implementing, monitoring, and reporting on strategic national adaptation processes, as well as communicating knowledge about climate change adaptation. The project seeks to achieve its objective through the following components: – Strengthening the institutional and technical capacity of the country and stakeholder participation. – Strengthening strategic national adaptation planning. – Mobilizing financial flows and investment for adaptation measures within the National Adaptation Plan and Adaptation NDCs. – Knowledge management on climate change adaptation. – Strengthening the transparency framework for adaptation. To meet the project’s objective, the UNEP’s Latin America and Caribbean Office is recruiting a consultant to develop a “Public Access Data Platform and Virtual Library (Biblioclima).” The consultant will work directly with the NAP Honduras Project and the Project Management Unit and support the National Climate Change Directorate (DNCC) of SERNA in developing a public access data platform (a virtual library), containing relevant adaptation documents, particularly national-level documents that are currently not accessible online. The consultant will operate under the supervision of the Adaptation Programme Officer of UNEP LACO and will work in close coordination with the National Project Coordinator and will be supervised by the Climate Change Communications Specialist and the National Climate Change Directorate (DNCC), and other national consultants, governmental and non-governmental counterparts. The consultant will work home-based and is expected to hold regular meetings with the government counterparts and supervisor.

Qualifications/special skillsACADEMIC: -A Bachelor’s degree in systems engineering, communications with a focus on Web Design, graphic design with a focus on web design, or a closely related field is required. PROFESSIONAL: – A minimum of 3 years of relevant work experience in programming languages such as HTML5, CSS3, JavaScript and other tools for efficient management of web platforms (required). – Experience using software tools for data analysis (required). – Experience in areas related to database development, web platform design, and virtual toolboxes (desirable). – Experience in responsive web design integrating UX/UI knowledge (desirable). – Experience in database management and information classification (desirable). – Good understanding of Honduran interinstitutional arrangement climate change topics (desirable). – LANGUAGE: – Fluent level of Spanish with excellent written skills is required. – Basic Level of English is desirable. SPECIAL KNOWLEDGE AND SKILLS: – Competent in computer management. – Advanced level in Microsoft Office. – Communication and teamwork skills.
