About this position:

We are looking for a Water and Sanitation Consultant to work in our Country Office in Belize. As Water and Sanitation Consultant, you will be in charge of supporting the development of new operations (loans and technical assistance programs), supervision of the sector Bank’s portfolio and other related activities undertaken by the Division in Belize, in the following areas: water resources, potable water supply, sanitation and wastewater collection and treatment, urban drainage and solid waste management.

You will work in the Water and Sanitation Division (WSA) of the Infrastructure and Energy (INE) Department. This team is responsible for conceptualizing, preparing, supporting the execution, and supervising the IDB’s operations related to water and sanitation. We seek to ensure universal and sustainable access to high-quality water, sanitation, and solid waste management services to contribute to the sustainable economic growth of our member countries in Latin America and the Caribbean and a better quality of life for their citizens. WSA works with the country departments to design and implement country and regional financial and non-financial programs and projects and evaluates the development results of such interventions. It also performs quality enhancement functions for social development projects and programs, including guiding, designing, and preparing Bank products, execution, and analysis and mitigation of risks.

What you’ll do:

  •  Participate in the identification, preparation, and assessment of requests for project financing, including requests for technical assistance and investment grants.
  •  Support the execution and supervision of projects and activities carried out by the Water and Sanitation Division in Belize, including comprehensive management of risks of projects in the portfolio.
  •  Support the process of developing terms of reference for the hiring of individual consultants and consulting firms.
  •  Support the process of reviewing and commenting reports developed by individual consultants and consultancy firms.
  •  Support the collection and systematization of information and data required for the preparation of loan and technical assistance operations.
  •  Support the preparation of documents and analyses needed for the preparation of loan and technical assistance operations.
  •  Participate in meetings required to supervise INE/WSA’s portfolio in Belize.
  •  Conduct field trips to and within Belize to collect information needed for the preparation and supervision on INE/WSA’s portfolio.
  •  Provide input into the Bank’s sector dialogue with government authorities, borrowing agencies, other lending entities and non-governmental agencies.
  •  Contribute to the identification, preparation and development of studies and strategies, including policy and regulatory matters, in the water and sanitation sector.
  •  Collaborate with other sectors and work with multidisciplinary teams in charge of the conceptual design and development of technically, institutionally, and financially innovative proposals to attend needs of national, regional, and local government agencies, as well as those of the private sector.
  •  Support the organization of sector events and the dissemination of research, analysis and knowledge development activities in Belize.
  •  In coordination with INE/WSA, provide support to the Country Representative and/or Operational team led by the Chief of Operations in Belize in matters related to the INE/WSA portfolio in the country.

What you’ll need:

  •  Education: master’s degree (PhD would be a plus) in engineering, environment or social sciences, administration, financing, economics, or other related fields.
  •  Experience: At least 5 years of proven relevant experience in the drinking water supply, sanitation, and sewage treatment areas; management of water resources; urban storm drainage systems; and municipal solid waste management. Preferably with working experience in at least one of the Caribbean countries. Specialized knowledge and accumulated experience preferably in a multilateral or bilateral development institution, in a public sector entity, a prestigious consulting firm, a private sector group or an NGO.
  •  Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

Requirements:

  •  Citizenship: You are a citizen of one of our 48-member countries.
  •  Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration:

  •  Type of contract: International Consultant Full Time (CNS).
  •  Length of contract: 12 months .
  •  Work Location: On site.
