WASH Specialist (Caracas) At Danish Refugee Council


The Danish Refugee Council is one of the world’s leading humanitarian NGOs and works in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local populations / host communities. DRC is currently seeking a highly qualified WASH Specialist who speaks Spanish and English for a 12-month contract (renewable based on funding and performance) based in Caracas, Venezuela.

About work:

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, information sessions for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions in best practices in hygiene and food security.

General purpose of the role:

The main objective of the WASH Specialist is to support the Program Manager in the implementation of the strategy to monitor and evaluate the quality of the programs in accordance with WASH Sphere standards, donor strategy and principles of protection mainstreaming. He / She will carry out strategic tools development and WASH BoQ activities, reporting and quality standards control, technical support to WASH officers and eventually, will accompany the field teams in their field activities. Under the direct supervision of the head of Program programs, he must coordinate with the programmatic team within the framework of the WASH strategy together with the managers of each base.

Your main duties and responsibilities will be:

  • Execute plans, processes and projects in support of the departmental strategy, maximizing the efficient use of resources and guaranteeing a shared vision.
  • Plan implementation at the WASH response field level in collaboration with local partners and other stakeholders
  • Develop and review BOQs and technical specifications.
  • Ensure compliance with international WASH standards and best practices.
  • Develop monitoring and evaluation systems to track the impact of the project.
  • Support critical decision-making processes, to include problem identification and drive problem solving, especially in contexts with limited resources and where time is a relevant factor.
  • Conduct training sessions on prioritized topics for partners and field teams.
  • Develop relationships with priority partners, ensuring understanding of your WASH needs.
  • Stay informed and aware of the latest research, innovations and developments within the WASH sector.
  • Consider the integration of vulnerable populations as well as the environment when developing and executing WASH programs.
  • Knowledge and experience in EPANET, GIS / GPS and AutoCAD.
  • Lead the review of WASH technical reports and the development of WASH project proposals.
  • Perform other tasks assigned to you.

Required

  • Professional technical experience in accordance with the aforementioned functions and responsibilities.
  • A university degree in Water Supply and Sanitation Engineering, Hydraulic Engineering, Environmental or Water Resources Engineering, Civil Engineering or directly related field.
  • A minimum of 3 years of experience in the international humanitarian field.
  • Relevant educational training and knowledge of the United Nations coordination system.
  • Knowledge and understanding of the complexity related to displacement and other states of vulnerability.
  • The command of English and Spanish is mandatory.
