POSITION SUMMARY:
Project HOPE is seeking candidates with experience in Water Supply (septic tanks) and Sanitation (Waste disposal management, specifically in the construction of artisanal incinerators) programs in humanitarian contexts, to provide technical assistance in the development and implementation of WASH programs. The Specialist will guide the WASH Program technical teams in making technical contributions to program design in compliance with national and international regulatory frameworks, reviewing drafts and final proposals related to strategies for the installation of incinerators, alternative wastewater disposal systems, and water supply and storage.

PRINCIPAL RESPONSIBILITIES:
• Provide technical advice for the development of WASH programs focused on water supply (septic tanks) and sanitation (final disposal of biological, bio-infectious, and sharps waste) programming directed at outpatient healthcare facilities, encompassing everything from design and implementation to program monitoring and evaluation.
• Advise on the incorporation of national and international policies, strategies, approaches, and technical guidelines into WASH programming, focusing on water supply and sanitation, ensuring that implementation can maintain fidelity and relevance to the organization’s strategic objectives.
• Participate in the design of projects/activities, including the construction of concept notes and proposals, implementation scopes, and the start-up of new projects, with an emphasis on sanitation and water supply, to ensure the correct implementation of WASH programs within the framework of the organization’s strategic objectives.
• Assess learning needs, establish learning objectives, and identify, adapt, or create specific materials on sanitation and water supply for the context and needs of the organization’s WASH Programs technical team.
• Develop training activities and provide technical support to the WASH Programs team, through individual support and/or refresher sessions, to promote capacity building in the framework of WASH programming specifically for water supply and sanitation.
• Contribute to the evaluation of data collected from WASH program implementation to ensure the quality and reliability of project data.
• Participate in field visits to evaluate the quality of implementation against the objectives of the contract or agreement and provide guidance to the team on approaches and identified needs.
• Contribute and participate in evaluations of WASH programs, with an emphasis on the implementation of sanitation and water supply, to document and disseminate best practices.
• Provide technical assistance on humanitarian WASH issues, including support for rapid assessments, regular assessments, and program quality.
• Lead the preparation of reports and ensure the timeliness and accuracy of the information provided as well as ensure the confidentiality of sensitive information.
• Contribute to building a positive image and overall credibility of the organization, especially through the application of the organization’s Code of Conduct, ethics, values and point of view with respect to internal and external stakeholders.
• Promotes and fosters a culture of compliance and ethics throughout Project HOPE. As appropriate to the position, maintains a clear understanding of and adheres to Project HOPE and donor compliance and ethics standards.
• Participate in the selection processes of the vacancies corresponding to their area, as well as in processes of related areas through the review of applicants for the position, pre-selection of profiles and intervention in technical interviews with the objective of ensuring the selection of suitable personnel for the organization.

MINIMUM QUALIFICATIONS:
• Degree in hydraulic/civil engineering and a background in environmental science, business management concerning water and sanitation, or a similar field.
• Proven experience in the design (conceptual, basic, and detailed engineering), construction, commissioning, and operation of alternative wastewater disposal systems (septic tanks, sumps, absorption ditches, filter ditches, biodigesters, etc.) in health centers (with emphasis) for the final disposal of sewage.
• Proven professional experience in the WASH sector and water systems working on donor-funded projects; including experience in fragile countries.
• Strong knowledge and experience of USAID/BHA rules and regulations.
• Previous experience in supporting and managing WASH project teams on full project cycle technical needs (design, implementation, M&E, and lessons learned), including emergency or protracted crises settings.
• Management, training, and supervision experience is required.
• Strong organizational and supervisory skills and interpersonal skills with the ability to work within different cultural environments.
• Ability to work within a team structure or in isolation, flexible, and able to cope with stressful environment with limited resources.
• Experience developing gender-sensitive MEAL plans and building a variety of partnerships.
• Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
• Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint
• Strong work ethic and the ability to work well independently and as part of a team.
• Outstanding interpersonal skills and ability to interact with individuals at all levels.
• Fluency in Spanish and English.

• While international travel is not a regular part of every job, programmatic needs may require it intermittently.
• Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
