Organizational Context and Scope

IOM has been operating in Papua New Guinea (PNG) since 2001, working on complex emergencies and providing humanitarian relief while building capacity of the Government for better migration management. Operating through its Country Office in Port Moresby and twelve field-offices across the country, IOM’s programmes focus on disaster risk reduction, emergency preparedness and response, peacebuilding, labour mobility and human development, climate change, countering trafficking in persons, immigration and border governance, legal identity, protection, assisted voluntary return and reintegration, migration and health.

Under the overall supervision of the Chief of Mission and direct supervision of the Emergency Management and Peacebuilding (EMP) Coordinator, the Displacement Tracking Matrix (DTM) and Solutions & Mobility Index (SMI) Officer – Analysis and Reporting will be responsible for supervising, coordinating and ensuring the implementation of DTM and SMI aspects in IOM PNG operations, which include but are not limited to disaster risk reduction and emergency response, peacebuilding, resource mobilization, and inter-agency coordination.

Responsibilities and Accountabilities

  1. Coordinate and implement Displacement Tracking Matrix (DTM) and Solutions and Mobility Index (SMI)activities in Papua New Guinea.
  2. Provide technical inputs and guidance to support the development of a country wide strategy for data management, DTM and SMI activities.
  3. Help design and execute advanced quantitative and statistical analyses that underpin the development and implementation of index-type analysis.
  4. Supervise field assessments that utilize data collection tools and techniques to gather timely information about displacement trends, patterns, and profiles.
  5. Draft and/or coordinate the preparation of required reports and information products on SMI and DTM, such as analytical and statistical reports, displacement profiles, maps, and other relevant products (reporting), and contribute towards the visualization of reports, in adherence to IOM and DTM visual guidance (visualization)
  6. Regularly monitor, propose, and implement modifications in compliance with information management systems and infrastructure according to IOM IT policies, standards and best practice for high performance, reliability, and information security.
  7. Supervise and coordinate the work of relevant staff and participate in the development and conduct of training on project activities with DTM and SMI components in various locations.
  8. Provide technical guidance and capacity development training sessions to central, provincial, and local government authorities, as well as to project staff and partners (NGOs, CBOs, CSO, FBOs, etc.) on data collection and processing, including the generation of information products.
  9. Supervise Information Management operational and technical (GIS and Reporting) aspects.
  10. Implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders.
  11. Participate in various fora, including inter-agency coordination groups, meetings with governmental authorities, non-governmental organizations, donors and stakeholders, and other events.
  12. As required, provide technical inputs to support the development and implementation of specific operational aspects of disaster risk reduction, emergency response and peacebuilding projects.
  13. In close coordination with the EMP Coordinator, track and follow up on the timely preparation and submission of SMI and DTM data and information products in IOM formats as required.
  14. Undertake duty travel to provide technical assistance, monitor project implementation and liaise with counterparts.
  15. Perform such other duties as may be assigned.

EDUCATION

  • Master’s degree in data science, applied research, development studies, International Relations, Political Science, or similar fields from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

EXPERIENCE

  • Experience supporting the development and/or implementation of the Solution and Mobility Index (SMI) and Displacement Tracking Matrix (DTM) or similar assessment and information management activities;
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset;
  • Experience working in international organizations and the humanitarian community is desirable; and,
  • Experience in Field data collection, research, and report writing.

SKILLS

  • Demonstrated ability to supervise staff at an operational level, preferably in humanitarian response and Peacebuilding operations;
  • Demonstrated expertise in advanced statistical methods and quantitative analysis (e.g. MS Excel / R / Python / Stata)
  • Proven skills in visualization using different statistical, GIS and graphic software (e.g. ArcGIS / QGIS / Adobe Illustrator, InDesign);
  • Ability to draft technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
  • Functional knowledge of humanitarian coordination architecture at global, regional, and country levels, preferably including applied experience within the PNG country humanitarian coordination architecture;
  • Excellent organizational skills, ability to work with limited supervision;
  • Delivers on set objectives in hardship situations; and,
  • Effective coordination skills, working with other UN agencies, NGO partners and government authorities.
