Context:

IOM is the leading Organization in the field of migration and has a staffing complement of 20,000+ staff in more than 580 locations worldwide working on humanitarian and development programmes.

Under the overall supervision of the Director, Global Shared Services Division and direct supervision of the Chief, UN Efficiency Unit, and in close coordination with relevant Organizational Units at Headquarters (HQ) and IOM Offices worldwide, the Senior UN Efficiency Officer will be responsible to contribute to the effective implementation of IOM’s strategic and organizational goals in Business Operations Strategy (BOS), Common Back Office (CBO), Common Premises (CP) and Global Shared Services (GSS) by applying the enabling functions of mutual recognition statement, pricing and costing principles as well as client satisfaction principles.

Core Functions / Responsibilities:

  1. Develop IOM’s annual action plans on UN efficiency in coordination with the respective Departments’ Directors to contribute to meeting the UN reform targets set by the UN Secretary General and approved by the UN General Assembly.
  2. Provide expert technical advice, guidance and support to IOM’s Country Offices, through the development and/or review of technical guidelines (standard operating procedures, protocols, training materials and operational toolkits) for use during OMTs, UNCTs and related working groups to strengthen IOM’s engagement and participation in UN Efficiency Business Operations-related activities.
  3. Oversee and strengthen oversight and compliance efforts regarding IOM’s implementation of the UN Efficiency Agenda, including identifying best practices, lessons learned, and challenges encountered.
  4. Represent IOM and actively participate in technical and expert working groups on Business Operations Task Teams, ensuring that IOM’s views are well considered and that IOM’s policies and guidelines are informed by the latest developments and standards..
  5. Serve as UNE HQ Focal Person for internal and external audits, verifications and assessments related to UN Efficiency and IOM engagement; and coordinate timely response on recommendations.
  6. Prepare IOM’s reporting on efficiencies including institutional annual reports on UN efficiency gains to IOM Member States and to the UN.
  7. Liaise and coordinate with peers from other UN entities and internally with relevant Organizational Units to ensure efficient and complementary approaches, contribute to joint guidance, policy development efforts and training materials on UN Efficiency initiatives.
  8. Provide expert support and advice to Country Offices on UN efficiency initiatives and negotiations with UN partners with the aim of increasing IOM’s efficiency and access to pooled funds and joint programming.
  9. Develop the training and capacity-building plans on UN Efficiency initiatives for IOM staff.
  10. Prepare concise, analytic reports, internal guidelines, briefing notes, updates and draft decision papers, highlighting critical factors for consideration and contributing to effective information sharing as well as to forming IOM’s position on the related UN Efficiency subject matters.
  11. Work closely with other Organizational Units in Headquarters (HQ), Administrative Centres, Global, Regional and Country Offices to ensure effective feedback and information flow.
  12. Conduct Country Office visits to support and strengthen the capacity of IOM Teams to engage in UN reform and efficiency initiatives.
  13. Act as Officer in Charge (OiC) in absence of Chief of Unit.
  14. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Management, Economics, or a related field from an accredited academic institution with seven years of relevant professional experience; or,

• University degree in the above fields with nine years of relevant professional experience.

Experience

  • Extensive experience in general management;
  • Extensive experience in resources management;
  • Knowledge of IOM’s and/or the UN’s resources management policies, practices and systems is desired;
  • Extensive resources management coordination and/or field support experience preferably within a UN entity;
  • Significant experience in diplomacy including in liaising with UN partners;
  • Knowledge of organizational policies and practices an advantage;
  • Knowledge of UN reform and common System regulations, policies and procedures is a distinct advantage; and,
  • UN Operations Management Team experience with experience on BOS, CBO and/or CP would be a distinct advantage.

Skills

  • Strong negotiation and communication skills, ability to present information in a comprehensive, clear and concise manner both in writing and verbally;
  • Demonstrated ability to conduct analysis, excellent writing skills, accompanied with ability to edit a range of different materials, including but not limited to policies, instructions, guidelines and reports for different audiences;
  • Ability to provide trainings while adapting the material and catering to different audiences; and,
  • Strong liaison and negotiation skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
