CONTEXT

The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.

Under the overall supervision[1] of the Director of OSS in Headquarters (HQ), and the direct supervision[2] of the Senior Staff Security Operations Officer (SSOO), and the administrative supervision [1] of the Director of the Manila Administration Centre (MAC), the Security Operations Officer Global Operations Centre (OPCEN) will be responsible and accountable for providing expert support and advice to IOM Country Offices by managing an effective 24/7 Security Operations Center and through timely and efficient dissemination of security and risk information.

The successful candidate will be responsible for providing expert support and overseeing the appropriate collection and dissemination of security-related information and advisories that could have an impact on the security of IOM personnel, premises, assets, and operational activities and ensure the timely analysis and distribution of analytical reports.

Establish and maintain effective working relationships with security officials from other UNSMS Organizations, government counterparts and partner security services, Country United Nations Department of Safety and Security (UNDSS) Office and all appropriate Security Focal Points, to obtain up-to-date security-related information that is relevant to IOM activities.

Responsibilities and Accountabilities

  1. Maintain the effective management of the OSS 24/7 Global Operations Centre (OPCEN). Directly supervise all OSS Communications Centre Operators in MAC, ensure that regular refresher training on SOPs and guidelines is provided to deliver global services at the expected level, and provide technical oversight to OSS RegionalAnalysts.
  2. Oversee and be accountable for Global OPCEN products which includes collating, reviewing, and synthesising final versions of security information reports and analysis from the Regional Analysts and Regional Security Officers (RSO), ensure timely release and compliance with OSS reporting standards. Among these reports are the Electronic Global Security Overview (eGSO), Electronic Monthly Security Bulletin (eMSB) & Electronic Quarterly Security Review (eQSR) which are distributed to external clients.
  3. Achieve and maintain a high level of performance for all OSS Global OPCEN personnel to ensure timely collection and dissemination of security-related information that could directly or indirectly impact IOM Offices globally.
  4. Develop, implementand maintain an information database for the production of security information products, which can identify and describe emerging threats, safety and security trends, and provide analytical insight into the potential impact of such events on IOM programmes and activities.
  5. Manage SCAAN[1] operational matters in the Global OPCEN, and oversee the monitoring of the SCAAN dashboard, including external clients, and ensure that SCAAN Instant messages [IM], ‘Not Okay Status’ activations, advisories, staff headcounts, reports, GDACS [Global Disaster Alert and Coordination System] News Feeds etc. are responded to and being updated in a timely manner. Coordinate all SCAAN operational issues and requirements in Global OPCEN with the OSS SCAAN Team. As the operational custodian of SCAAN globally, ensure all SCAAN functions are closely monitored and timely responses implemented consistently.
  6. Provide relevanttechnical and strategic analysis on potential threats/risks to IOM personnel and programmes, and ensure that appropriate security-related information is disseminated to relevant IOM Country Office security professionals.
  7. Oversee and coordinate the shift system of the 24/7 Communications Centre, and ensure effective coverage, taking into consideration coverage during absences of the Communications Centre Operators, or where additional support is required during an emergency.
  8. Develop, review, and update Global OPCEN-related operational guidelines, ensuring that a people-centred approach is incorporated in these guidelines, adopting best practices and measures in support of diversity and inclusion. .
  9. In coordination with the Regional Security Officers and Regional Analysts, provide relevant information that can be utilized in conducting security assessments/evaluations, and monitoring regional security threats/trends which will help develop a comprehensive threat risk analysis.
  10. Report security matters, including significant security-related incidents that have a direct impact on IOM personnel, premises, assets, and operational activities, immediately to the Director of OSS and Senior Staff Security Operations Officer.
  11. Collaborate closely with the OSS Resources Management personnel in ensuring that the human resources, administrative, and financial needs of the Global OPCEN are addressed, including preparing the OSS MAC annual budget.
  12. In coordination with OSS Headquarters and OSS Regional Operations Centre (ROC) and its Alternate OPCEN co-located with the Panama Administrative Centre (PAC), review, update, and test the Global OPCEN Business Continuity Plan (BCP) on a quarterly basis.
  13. Provide expert support to the Senior Staff Security Operations Officer on the joint project of the Foresight and Preparedness Dashboard with the Department of Humanitarian Response and Recovery (DHRR) and Global Data Institute (GDI) and ensure that security analysis reports are integrated in support of decision-making process related to resource planning and implementation during emergencies.
  14. Ensures appropriate mechanisms to facilitate collaborations and information exchange, both withiin and outside of the UNSMS.
  15. Acts as Officer-in-Charge in the absence of the Senior Staff Security Operations Officer.
  16. Perform such other duties as may be assigned.

EDUCATION

  • Master’s degree in Security Information Analysis, Security Management, Social Sciences, Law, Disaster Management, International Relations, Communications or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

EXPERIENCE

  • Minimum of seven years of progressively responsible experience in international relations, communications, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, or crisis/emergency management and preparedness in the public or private service areas, responsible for responding to emergencies that may directly impact security is desirable;
  • International experience in such areas as security programmes, risk assessments, or analysis in an Operations Centre is desirable;
  • Experience in managing OperationCentres an advantage;
  • Previous UNSMS field experience, preferably with IOM is desirable;
  • Experience in editing, proofreading and report writing is required; Experience with radio, satellite, and security communications systems is desirable; and,
  • UNDSS certification to any of the following: Security Certification Programme (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Trainer Development and Certification Course (TDC) and Safe and Secure Approaches in Field Environments (SSAFE) is desirable.

SKILLS

  • Ability to collaborate with senior government security counterparts and relevant stakeholders is an advantage;
  • Demonstrated ability to manage a high degree of rational behaviour and decision-making at all times;
  • Ability to supervise and work effectively with colleagues from varied cultures and professional backgrounds;
  • Excellent oral and written skills. Listens actively and responds effectively; and,
  • Knowledge of UNSMS policies and procedures.
