Context:

Established in 1951, the International Organization for Migration (IOM) is one of the United Nations agencies and the leading inter-governmental organization in the field of migration. IOM works closely with governmental, intergovernmental, and non-governmental partners to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.

Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean. To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”), for which implementation started in Mali in May 2017 and ended at the beginning of 2023. As a follow up programme, IOM and the European Union developed the “Migrant Protection, Return and Reintegration Assistance Programme” (hereinafter “MPRR”). The project aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through innovative approaches. This will be achieved through different types of interventions, including protection and assistance to vulnerable and stranded migrants in transit, provision of direct assistance through search and rescue support, identification, referral and specialized direct assistance to the most vulnerable groups, voluntary return assistance, support with sustainable reintegration, and enhanced coordination among actors.

Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Coordinator, the Reintegration Officer will supervise and define, in coordination with RO Dakar/MPRR-SSA Central Coordination Unit (CCU), IOM Bamako’s Reintegration activities, as well as be responsible for staff management, data capture, reporting and reintegration budget oversight.

Core Functions / Responsibilities:

  1. Plan, manage and coordinate the MPRR-SSA reintegration activities in Mali, including budgeting, implementation and monitoring.
  2. Oversee and coordinate IOM reintegration caseworkers and assistants and reintegration and/or protection partners.
  3. Ensure supervision, training and ongoing counselling and guidance to staff and establish/maintain a sound case management system in compliance with IOM standards of assistance.
  4. Maintain, adapt and create national reintegration schemes and coordination structures in collaboration with national counterparts (government, civil society, business associations, etc.), enhancing partnerships with the private industry and environmental and climate considerations mainstreaming where possible.
  5. Coordinate the evaluation, implementation and, where necessary, rewriting of national Standard Operating Procedures (SOPs) related to return and reintegration.
  6. Mainstream protection into reintegration activities by ensuring the provision of adequate assistance for vulnerable categories of migrants, such as victims of trafficking, unaccompanied children and migrants with psychosocial and/or physical health concerns.
  7. Assess training and capacity-building needs on reintegration and protection among local authorities, local NGOs, international NGOs, and other stakeholders.
  8. Provide technical assistance, capacity-building support and guidance to implementing partners and Government counterparts.
  9. Ensure adequate monitoring and evaluation of reintegration activities, including through proper accountability mechanisms, and use it to make improvements to implementation and results.
  10. Oversee appropriate data management of beneficiaries, including entering case data into IOM databases and proper filing in accordance with IOM Data Protection Principles.
  11. Draft quality internal and external reports on reintegration activities.
  12. Contribute to the development of project concepts/proposals, and resource mobilization initiatives related to reintegration, as appropriate.
  13. Ensure synergies with other relevant programmes (AVRR, MECC-R, LMI, CS) and capitalize on lessons learnt.
  14. Maintain close contacts and working relationships with national and state authorities, programme partners, civil society, the international community and donors to ensure enhancement of reintegration activities, mainstreaming of reintegration into relevant policies and programmes, and visibility of activities.
  15. Undertake duty travel as requested.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies, Psychology or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Professional experience in assisted voluntary return and reintegration, community reintegration or similar direct assistance work;
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs);
  • Previous work on protection (including, but not limited to, child protection, counter-trafficking) is preferable; and,
  • Experience in project management and monitoring and evaluation is an asset.

Skills

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
