Violence Protection Officer – Puerto Ordaz (Nationals Only) At Norwegian Refugee Council


NRC has a presence in Venezuela with a multisectoral approach in education, water, sanitation and hygiene, food security, protection against violence and information, guidance, legal assistance. In the state of Apure, NRC also establishes a multisectoral program, with a strong component of Protection against Violence. The program will initially focus on protection case management by providing quality services to people affected by displacement and people vulnerable to protection risks such as effect of violence. The Protection against Violence intervention also foresees its expansion to other actions such as community protection information, protection monitoring to document the advocacy strategy.

The goal of the Violence Protection Officer position is to be responsible for implementation, monitoring and quality of activities in the projects of the Protection against Violence (PcV) competence in accordance with the proposals, strategies, requirements and technical quality of NRC. In particular, the PcV officer will work with implementation and monitoring of protection case management and civil self-protection.

Duties and responsibilities

Generic responsibilities
one. Comply with NRC policies, standards, strategies, tools, manuals, and guidelines.
2. Comply with the strategy, tools, manuals, guidelines and rules of the basic competence of Protection against Violence.
3. Participate in the development of Protection against Violence projects in accordance with the action plan.
4. Be responsible for activities related to your technical area in projects.
5. Identify solutions to daily problems according to the agreed procedures, priorities and standards for the work area.
6. Prepare and prepare the situation reports that are required for decision-making by management.
7. Ensure that the registration and identification systems of project participants are appropriate for the protection of personal data; and based on an initial needs assessment.
8. Guarantee the correct physical and digital file of project documents.
9. Ensure that projects target the most vulnerable people, and explore and evaluate new and better ways to provide assistance.
10. Promote and share ideas for the technical improvement of the Protection against Violence competition.

Specific responsibilities
one. Accompany the design, planning of strategies, protocols, methodologies and implementation of the Protection program response, including conducting needs assessment, creation and execution of customer-focused case plans, monitoring of case plans, and whenever necessary, ensuring secure referrals.
2. Maintain case management files with respect to confidentiality, including regular updating of the case management database.
3. Provide specific technical support and capacity development to project staff and ensure continuous on-the-job training and mentoring.
4. Supervise technical assistants to protect against violence in direct assistance, including providing technical guidance for best practices.
5. Support the monitoring and documentation activities of the implementation of the project activities carried out.
6. Conduct field visits to organize briefings on available services, as well as sensitize target populations to protection case management services.
7. Coordinate with service providers (governmental, non-governmental, etc.) to improve assistance provision and referral mechanisms.
8. Synthesize and analyze qualitative and quantitative data to support the generation of information for the correct planning of the strategy.
9. Review and make improvements to the current NRC tools used in the initial, middle, and final evaluations of Violence Protection projects.
10. Establish ties of respect and closeness with communities, institutions, contractors and humanitarian actors during the implementation of Protection against Violence projects, as well as raising awareness / disseminating transparency processes/complaint mechanisms established by NRC.

Qualifications

Generic professional skills:
• College graduate, preferably in sociology, international relations, psychology, anthropology, social work, law or similar / relevant
• Desirable verbal and written fluidity in the English language.

Context / Specific skills, knowledge and experience:
• Demonstrable experience of / in:
o Minimum 2 years in protection case management (preferably general protection, accepted from VBG or child protection)
o Work with a population with different types of vulnerability, victims of conflict, violence, among others.
o Case management with a differential approach sensitive to gender, childhood and ethnicity
o Community involvement and facilitation of participatory processes.
o Case management databases
o Writing of technical reports.
• Knowledge of data protection regulations and physical file management.
• Understanding the protection risks faced by people affected by displacement, refugees, and other vulnerable people; The experience of working with ethnic communities will be valued
• Well-developed organizational skills
• Demonstrable communication, interpersonal and representation skills
• Mastery in the management of relevant office tools for the management of the Protection against Violence competition.
• Previous experience on issues related to Protection against Violence in agencies of the United Nations system, the Red Cross movement or other international or national humanitarian organizations is positively valued.
• Availability to travel to states where NRC has a presence and spend the night on the ground.
