COOPI is looking for a Project Manager

Since 2019 COOPI establishes a presence in Venezuela to assist the local population after the worsening of the country’s socioeconomic crisis. Starting in July 2020, a regional crisis response program began, which was implemented in consortium with Venezuelan organizations for the protection of vulnerable groups. In these years COOPI has expanded its interventions and is currently executing projects with different donors in Caracas, Lara, Carabobo, Anzoátegui, Sucre and Delta Amacuro in protection (GBV, Child Protection, Trafficking and human trafficking), reproductive sexual health, WASH (water , sanitation and hygiene) and school feeding. COOPI is currently implementing projects financed by COOPI Suisse, ECHO, the EU, UN agencies.

Job description

Under the direct supervision of the Country Coordinator and in coordination with the Program Manager, the Project Manager will be responsible for guaranteeing the correct implementation of the project, as well as administrative, logistical and human resources management, respecting the commitments made with the beneficiaries and the project financier.

Areas of responsibility

Project management

  • Plan and monitor the development of the activities provided for in the contract in collaboration with the project team
  • Prepare the operational plan and project documentation in relation to possible modifications to the initial plan
  • Ensure that project monitoring systems are operational and effective in ensuring control of indicators and activities
  • Carry out regular monitoring of the correct implementation of all activities in the field, transmitting information periodically and as needed
  • Prepare all the technical and financial reports required and send them to the coordination for validation
  • Prepare a report to capitalize on the experience developed in the project
  • Guarantee good institutional relations with the beneficiaries, project partners, local authorities and donor
  • Directly represent or organize periodic COOPI representation in clusters and technical groups associated with the project
  • Ensure respect for COOPI and donor procedures in all activities and actions related to the project, whether operational, administrative, financial or logistical

Administrative / financial responsibilities

  • Plan the expenses to be incurred
  • Control consistency of expenditure over project budget
  • Regularly monitor expenditures and monitor accounting and management of cash fund and project account using COOPI management tools
  • Prepare the project procurement plan

Logistics / security responsibilities

  • Monitor and organize the correct preparation of the material resources necessary for the execution of the project
  • Ensure the correct management of the assets acquired for the project
  • Control effective compliance with security procedures by all project personnel
  • In collaboration with the Country Coordinator and the Logistics Coordinator, analyze the security situation in the project intervention area and decide on the actions to be taken if necessary with respect to the security plan

Human Resources

  • Organize the hiring of the project technical team in collaboration with the administration and the person in charge of human resources
  • Manage the personnel assigned to the project following the work plans of each collaborator
  • Correct any behavior that does not comply with COOPI regulations, policies and procedures
  • Organize / conduct weekly project team coordination meetings and share minutes with country coordinator
  • Conduct periodic staff evaluations and report them to the country coordinator

Other responsibilities

  • Strengthen the skills / training of local partners for project implementation
  • Guarantee the quality of activities through technical protection support (GbV);
  • External representation with other consortium members, associated clusters and technical groups, thematic working group meetings.

Communication

  • Support the production and dissemination of COOPI communication and visibility tools and products in Venezuela (bulletins, project sheets, brochures, success stories, photos / videos, etc.)
  • Collect data and information needed in collaboration with teams in the field to improve communication products

Desired profile

ESSENTIAL

  • Bachelor of Political Science, Development or Humanitarian Aid, or related fields
  • Field work experience in the field of development cooperation / 3-year humanitarian aid
  • Knowledge of the project cycle in the world of humanitarian aid and development cooperation
  • Ability to work as a team and in a multicultural environment
  • Excellent interpersonal and communication skills
  • Good command of common computer programs (Word, Excel, PowerPoint);
  • Excellent command of the written and spoken Spanish language, and knowledge of the English language
  • Excellent writing skills in Spanish
  • Sense of organization and teamwork, flexibility
  • Ability to work under pressure, autonomously and in an often uncomfortable environment
  • Respect for COOPI values / mission

Desirable

  • Previous experiences with procedures for managing institutional donor funds (USAID / BHA, ECHO, European Union, ECHO and the private sector
  • Experience in project identification and formulation, including instruments such as logical framework, theory of change, etc.
  • Knowledge of the English language will be highly valued
