COOPI Cooperazione Internazionale is an Italian secular and independent humanitarian organization that fights against all forms of poverty to improve the world. Founded in 1965, today COOPI is present in 33 countries in Africa, Latin America and the Caribbean and the Middle East, with both emergency and development projects carried out by expatriate personnel – an average of more than 270 people a year – and national personnel. The main institutional funders are the European Union – ECHO and INTPA – USAID, UN agencies, the Italian Government, local authorities and other European governments.

Description of COOPI in Venezuela

Since 2019 COOPI establishes a presence in Venezuela to assist the local population after the worsening of the country’s socioeconomic crisis. Starting in July 2020, a regional crisis response program begins, which is implemented in consortium with Venezuelan organizations for the protection of vulnerable groups. In these years COOPI has expanded its interventions and is currently executing projects with different donors in Caracas, Sucre, Delta Amacuro and Bolívar in protection (GBV, Child Protection, Trafficking and human trafficking), reproductive sexual health, WASH (water, sanitation and hygiene) and school feeding.

Objective / job description

COOPI plans to strengthen the project team by hiring Project Coordinator, to carry out the planning, management, implementation, supervision and accompaniment of local project partners called “ Community empowerment for the right to water in three communities in the state of Sucre, Venezuela.

Areas of responsibility

Implementation and project management:

  • Ensure the performance of activities and the fulfillment of project objectives, in accordance with the technical, qualitative and time standards set, in coordination with the COOPI team and with the implementing partners in the WASH and protection components;
  • Guarantee the operation of the project implemented in accordance with the practices and policies of the organization, ensuring that all the participating actors are informed and assume the role that corresponds to them;
  • Contribute to the technical training of the local partner, providing support where necessary and ensuring a proactive and constant flow of communication;
  • Prepare work plans, schedules, and activity reports for submission to country coordination, regional coordination, and donors;
  • Support, in coordination with the rest of the project team, in logistics tasks and in administrative supervision of activities.
  • Formulation of strategic plans in a participatory way with the communities and actors involved in the implementation of the project.

Monitoring, monitoring and accountability

  • Coordinate with the MEAL manager the monitoring of the activities and the systematization of the beneficiaries; ensure compliance with the expected results, identifying eventual gaps and proposing the necessary adjustments or modifications;
  • Physical-financial monitoring of the project guaranteeing its correct execution, with the preparation of periodic monitoring reports.
  • Contribute to the adaptation and implementation of project monitoring and accountability tools, facilitating their application in respect of the organization’s internal procedures;
  • Contribute to the production and dissemination of technical and informational, communication and accountability materials, including intermediate and final program reports;
  • Supervise the archive of the documentation related to the execution of the interventions including the means of verification generated ( lists of assistance, minutes, photos, documents prepared, among others ).

Complementary activities

  • Guarantee a gender approach as well as the inclusion of people with disabilities, ethnicity and older adults in the execution of the project;
  • Participate and collaborate in the selection, induction and coordination processes of the project team;
  • Coordinate with the competent local authorities, the communities involved and the other humanitarian actors involved in the area;
  • Represent COOPI with communities, local authorities and donors, in coordination meetings, visits and events, according to the context and needs of the intervention;
  • Contribute to the organization by participating in the identification of opportunities and in the elaboration of complementary proposals to the ongoing intervention;
  • Execute those tasks inherent to the position and that are requested by the country coordination, according to the context and needs of the intervention.

Requirements Needed

  • Professional studies (minimum degree, desirable postgraduate or master) in Engineering, architecture, environmental and / or related management;
  • Experience in project management (minimum 5 years) in development or humanitarian action with emphasis on WASH projects;
  • Experience in community work and with local partners;
  • Experience in design, implementation and monitoring of activities, with special emphasis on the sectors (water, sanitation and hygiene; equipment and energy; solid waste management, protection);
  • Ability to systematize processes and prepare documents and reports;
  • Ability to work autonomously (organization, work planning, analytical development, synthesis), as well as to coordinate multidisciplinary teams;
  • Ability to work in emergencies and under pressure, as well as in contexts with high complexities;
  • Attitude and spirit for teamwork, motivation, honesty, proactive and decisive attitude, common sense, discretion;
  • Respect for humanitarian principles: humanity, neutrality, impartiality,
  • Sensitivity to gender and diversity. Have experience and ability to live and work in diverse cultural contexts showing culturally appropriate attitudes.
  • Management of computer tools ( Microsoft Windows operating system ) and office automation ( Microsoft Office: Word, Excel, PowerPoint, Outlook );
  • Essential Spanish language;
  • Only for national candidates or with residence in the country.

Desirable Requirements

  • Previous experiences with procedures for managing institutional donor funds ( United Nations, ECHO, European Union and private sector agencies;
  • Knowledge of the English language;
  • Ability to work autonomously ( organization, work planning, analytical development, synthesis ) and in contexts with high complexities and under pressure ( meet limited dates );
  • Excellent teamwork capacity, face-to-face and remotely;
  • Leadership skills and team management;
  • Effective communication, creativity and proactivity;
