VENEZUELA BINATIONAL COMMUNICATIONS OFFICER – COLOMBIA At Handicap International – Humanity & Inclusion


Reporting to the Regional Communications Officer, the Binational Communication Officer (Ven-Col) will be responsible for designing, execute and monitor the communications strategy of the project “ Fostering Opportunities for the youth of Apure ” implemented by HI in Venezuela. To do this, it will carry out the design, planning and implementation of community communication strategies to disseminate key information and community activities through communication campaigns. Additionally, it will support the management and administration of HI social networks in Latin America, as well as create content that makes the actions of the two countries visible. The selected service provider must safeguard and keep confidential all the information to which it has access in the development of its contract,guaranteeing the data protection established by HI, the implementing partners and the donor (s) of the project. Likewise, it is committed to the obligatory fulfillment of the institutional policies of Safeguarding and Protection. Main responsibilities and tasks:

Mission 1: Operational implementation

Responsibility 1: Ensure the implementation of the projects under responsibility, in accordance with the project proposals and the assigned budgets

  • Support the implementation of the communication strategy of the aforementioned project “ Fostering Opportunities for young people in Apure ”.
  • Create communication campaigns aimed at project beneficiaries.
  • Support with content creation, adjustments and monitoring of communications strategy activities.
  • Send material such as photographs and information on project activities for the creation of communication pieces.
  • Support the technical inputs of the communications parts.
  • Carry out logistical support in monitoring visits and / or coordinate with partners, donors and entities, support for counterparts.
  • Support the preparation of periodic and conjunctural reports of execution required by the assigned projects.
  • Keep the corresponding information systems updated in the projects designated by the program and the supervision.
  • Request, collect, and review inputs delivered by the counterparts for the preparation of the reports.
  • Follow up at the operational and administrative level on the implementation of assigned project activities.
  • Monitor the objectives, goals and lines of action established jointly with partners and donors, according to needs and work schedules, and report any discrepancies to their supervisor.

Goal 2: Develop communication materials in a way that increases understanding of disability, visibility, and funding opportunities for HI.

• Support the project team for brand development and marketing plan according to donor requirements

• Support projects in the development of specific communication plans for the project.

• Develop and update HI brochures that effectively disseminate their work on mission and regionally.

• Support the development of sectoral communication materials.

• Be up-to-date on donor visibility and communication requirements and support project teams to develop communication materials proposed in the project, such as brochures, banners, information communication materials and education and behavior change (information sheets, project summaries), promotional materials, impact documents, case studies and good practices.

• Support the publication of a variety of communications and other documents, including materials for the website.

• Monitor the media on issues that interest and affect HI in the region and communicate relevant information to the team.

• Proactively develop materials for social networks (Facebook, Twitter, etc.)

• Work with HI LAC project teams and communication team to develop monthly newsletters that include case studies

Goal 2.1 Strengthen media participation in HI actions and effective management of HI social media

• Support the management and administration of HI LAC social networks.

• Strengthen the participation of the media, at the regional level (with the support of national associations and headquarters) to show the achievements of the organization.

• Capacity building of HI local partner staff on communication and social media guidelines, story documentation.

Objective 2.2 Develop communication guidelines and a communication plan

• Support for the revision of existing communication guidelines and continually update them

• Support the development of an annual communication plan and communication schedule for HI countries in collaboration with the LAC communications team.

• Train staff on communication guidelines.

• Support the project and logistics team to plan productions of HI communication and outreach materials and develop a consolidated plan at the organizational level.

• Monitor implementation progress, plan, and take initiatives to ensure that guidelines and plans are implemented accordingly.

2. Influence Responsibility

3.1: Contribute to the communication and fundraising efforts of the global HI network with contributions from the region

• Produce content for project visibility as part of the regional program, or specific content for fundraising ( raw information, articles, photos, movies ).

• Identify spokespersons, witnesses, emblematic participants in projects, for communication and advocacy actions.

• Support HI country teams with the organization and reception of private donors, foreign policy makers, VIP ambassadors and other visits for data collection purposes, communication or promotion.

• When appropriate, serve as a liaison with the media present in the region with the support of the LAC communications team.

• Inform key operational staff about HI LAC communication strategy and standards, and provide support as needed.

Mission 2. HI representation in forums and external media

• Participate in communication-related platforms, such as the Communication Working Group in the region and / or at the country level.

• Effective management of public events of the project ( for example, review and reflections, launch, etc.) – share events with internal HI networks like HInside and externally on Twitter and with donors.

• Establish a robust media network; coordinate visits by international media when such events arise and organize media-related events when necessary.

• Maintain general public relations and act as an information officer for HI.

Mission 3.Support to foster a learning environment

• Disseminate information and publications that have an impact on team learning

• Facilitate the regular organization of Learning and Sharing sessions for the region to discuss interesting topics for team members (#ExperiencesHI – Thursday to share our knowledge).

• Participate in knowledge dissemination events and share relevant information with the team.

Type of contract: Professional Fees – National Position Location: Based in Guasdualito (Apure State) between February and June with the possibility of travel in Venezuela and Colombia; and in Caracas between July and December.

Salary: According to the HI remuneration system
