The United Nations Development Program – UNDP works in more than 170 countries and territories, assisting in developing policies, leadership and partnership skills, institutional capacities and resilience building, fostering development. In Colombia, he works in 28 departments and 319 municipalities.

UNDP is part of the 26 United Nations Agencies, Funds and Programs in Colombia, contributing to the achievement of the United Nations Framework for Cooperation on Sustainable Development. The UNDP Country Program Document 2021-2024 seeks to support the efforts of the Colombian government for the transition towards peace and the consolidation of its position as a upper-middle-income country; with three work priorities: 1 ) Stabilization: “ Peace with Legality ”; 2 ) Migration as a development factor; and 3 ) Technical assistance as an accelerator of the achievement of the catalytic Sustainable Development Goals.

At the programmatic level, UNDP Colombia is organized into 2 Clusters and 5 Portfolios: The Inclusive Sustainable Development Cluster that groups the portfolios of Sustainable Development and Reduction of Poverty and Inequity and the Cluster of Peace Building and Inclusive Governance that brings together Portfolios of Democratic Governance, Peacebuilding and, Response to Crisis and Rule of Law.

UNDP together with the National Government managed before the Green Climate Fund the presentation and approval of the project “ Improving water management practices resilient to climate change for vulnerable communities of La Mojana ” which seeks to replicate several of the lessons learned from the adaptation measures to climate change implemented in the region, this time for the 11 municipalities of Mojana, also contemplating advancing in the actions of restoration of wetland ecosystems together with the Ministry of Environment and Sustainable Development as a responsible party.

The proposed interventions will affect an area of approximately 1,089,200 hectares in four departments ( Bolívar, Sucre, Córdoba and Antioquia ). Around 203,918 people will directly benefit from this intervention, which focuses on four products that aim to: 1 ) strengthen understanding and systematization of knowledge about the impacts to climate change for water management; 2 ) improve water supply infrastructure for improved drinking water supply in rural communities and for restored ecosystem services for water management; 3 ) early warning systems adapted to climate change; and 4 ) agroecosystems resilient to water to improve rural livelihoods.

Scope of Work

Within the delegated authority and under the supervision of the Project Manager, the Technical Associate in Meteorology will have the following functions.

Summary of key functions:

  •  Support the implementation and results-based monitoring of the field activities of the Mojana, Climate and Life program;
  •  Provide programmatic support to regional government counterparts and key stakeholders;
  •  Administrative support for the implementation of project activities;
  •  Support the effective mainstreaming of gender equality and community participation;
  •  Support the facilitation of knowledge exchange and communication.

one. Support the implementation and results-based monitoring of the field activities of the Mojana, Climate and Life program.

  •  Support the implementation of program activities in the field in accordance with UNDP guidelines and support the preparation of periodic technical reports on the implementation of program activities and regularly monitor activities, including through field visits.
  •  Help target actors understand the objectives of the program and effectively support them in management, implementation and monitoring of performance-based climate resilience activities and proposing improvements through work plans;
  •  Support preparation and participate and contribute to the annual report of program performance;
  •  Regular monitoring of the progress of objectives in the implementation of the program, in accordance with the design document and the applicable regulations and procedures.

2. Provide programmatic support to sub-national government counterparts and key stakeholders.

  •  Under the guidance of IDEAM, support actors to generate and interpret data and information related to weather and climate, as well as conducting local climate risk assessments and incorporating climate change into local public planning and budgeting systems;
  •  Under the guidance of the GCF Project manager, support capacity development ( “ learn by ” ) and the preparation of local government plans and development that foster inclusive and climate-resilient local economies and communities.

3 Administrative support for the execution of project activities

  •  Participate in the planning and organization of trainings/events that facilitate the broad representation and full participation of local stakeholders following UNDP rules and regulations and ensuring gender equality;
  •  Assist in the organization of field visits, missions, conferences and other logistical arrangements;
  •  Support coordination to collect and compile expense reports and other related documents, as necessary;
  •  Organize meetings and write routine correspondence, minutes, including preparing background materials for meetings and briefings;

4. Support effective mainstreaming of gender equality and community participation

  •  Support ensuring gender equality and community participation throughout the program cycle, particularly during the local adaptation planning process;
  •  Make sure that all data, when collecting and compiling program-related inputs, is disaggregated by gender.

5. Support facilitation of knowledge sharing and communication

  •  Support and facilitate the consultation and exchange of information, synergies, learning and knowledge at the local level, particularly in relation to partners and stakeholders involved with the expected results of the program, especially in the awareness and capacities to respond to adaptation to climate change are increasing at the local and regional level since adaptation to climate change is integrated into the plans and budgets of territorial entities, and interventions and investments to adapt to climate change are implemented in accordance with the program;
  •  Support the knowledge and communication efforts of the ( program, that is, program stories, news articles, photos, videos, presence on social networks, country website and web presence, as appropriate ) with the support and guidance of the leading communication expert of the program;
  •  Perform any other related tasks as required by the supervisor / administration or under the guidance of the Program Steering Committee and other key stakeholders

The Technical Assistant reports to the Project Manager.

Minimum Ratings of the Successful NPSA

Basic Educational Requirements

  •  It is required to have completed secondary education or
  •  A degree in meteorology, physics, chemistry, mathematics, agronomy, systems engineering, environmental engineering, giraffe engineering, civil engineering, agricultural engineering, and / or hydrometeorological engineering will be duly considered.

Minimum number of years of relevant work experience

  •  Minimum six years with secondary education or 3 years with a bachelor’s degree in experience in generating and interpreting data and information related to weather and climate.

Required Skills

  •  Practical experience with training activities and capacity development;
  •  Collaborative work approach and strong teamwork skills;
  •  Excellent oral and written skills; excellent writing, formulation and reporting skills;
  •  Accuracy and professionalism in the production and edition of documents;
