Mission :

Your main responsibility will be to provide technical support to the missions of the Middle East and Europe pool on the implementation and adaptation of the HR policy ACF and on HR development.
Specifically, you will have the missions of :
Provide technical advice on HR collective management topics to HR teams in the field (policies, executives, managers, etc, tools) and to bring up the HR information and indicators from the field to the headquarters.
Provide methodological support on individual HR management and make the link with the headquarters departments concerned : advice to HR managers in the field for the implementation of individual management processes and evaluation, support to missions for the formalization of recruitment requests, etc, instill a dynamic of individual management and career paths (outside the expatriate/national silo) and support the technical referents of the pool in their HR functions.
Provide methodological support on social, administrative and disciplinary management : ensure the follow-up of the deadlines of employment contract as well as the good understanding and application of the rules of management of expatriates.
Functionally manage HR RDDs and HR managers working in the field: participate in the recruitment of HR Department Managers (HRRDs), the preparation and follow-up of their individual action plans, the annual appraisal interviews and the development of their skills.
Participate in the proper identification and prevention of financial, legal and social risks: ensure that HR RDDs analyse local legislation, the social climate and the risks that result from it. You will also need to support them if necessary when managing conflicts, produce HR recommendations and provide support in case of lawsuits as well as ensure the follow-up of provisions for financial risks.
Develop the technical expertise of HR teams in the field by capitalizing on and sharing best practices developed by missions and by facilitating training sessions.
Capitalize, develop and model HR tools and working methods (HR kit) by participating in the definition of new procedures, new tools.

Profile :

You have a training in HR with at least 4 years experience as Head of Department /HR Coordinator in the field and in the international solidarity sector
Knowledge of the contexts in the Middle East and its specificities would be a plus
Ideally, you master the Homer software
You know how to make difficult decisions related to HR management and bring them to employees
You master French and English, both orally and in writing. Mastery of Arabic would be a plus
