Mission :

Under the supervision of the Regional Finance Manager – Middle East Pool, you will provide technical support in financial and accounting management to countries.

In this context, your missions will be:
Provide support to the Finance Departments of countries on the use of the/software(s)Support Finance Department Managers in the preparation of financial parts of donor reports and in the preparation of financial parts of project proposals by delegation of the RFR
Travel to the countries of the region to ensure its missions of support, advice and control
Participate in the development and animation of training sessions (Spec, Workshop..).
Ensure the quality of country budget managementControl and validate financial reports according to the delegation scheme
Analyze,control cash flow and requests for the transfer of funds to missions in accordance with the delegation scheme
Authorize, on the financial level, Headquarters and Field purchases according to the delegation scheme
Ensure the production of bank signature delegation
Ensure the proper allocation of funds (budgetary allocation in accordance with the contract, eligibility of expenditure and verification of imputations) according to the
delegation scheme
Guarantee the accounting compliance of countriesCheck data and draft corrections to be implemented in mission accounts (feedback), and contribute to the capitalization of errors and difficulties encountered
Contribute to the proper conduct of audits in relation to the other actors in the process
Monitor the implementation of the ACF procedures and make recommendations on corrective measures where appropriate.
Contribute to the action plans of its Region, Operations and the development of financial management frameworks and policiesActively participate in reflections and work on definitions and/or revisions of ACF frameworks
Alert and advise the Finance Department on any subject relating to management rules and frameworks
Coordinate with other CFRs and propose improvements

Profile:

You have an accounting training in Business School, a bachelor of economics/management or a BTS Accounting with 2 years of experience.
You are able to collect, interpret, sort, analyze and produce financial data syntheses, build and animate a training.
You know how to identify, analyze accounting and budgetary issues and formulate recommendations and/or alerts for resolution to the appropriate interlocutors.
You master the use of financial software (ideally SAGA and UBW).
You know how to show tact, flexibility and skill in relations with your· interlocutor, patience and understanding towards colleagues evolving in a crisis environment.
You are reactive· and able to quickly move from one activity and/or theme to another.
You are particularly rigorous and organized· in your work and you know how to manage priorities, meet deadlines and ensure regularity in the processing of files.
You master English, both orally and in writing. Knowledge of arabic, ukrainian or russian is a plus!

Employment conditions
Status : Integrated Framework – 6-month CSD until 31/03/2025 – Full-time
Location: Montreuil (Seine-Saint-Denis)
Remuneration: From 36K to 43Keuros gross annual over 13 months according to experience
Advantages: 21 days of RTT

No mandatory face-to-face on this position, outside of collective face-to-face times.
Collective attendance times imposed /also mandatory by the employer : for meetings and collective events (up to 3 days per month) and 2 days of mandatory presence during your integration into the team
