Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened : mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in about thirty countries.

As part of’a post opening, we are looking for a· Loaded· training – Seat.

Mission :

The Training Officer pilots the training systems in order to develop the skills and the’employability of the head office employees according to the guidelines of the training policy MSF France.

Main responsibilities :

Contribute to the definition of training policy (L&D) headquarters

Be responsible for the implementation of the skills development plan headquarters :

· 2 Participate in the construction of the skills development plan and the training budget

· (Plan the deployment of the skills development plan and implement individual and collective training actions: registration of trainees with organizations, provide the’ interface with employees, etc, relevant internal departments (including accounting) and bodies

· ERS Ensure administrative management : constitution of administrative files, follow-up of invoicing, entry of files in the HRIS

· Optimising the training budget : use of external financial instruments and support, monitoring of expenditure and budgetary commitments

· Ensure the steering of the skills development plan : progress of implementation, reporting, evaluations

· Ensure compliance with legal obligations in the field of training

· Prepare the elements for the meetings of the training committee and the mandatory consultations of the CSE

Manage partnerships with external training organizations (OFs) :

· Write a specification of training requirements and launch a call for’training offers, and,

· (Select a training provider and negotiate the’purchase of services,

· To hold a role of prospecting and’evaluation of the’external training offer, and,

· Build partnerships with OFs that propose a relevant response and meet the requirements of MSF (cf. specifications).

Provide advice and expertise to managers and employees :

· Acting in advice and support to managers and employees on all questions relating to vocational training

Manage l’alternance :

· To be the’interface between the’school, MSF, the’OPCO and the’alternating

· To be the’privileged interlocutor of alternates and of the Coordinator of alternates of Finance

· Adviser managers on recruitment,’accueil and management of’an alternating according to the policy alternating MSF

· Contractual, financial and administrative management of’alternance in collaboration with L’OPCO and the HR Administration department

Valuing the’training offer

· Propose and update communication tools and’information on the’training offer (guide/catalogue/mails/MyMSF, HRGO, etc.),

· Raise awareness and communicate on the priorities of the Training Service (training policy) through the tools put in place.

· Communication on’alternance devices

Maintain a watch :

· Keep informed of legislative and regulatory developments related to vocational training.

· To be a force of proposal on innovative pedagogical modalities

Possible activities of’emploi

· Contribute actively to cross-cutting projects.

Profile sought

Training/Experience : you hold a Bac +4/+5 level diploma in human resources management, you are, with specialization vocational training and have an experience of 3 to 5 years in a comparable position.

Skills

· Knowledge of the Talentsoft training module (Cegid) is essential

· 3 You master the HR management procedures of continuing vocational training.

· You have a pronounced ability with the office tools in particular d’Excel (dynamic cross-tables, formulas)

Aptitudes

Equipped with’an excellent relational and’a good listening ability, you have aptitudes for cooperation and sense of collective.

Responsive & solution oriented, you are organized, methodical, rigorous and have a sense of responsibility.

You are autonomous and proactive.

Languages : You speak and write French fluently and’anglais (minimum level B1).

Status : CDI full time. Assimilated position, based in Paris (Jaures 19th)

Teleworking possible according to the HR rules in force in the’organisation (maximum 2 days of teleworking/week)

Conditions :

43 572 € gross annual over 13 months.

22 RTT days per year. Complementary health care 100% supported by Doctors Without Borders.

Titles restaurants d’a face value of 11€ (60% support by Doctors Without Borders).

Support for 50% of the public transport ticket.
