Training and facilitating consultancy on women political empowerment At Arab Women Organization of Jordan


The Arab Women Organization of Jordan (AWO) is a non-governmental and non-profit human rights organization dedicated to considering women’s rights as human rights. Since its foundation in 1970, AWO has adopted a vision to strongly support gender equality and the empowerment of women and girls.

The Objective of the ToR: To define the role and responsibilities of the facilitator who will lead two activities under this project:

  1. Activity 1.1: “Women Lead”: Three Inspirational (3-Day) Workshop Series for Women Candidates

Under this activity, AWO seeks to identify and hire a qualified trainer who possesses expertise in political leadership competencies and campaigning skills of women parliamentary candidates, with a focus on gender-balanced leadership and active participation in the 2024 elections. The trainer will be responsible for developing and delivering a comprehensive training program for the women candidates.

  1. Activity 1.2: “Our Vote, Our Future”: 12 Local-Level Community Dialogues for Women’s Active Role in Voting

Under this activity, AWO seeks to identify and hire a qualified trainer who possesses expertise in leading the community dialogues on women’s active participation in voting. The trainer will be responsible for developing and delivering a comprehensive 1-hour session in 12 governorates for the women of the local communities.

Location of the Sessions: The dialogues will take place in all 12 governorates of Jordan

  1. Background and Context

The WPE project, led by AWO, is a groundbreaking initiative aimed at enhancing the role of women in Jordan’s political sphere. Through targeted training programs, advocacy campaigns, and the creation of collaborative networks, this project seeks to empower women, enabling them to actively participate in political processes and decision-making. By addressing systemic barriers and promoting gender-sensitive policies, AWO aims to build a more inclusive and equitable political environment.

At its core, the project focuses on mobilizing women across Jordan’s diverse communities, striving to strengthen their voices and ensure their representation in political arenas. By collaborating with governmental entities, local and international NGOs, and media partners, AWO facilitates a platform for dialogue, exchange, and action. This collective effort not only supports women’s political engagement but also contributes to the broader goals of democracy, social justice, and human rights.

Furthermore, the initiative pays special attention to the inclusion of marginalized groups, such as people with disabilities, ensuring that the political empowerment process is accessible to all. Through advocacy for policy reforms and the implementation of accessible practices, the project advocates for a society where everyone, regardless of gender or disability, can contribute to and benefit from the political system.   1. “Women Lead” Workshops Focus

In August, AWO will conduct three 3-day “Women Lead” workshops, utilizing interactive methodologies, including role-playing and case studies to deliver these workshops covering the following topics:

  • Jordanian political reforms for 2024
  • Political leadership skills
  • Effective campaigning techniques and strategies
  • Public speaking,
  • Policy analysis
  1. “Our Voice, Our Future” Sessions Focus

In August, AWO will conduct 12 1-hour “Our Vote, Our Future” community dialogue sessions, utilizing interactive methodologies. These sessions will equip women with valuable insights into the electoral process and the political-legal framework and their vital role within it. These dialogues are aimed at inspiring women to actively and confidently participate in the voting process, highlighting how each woman’s vote can significantly impact community and national politics.

  1. The Objectives of The Inspirational Workshops:
  • To improve the political competencies and campaigning skills of women parliamentary candidates.
  • To raise awareness about the importance of women’s participation in the electoral process and the political-legal framework.
  1. The Objectives of The Community Dialogue Sessions:
  • Raise awareness among women about the importance of their participation in the voting process.
  • Educate women on the electoral process and political-legal framework in Jordan.
  • Encourage women to confidently exercise their voting rights and recognize the impact of their vote on community and national politics.
  • Promote gender-balanced political engagement and representation through active participation in the 2024 elections.
  • Address barriers and challenges faced by women in the political sphere, fostering an inclusive and equitable political environment.
  1. Scope of Work of The Inspirational Workshops:
  • Develop a detailed training curriculum tailored to the needs of women candidates, aligning with the objectives of the Jordanian Political Reforms.
  • Deliver interactive and engaging training sessions, including workshops, seminars, and group discussions.
  • Provide expert guidance and insights on effective campaigning techniques and strategies.
  • Facilitate knowledge exchange and best practice sharing among participants.
  • Assess the training outcomes and provide a comprehensive report with recommendations for future training and capacity-building initiatives.
  1. Scope of Work of The Community Dialogue Sessions:
  • Design and develop a comprehensive 1-hour training curriculum tailored to the needs of women in local communities across Jordan.
  • Create interactive and engaging training materials, including presentations, handouts, and other resources that can be easily understood and utilized by the participants.
  • Ensure the training content aligns with the objectives of the WPE project and the specific needs of each governorate.
  • Conduct 12 community dialogue sessions, each lasting 1 hour, across the 12 governorates of Jordan.
  • Foster an inclusive and supportive environment that encourages active participation and open dialogue among all attendees.
  • Encourage knowledge sharing and best practice exchange among participants, promoting mutual learning and collaboration.
  • Address questions and concerns raised by participants, providing expert guidance and insights on the electoral process and political engagement.
  • Implement pre- and post-session assessments to evaluate participants’ understanding and the effectiveness of the training.
  • Collect feedback from participants to identify strengths and areas for improvement in the training sessions.
  • Use the feedback to refine and enhance future training sessions, ensuring continuous improvement and relevance.
  • Assess the session outcomes and provide a comprehensive report of the 12 sessions with recommendations for future training and capacity-building initiatives.

  • A post-ssession evaluation report that assesses the effectiveness of the training and provides recommendations for continuous learning and application.
  1. Qualifications and Experience

The trainer should have the following qualifications and experience:

  • Proven expertise in political empowerment and participation, campaigning skills and techniques, political reforms, and policy analysis.
  • Experience in conducting training, workshops, and community dialogues for parliamentarian candidates and local communities or similar groups.
  • Familiarity with the socio-political context of Jordan.
  • Excellent communication and facilitation skills.
  • Ability to develop materials and curricula.
  1. Evaluation and Selection Criteria for Trainer:

The trainer will be selected based on a comprehensive set of criteria that ensure the effectiveness and relevance of the training program. These criteria include:

  • Relevant Expertise and Experience: Demonstrated experience in conducting community dialogues and workshops for local communities or similar groups, preferably within Jordan or similar socio-political contexts.
  • Training Skills and Methodologies: Ability to create comprehensive and easy-to-understand training materials and curricula tailored to the needs of women in local communities.
  • Communication and Facilitation Skills: Excellent communication and facilitation skills, with the ability to engage participants from diverse backgrounds and foster an inclusive and supportive environment.
  • Understanding of Local Context: Strong familiarity with the socio-political context of Jordan, including the specific challenges and opportunities related to women’s political participation. Sensitivity to cultural, social, and political dynamics, ensuring the training content is relevant and respectful of local norms and values.
  • Tailored Training Materials: Proven ability to develop customized training materials and curricula that align with the specific needs of women parliamentary candidates and the objectives of the Jordanian political reforms.
  • Evaluation and Reporting Skills: Ability to implement effective pre- and post-session assessments to evaluate participants’ understanding and the training’s effectiveness; Competence in collecting and analyzing feedback, identifying strengths and areas for improvement, and incorporating this feedback into future training sessions; Capability to produce detailed and comprehensive reports summarizing the key activities, outcomes, and recommendations for future initiatives.
  • Commitment to Project Goals: Alignment with AWO’s vision and mission, demonstrating a commitment to promoting gender equality, social justice, and inclusive democracy.
  • Logistical and Time Management Skills: Proven ability to manage time effectively, ensuring all 12 sessions are conducted within the specified timeline; Organizational skills to coordinate with AWO project staff and other stakeholders, facilitating smooth execution of the training sessions across the 12 governorates.
