TERMS OF REFERENCE (TORS) FOR A PROCUREMENT MANUAL REVIEW CONSULTANT UNDER THE GLOBAL OPERATIONS UNIT.

1.Background
The Center for Reproductive Rights (the Center) is the global leader in using the power of law to advance reproductive rights as fundamental human rights. 2. Objective of the Assignment
The overall objective of the Consultancy exercise will be an in-depth review of the procurement manual including the roles of different players in the process, the workflow and the templates used for procurement actions with a view to comply with best practice and simplify the process and templates.
The consultant will consider the center’s values, global context and culture in reviewing the manual. They will be expected to understand the historical context that has led to the development of the manual as well as the changes taking place in the organization.
The objective of the assignment is to:
▪Review the procurement manual in its entirety (including the SharePoint page)
▪Review using a center’s values and culture perspective.
▪Identify gaps, risks and areas that do not meet best practice.
▪Review the current organization structure supporting procurement and assess its suitability in the administration of procurement at the center as well as in meeting best practice..
▪Identify next steps and develop guide not limited to

  • Pre-qualification of vendor’s exercise
  • Vendor performance register
  • A map to automation

▪To enable the center to work leaner, smarter, and more collaboratively, to drive seamless automation and data-driven decision making.

3. Scope of Service
To review the procurement manual, the roles of various actors and identify:
1.Gaps/risks/noncompliance with best practice in the manual
2.Improvements and recommendations
3.Identifying optimal delivery from the manual, efficiency, rationalization, compliance and best practice application.
4. Next steps in the evolution of the procurement manual (including but not limited to)

a. Pre-qualification of vendor’s exercise.
b. Vendor performance list.
c. Map to automation.
d. Organization model supporting procurement.

The Consultant is expected to design this process and assign time frames.

Staff members from the following depts/divisions
1. Global Operations
2. Technology
3. OGC/Compliance
4. Finance/Accounting
5. PMD

5. Deliverables
▪ A review report on the findings, gaps, recommendations and proposed next steps.
▪ A vendor pre-qualification exercise guide
▪ A map to automation
▪ Meetings (in person and/or online) to brief the Global Operations team and discuss the report.
Reports to: Associate Director Global Operations

6. Expected outcomes.
▪ An improved procurement manual that is easily understood, creates efficiency, and embraces best practice to support the center’s work, strategy and values.
▪ A well-understood workflow (if possible, a summarized SOP) and templates that support procurement actions.
▪ An action plan for the next phase of the procurement manual including automation. The consultant will support GO to come up with an action plan through which they will utilize the insights from the review to address the identified issues.

7. The Consultant should possess the following knowledge and skills:
▪ A relevant degree. An advantage will be specialization in procurement.
▪ Proven track record of extensive consultancy experience in procurement
▪ Over 10 years’ experience in supporting teams in development and review and improvement of procurement systems, processes and templates.
▪ Demonstrated knowledge of the operations of international organizations;
▪ Excellent analytical, writing, and communication skills; and
▪ Full computer literacy and fluency in English – both written and spoken – are essential.

a) Technical Proposal
▪ Specific Consultant experience relevant to the assignment: Please provide details of similar projects undertaken.
▪ Technical capacity of the consultants in terms of their qualifications and competencies for the assignment. Please attach detailed C.Vs.
▪ Clear understanding of the assignment/interpretation of the TORs.
▪ Work plan indicating the maximum time/duration required for the assignment.
▪ Location: Global Remote
▪ Language: English

b) Financial Proposal
▪ Clear breakdown of the financial proposal including all the chargeable taxes.
▪Terms of payment
▪Total quote for the assignment: detailed budget and expected daily rate. NB: you do not need to include travel costs in your budget, only cost related to your time and work.

c) Duration
This is a 15-day assignment.
– Briefing meeting with GO and procurement manual/templates review – 4 days,
– Interviews – 4 days
– Report and guides developed – 4 days.
– Initial meeting to brief team – 1 day
– Final report to incorporate discussion with GO team – 1 day.
– Presentation of final report – 1 day
Start date: Immediately.
End date: January 15th, 2024

d) Submission of proposal to offer services
▪ The Consultants detailed profile and project bid (technical and financial proposal)
▪ A minimum of three organizations where a similar service is being/has been offered.
▪ Full contact details of at least two references from recent clients.
▪ One sample of past work that is similar in nature to this requested assignment.

e) Proposal Submission

f) Terms of the contract
The consultant will work with the Center for Reproductive Rights Global Operations team.
