Organizational framework

Honduras is one of the most disaster-prone countries in the world and one of the most affected by extreme weather events such as floods, hurricanes, and droughts. These recurring shocks are becoming more intense. According to official estimates, more than 59 percent of the population lives in poverty and more than 32 percent in extreme poverty, mostly women. The pandemic and the impacts of climatic phenomena caused the largest drop in the Gross Domestic Product in the last 20 years ( nine percent at the end of 2020 ). Forecasts for the first planting cycle of 2022 were favorable, however planting was limited due to the high cost of agricultural inputs. Fertilizer prices increased by more than 100%, which,added to the recurrence of crop losses and the lack of financing, it caused a reduction in cultivation areas. For the 2022 last cycle, heavy rains have impacted the country since August, causing serious consequences and affecting the population, mainly in the western part of northern Honduras ( Atlántida, Choluteca, Colón, Cortés, Valle, Gracias a Dios and Santa Bárbara ). Excessive rains continued in September, prompting the government to declare a state of national emergency due to floods and landslides. A few weeks later, the rains associated with Hurricane Ian continued to worsen the situation, leaving areas of the country completely flooded and inaccessible. According to preliminary data prepared by the Honduran Council of Private Enterprise ( COHEP ),the Association of Municipalities of Honduras ( AMHON ), the National Federation of Farmers and Ranchers of Honduras ( FENAGH ), the National Agri-Food Development Program ( PRONAGRO ) and the Frijol Chain Committee, it is estimated that the agricultural and livestock sectors have been affected by 65% of the municipalities of 17 department.

The implementation of the SFERA CRIA project ( OSRO / HON / 054 / NOR ) will be carried out under the general supervision of the FAO Representative in Honduras, the Assistant Representative of Programs and the technical supervision of the Coordination of Emergency Projects and Supervisor of Agricultural Production Systems.

Field of specialization

  •  Lead the agricultural technical execution process in the project location area with the purpose of achieving the established results and products.
  •  Support the Representation in coordinating the activities of FAO Honduras projects.
  •  Coordinate with the team of the implementing partner in the field in the complementarity of indicators of the SFERA CRIA project.

Tasks and responsibilities

  •  Prepare a detailed work plan that covers the total of its assignment with goals and dates defined for the fulfillment of this, which must be aligned with the Annual Operating Plan ( POA ) of the project.
  •  Support in the process of establishing and raising the initial baseline, validation and start line of the project.
  •  Accompany in the elaboration of the curricular training plan and elaboration of methodological scripts of the training content, together with implementing partners.
  •  In coordination and complementarity with the implementing partner, training will be developed for local and community actors and direct beneficiaries on sustainable agriculture issues a ) Management of basic grains; corn, beans, integral family gardens, sustainable management of livestock farms, sustainable production of aquaculture systems, climate change, among others.
  •  Accompany community participation actions developed in capacity building processes.
  •  Support the preparation and dissemination of the agricultural calendar, with the use of good soil and water conservation practices under the approach of anticipatory actions in targeted municipalities with community leaders.
  •  Promote and implement good agricultural practices through participatory methodologies of agroecological sustainability approach and anticipatory actions necessary to protect livelihoods.
  •  Monitoring and support in the implementation of the plan, the progress and impact of the FFS, as well as the lessons learned.
  •  Verify, accompany and follow up on the delivery of the different packages of productive inputs for the reactivation of livelihoods in the agricultural, livestock and aquaculture sector, productive assets delivered by the project. Evidence collection: List of delivery records, memory aids, reports, photographs, videos, warehouse inventories, etc.
  •  Monitoring and follow-up on the adoption of good practices promoted through basic grain plots, livestock and agricultural farms, family orchards, and aquaculture established during the project.
  •  Generate follow-up reports on the installation, planting and harvesting of the technologies and productive inputs delivered within the framework of the project.
  •  Generate and identify inputs for the communication area that are required to make visible the actions of the project by FAO and the donor.
  •  The others that are assigned by the contract supervisor inherent to the development of the contractual objective
  •  Execute designated activities in the FAO Country Office within the scope of the project.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with a university degree in agricultural sciences or related careers at a medium or higher level.
  •  Minimum experience of 3 years in agricultural extension processes and agricultural production
  •  Honduran nationality
  •  Working knowledge of Spanish

Technical / functional skills

  •  Management of digital platforms for virtual communication and online training are necessary.
  •  Experience in the installation, planting and harvesting of technologies and productive inputs in the agricultural sector.
  •  Field work experience, management of extension methodologies such as field schools, integrated farms, demonstration plots and exchange between producers with organized groups
  •  Work experience developing training aimed at local and community actors and direct beneficiaries on the topics of sustainable agriculture, sustainable management of livestock farms, sustainable production of aquaculture systems, climate change, among others
  •  Work experience focused on achieving results.
  •  Spirit of cooperation, flexibility and openness to work with multidisciplinary teams is highly desirable. Courtesy and a high level of trustworthiness are essential personal attributes.
  •  Experience in capacity building in good agricultural, livestock and aquaculture practices with a gender approach.
  •  Leadership, initiative, creativity, responsibility, ability to work in a team and flexibility.
