Technical Senior Officer At Hope Revival Organization


Summary:

The Technical Senior Officer plays a pivotal role in shaping and overseeing MHPSS
and Protection (GP, Child Protection and GBV) initiatives for Hope Revival
Organization. This role involves the development and implementation of policies,
procedures, and training programs, ensuring the quality and effectiveness of
Protection programs. The incumbent will provide technical supervision and
contribute to capacity-building initiatives. Additionally, the Technical senior Officer
will actively engage in monitoring and evaluation, reporting, and representation
activities, fostering collaboration with internal teams and external stakeholder.

Key Responsibilities:

1- Technical Support (MHPSS and Protection)
• Provide technical support for MHPSS and protection across all stages of the project cycle, encompassing needs assessment, technical strategy
development, implementation, monitoring, and evaluation.
• In coordination with technical coordinator, reviewing curriculum, materials, and training programs for Psychosocial Support (PSS), and Protection
initiatives.
• Collaborate with Monitoring, Evaluation, Accountability, and Learning
(MEAL) teams to review M&E systems, develop tools and methodologies, and analyze program data and impacts.
• Assist in the development of Information, Education, and Communication (IEC) materials for protection activities to enhance awareness of services.
• Contribute to self-care and staff care practices and interventions for HRO staff and partners as approved by HRO management.
• With the support of the technical coordinator, lead and manage the overall implementation of MHPSS and protection activities in NWS, ensuring that activities/services are delivered on time, on budget, and in compliance with donor regulations.
• In consultation with the technical coordinator, support to adapt or adjust project design and implementation in response to emergencies or context changes
2- Supervision
• Provide technical supervision to the field Protection technical teams at field levels, sharing findings with the line manager and technical coordinator
through regular reporting.
• Ensure adherence to HRO and donor policies and recommendations regarding protection practices and activities.
• Develop capacity assessment reports for HRO sub-grantees or partners, outlining plans for improvement and technical support.
3- Training and Capacity Building
• Providing training and support to field staff to equip them with knowledge and skills on MHPSS and protection standards and guidance to ensure high- quality programming.
• In consultation with the technical coordinator, identify and propose training for field staff related to MHPSS and protection topics and best practices.
• In consultation with the technical coordinator, attend internal and external training on MHPSS and protection and related topics to enhance knowledge of different thematic areas and programming approaches.
4- MHPSS and Protection Activities Follow-Ups
• In coordination with technical coordinator, ensure that MHPSS and
protection activities meet established standards and align with project objectives and outcomes.
• Report regularly on cross-cutting issues and ensure programming aligns with protection objectives.
• Contribute to the update of referral pathways and service mapping for protection services.
5- Protection Analysis and Reduction of Risk Factors
• In coordination with technical coordinator, Collaborate with Protection field staff to identify potential risk factors and coordinate efforts to reduce
and/or eliminate those factors.
• In coordination with technical coordinator, raise awareness of identified risks and concerns, promoting best practices for mitigation.
6- Reporting
• Review periodic reports to ensure effective and timely implementation of protection activities.
• Assess M&E reports, need assessments, FGDs, etc., and incorporate findings into reports, new proposals, and concept notes.
• Utilize lessons learned, best practices, and success stories to enhance work strategy and contribute to requested research and studies.
• Regularly submit ordinary (weekly reports) and extraordinary reports for events, missions, or non-periodic meetings to the line manager.
7- Representation and Coordination
• Represent HRO in routine donor monitoring, spot-checks, or auditing meetings.
• Contribute to the development of Advocacy and Media Messages in coordination with HRO’s Media Department, relevant clusters, working groups, donors, or news agencies.
• Ensure internal coordination among HRO departments for effective information sharing and responsibilities.
• In coordination with the technical coordinator, Represent HRO in relevant MHPSS and protection/child protection coordination forums (CP AoR, GBV AoR,). Provide feedback/updates of those meetings to the technical
coordinator.
In coordination with the technical coordinator, Participate in internal meetings and coordinate with other program/ sector teams.

  1. Other Duties
    • Undertake any other relevant duties as requested by the line manager.

Qualifications and Work Experience:
Bachelor’s degree in psychology, with a proven track record of experience in Protection and MHPSS within humanitarian settings.

  • At least 3 years of on-the-job training and supervisory experience in a similar position.
  • Advanced knowledge of MHPSS and Protection principles, policies, and best practices.
  • Proven experience in developing organizational policies, standard operating procedures (SOPs), and training materials.
  • Demonstrated ability to analyze diverse information and formulate recommendations for an appropriate response.
  • Excellent communication and influencing skills, coupled with experience in advocacy efforts.
  • Mandatory fluency in both Arabic and English, both orally and in writing; proficiency in Turkish is considered an asset.

Professional Experience and Skills:

  • Proficient in Microsoft Office applications (Word, Excel, Outlook).
  • Exhibits personal qualities such as diplomacy, patient confidentiality,multicultural flexibility, stress management, and a strong sense of integrity.
  • Possesses receptiveness, sensitivity, and excellent listening skills, fostering effective interpersonal relationships.
  • Outstanding communication and presentation skills, with the ability to articulate ideas clearly and concisely in public, demonstrating a nuanced understanding of the issues at stake.
  • Strong planning and organizational skills, with the ability to make proactive suggestions for improvement.
  • Demonstrates the capacity to manage priorities, take initiative, and work autonomously without constant supervision.
  • Ability to thrive under pressure and navigate stressful situations effectively.
  • Previous experience in using GBVIMS primero platform.
  • Proficient in CVA programing.
