The starting salary package is £84,156 GBP per annum / approx. $106,400 USD including all allowances.

About MAG:

MAG (Mines Advisory Group) is an international humanitarian organisation based in Manchester, UK, and working in 32 countries. We remove landmines and unexploded ordnance to release safe and productive land for communities, and work to reduce the threat of armed violence by supporting governments to safely manage weapons and ammunition. In 1997, MAG was a co-recipient of the Nobel Peace Prize for our work campaigning for the Anti-Personnel Mine Ban Convention.

About the Azerbaijan programme:

In December 2021, MAG established a programme in Azerbaijan funded by the US State Department’s Office for Weapons Removal and Abatement (WRA) and the Canadian government’s Peace and Stabilisation Operations Program. The widespread use of landmines and UXO during conflicts between Azerbaijan and Armenia has created a renewed and urgent need to improve the country’s humanitarian mine action response.

Now funded by the US Dept of State and the EU, the current projects involve MAG working to improve our national partner NGO’s ability to deliver high-quality humanitarian mine action activities to address new and legacy contamination, and in turn make affected regions safer for vulnerable communities and internally displaced people.

MAG Azerbaijan has an office in Baku and an operations base in Tartar, in the Karabakh region. The Technical Operations Manager will spend approximately 60% of their time in Tartar.

About the role:

This role is a great opportunity to take a leading role in MAG’s life-saving work. As MAG’s Technical Operations Manager for Azerbaijan, you will manage and develop technical training packages and deliver these to the highest standards.

Working closely with and reporting to the Country Director, you will manage all relations with the National Mine Action Authority (NMAA), national NGOs, and other stakeholders. Stakeholder management is a key component of the position. All entities mentioned, are targeted for capacity building activities. This will require diplomacy, intercultural communication skills and building ownership of new processes and ways of working.

You will develop standards for the national partners in all matters relating to field operations, equipment, and demining staff competencies. You will also provide leadership, management and mentoring for all types of training, Monitoring and Evaluation and manage the quality management process regulating all aspects of mine clearance activities across sites in accordance with MAG and ANMAR Standard Operating procedures and international and national standards.

About you:

In addition to a recognisable EOD qualification and extensive experience of planning and implementing clearance operations, you will have excellent people and project management skills with the ability to coordinate, design, manage and report on activities simultaneously. You will have to be able to demonstrate excellent operational planning skills and mentoring/ capacity development capabilities together with the National NGO. You will also be experienced in managing and conducting formal or informal training.

You will have excellent representation and negotiation skills and the ability to build capacity of national teams, and to establish and maintain productive partnerships with donors and partners. Previous experience of working in a senior technical position within a similar organisation is essential. This is a demanding yet highly rewarding position that will be suited to a highly motivated, solution-focused and flexible manager. A patient, tactful and diplomatic approach will be required in the challenging environments MAG works in.
