How will you fight for an AIDS-free generation?

We are seeking a Technical Officer to support procurement and supply chain management (PSM) within EGPAF. The Technical Officer will work with the Sr. Procurement & Supply Chain Manager by providing PSM support under the USAID- funded Supporting, Mobilizing, and Accelerating Research for Tuberculosis Elimination (SMART4TB) consortium. The SMART4TB Consortium, consisting of Johns Hopkins University (JHU) and its partners the University of California, San Francisco (UCSF), KNCV Tuberculosis Foundation (KNCV), the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), the Treatment Action Group (TAG), and regional collaboratives strategically based at research institutions in high-burden countries, brings together researchers in TB tools development, implementation science, capacity strengthening, civil society engagement, and policy guidance. The individual will support with management of TB medications and other supplies needed for the conduct of clinical trials in select countries mainly in Africa, Asia and/or South America. The Technical Officer will be responsible for coordinating activities of procurement to ensure successful delivery of procured goods and services under the SMART4TB consortium.

No two days are alike at EGPAF, but what can you expect in this role?

  • Process procurement requests in accordance with the Foundation’s procurement policy and procedures.
  • Create purchase orders in the EGPAF Global Procurement System by ensuring accuracy and completeness.
  • Follow up to ensure timely approval of purchase orders.
  • Maintain a filing system for all procurement documents.
  • Assist with drafting of standard operating procedures relating to SMART4TB drug management process and similar projects in the future.
  • Coordinate with contracted procurement agent for timely provision of shipping documents and shipping of orders.
  • Review shipping documents for accuracy and completeness as per the purchase orders.
  • Coordinate with study teams in project countries to ensure all import approvals are in place before shipping and to ensure timely custom clearance of shipments
  • Follow up with study teams in project countries to confirm receipt of shipments and provision of inspection reports.
  • Ensure coordination of the invoice management process with the Finance department including review and submission of procurement invoices for payment and reconciliation of invoices to resolve any discrepancies.
  • Ensure accurate filing of shipping documents.
  • Assist with the collating and consolidation of shipment status data, PSM performance data, and monthly stock status and consumption data.
  • Assist with setting up meetings between the various stakeholders on matters related to PSM, take minutes and follow up on action items.
  • Assist with the development of stock monitoring tools and dashboards.
  • Perform other duties as assigned.

To be successful, you will have:

  • At least 4 years’ relevant experience, ideally in procurement and supply chain management of pharmaceuticals.
  • Bachelor’s degree in related field.
  • Familiarity with or interest in public health, international relations, international development, or related field.
  • Advanced skills in Microsoft Word, Excel, PowerPoint, etc.
  • Fluency in reading, writing and speaking English.
  • Strong time-management capabilities, ability to multi-task, prioritize and handle competing deadlines.
  • Excellent attention to detail and organizational skills.

Bonus points if you have:

  • Fluency in reading, writing and speaking French.
  • Experience with Enterprise Resource Planning (ERP) systems.
  • Experience in procurement and contract management in an international organization.
