Technical Director, Flagship Mental Health Activity – Ukraine At Project HOPE

POSITION SUMMARY:

Project HOPE seeks a Technical Director to provide technical leadership and oversight for an upcoming USAID Flagship Mental Health Activity. This five-year, roughly $50-$100 million activity intends to support the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery.

The Technical Director will be responsible for development, calibration, implementation, and monitoring of various approaches and tasks under the Activity. They will manage overall Activity coordination among different stakeholders, provide guidance and content for capacity building of healthcare workers, and devise structures for community involvement. The Technical Director will spearhead campaigns to minimize stigma against individuals living with mental health needs. The Technical Director supports the Deputy Chief of Party and carries out any other tasks assigned by the DCOP to ensure proper management of the activity. They will be responsible for operationalizing all aspects of the implementation of technical activities while keeping track and responding to the changing security environment. The Technical Director must ensure that implementation is in accordance with USG regulations and procedures and the specifications determined in the Cooperative Agreement.

This position will be based in Ukraine. Ukraine nationals are strongly encouraged to apply. The Flagship Mental Health Activity is anticipated to begin in November 2024.

This position is contingent upon award.

PRINICIPAL RESPONSIBILITIES:

  • Provide overall technical guidance on MHPSS and mental health interventions and approaches under the Activity;
  • Manage the mapping, assessment, and preparatory efforts for community-based activities and develop approaches for reaching individuals typically excluded from MHPSS/mental health services;
  • Analyze MHPSS sector developments in Ukraine and develop and maintain relationships with major stakeholders, institutions, and Ukrainian/international organizations working in the sector;
  • Lead the development of protocols for continuity of care for patients transitioning from institutional to community-based care;
  • Design and monitor activities in line with the Operational Roadmap for MHPSS Services;
  • Introduce and monitor new and innovative approaches to delivery of MHPSS services and mental healthcare in the Ukranian context;
  • Guide the development of MHPSS training materials for healthcare professionals;
  • Provide expert advice in the transition of mental health system from institutionalized to community-based/outpatient care to preserve or enhance quality of services;
  • Recommend programmatic entry points to leverage past USG investments in mental health;
  • Collaborate with the MEARL Director to guarantee fidelity of Activity metrics, compile best practices, and author presentations and articles on Activity accomplishments.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Master’s degree or higher (MD, PhD) in psychology, clinical social work, public health, or other mental health fields.
  • At least 10 years MHPSS Programming experience in international settings (preferably in Eastern Europe), including providing MHPSS to healthcare workers.
  • Experience providing technical supervision to psychologists in similar contexts.
  • Background in designing and delivering capacity-building activities, with remote capacity building and/or in conflict areas an advantage.
  • Previous experience working on USG programs or other donor funded programs.
  • Eligibility to play managerial and support roles in fast-paced, dynamic environment.
  • Proven ability to work collaboratively with government, donors, the private sector, and community organizations.
  • Excellent interpersonal, writing, and oral presentation skills.
  • Fluency of English in reading/writing/speaking is required and additional fluency in Ukranian.
