Technical Advisor, CRG Investment Support – EECA Region – GL D – 3 years Defined Duration – Russian Speaking

The Technical Advisor, CRG Regional Investment Support (Region), provides thought leadership and strategic guidance to Grant Management Division and regional portfolios for delivery on performance targets through addressing bottlenecks related to CRG and supporting effective implementation of related programs. The CRG Regional Technical Advisor, under the oversight of the Senior Technical Coordinator, CRG Investment Support, is the focal point for CRG investment support in their assigned region and serves as thought partner and advisor to the Department Head in developing regional strategies and problem-solving to deliver on targeted priority health outcomes in the respective portfolios. Under the leadership of the Senior Technical Coordinator, CRG Investment Support, they work with the CRG specialist(s) in the Grant Management Division to identify good practices. They work directly with Country Teams in the Grant Management Division providing and assisting with cross-cutting Community, Human Rights, Gender, and Equity-related technical expertise across the grant life cycle, contributing to progress under KPIs in areas relevant to CRG. They collaborate with advisors across SIID working in the respective portfolios to ensure alignment and complementarity of technical guidance to Grant Management Division. They will represent the Global Fund in regional fora, liaising closely with key partners to maximize the Global Fund’s contribution to the fight against the three diseases and towards strengthening resilience and sustainable systems for health, working closely with the Department Head and Country Teams on strengthening technical partnerships at regional and country level, including around technical assistance provision to support Global Fund funding request development, grant-making and grant implementation in CRG related areas.

Key Responsibilities

Perform the following duties under the prioritization, supervision, and direction of the Senior Technical Coordinator, CRG Investment Support:

  •  Investment Support: Work closely with the Grant Management Division (GMD), acting as the Focal Point for a specific GMD region to support identification of, and respond to cross-cutting Community, Human Rights, Gender, and Equity-related needs and programming of new funding to achieve maximum impact and optimal alignment of Global Fund-financed programs with the organization’s strategic objectives and global disease targets. This includes working to support countries to meet KPI targets and respond to IRM2.0. through country-specific workplans
  •  Contribute to the design and implementation of catalytic funding in the areas under the leadership of CRG.
  •  Support diverse and inclusive community engagement across the three diseases
  •  Informed by normative guidance and implementation tools, detailed analyses, expert advice from civil society and community organizations, including networks of key populations, and bilateral and multilateral partners, identify opportunities for reprogramming of existing HIV, TB and malaria grants, and for programming of new related funding for maximum impact
  •  Work with the CRG specialist(s) in the Grant Management Division to identify, analyze and disseminate good practices in the area pertaining to community responses and systems, human rights, gender and health equity in their respective portfolios
  •  Liaise with CRG Thematic Technical Advisors for in-depth expertise to support investments, on an as needed basis
  •  Regularly analyze the regional geo-political context and proactively engage with the Department Head and Country Teams to mainstream security-related considerations into the planning and implementation of programs for key populations
  •  Partnership: In collaboration with Department Head and Country Teams, build and manage regional partnership to drive alignment around Global Fund priorities, mobilize technical assistance for country implementation, support engagement between critical partners and stakeholders in the region, and facilitate learning and regional knowledge sharing
  •  Capacity building: Contribute to the development, evaluation, and continual refinement of capacity building tools and trainings for Global Fund staff, consultants, and in-country partners on issues related to gender, human rights, equity, and community responses
  •  Communications: Contribute to the development of regular reports, and relevant briefs, as directed by the CRG Department Head or the Senior Technical Coordinator, CRG Investment Support .
  •  Matrix management: Provide technical guidance and ensure alignment for CRG specialists in their respective region, supporting in development of TORs, workplans, and supervision of work as needed, in collaboration with the regional manager
  •  Perform other duties consistent with the role and grade as required.

Qualifications

Essential:

  •  Degree in public health, development, law, human rights, gender or relevant related areas

Desirable:

  •  Advanced university degree in public health with clear focus on Human Rights, Gender Equality, Equity, or community systems, engagement and responses
  •  Further related qualifications in the area of community responses, key populations, human rights, gender, and/or equity

Experience

Essential:

  •  Experience at international level in the areas of public health with focus on human rights, gender, equity, and/or community responses including program design and implementation and/or advocacy
  •  Extensive Experience working with national, regional, and/or international civil society organizations, key population networks, and other key stakeholders in developing countries
  •  Experience working in challenging operating environments and crisis-management situations
  •  A strong understanding of the intersection between community responses, health, gender, and human rights
  •  Experience of designing and implementing HIV, TB, and/or malaria programs (as relevant to the region) including working with key and vulnerable populations
  •  An understanding of the international health and development landscape

Desirable:

  •  6 years of experience working with international and/or regional organizations and civil society and key populations networks in developing countries Experience of designing and implementing programs to reduce human rights-related barriers and their monitoring and evaluation
  •  Knowledge of Global Fund and its policies, processes, and governance structure
  •  Strong understanding of HIV and/or TB and/or malaria (as applies to relevant region)
  •  Expertise in harm reduction

  •  An excellent knowledge of English and a good working knowledge of French/Spanish/Russian and/or Portuguese (as applies to relevant region)
  •  Knowledge of other languages would be an asset.
