Team Leader, Mid Term Evaluation of the HAUP-CEMARCH Activity for USAID/Haiti At Social Impact

Project Objectives:

In August 2022, the United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring.IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.

In June 2024, through the Economic Growth and Agriculture Development (EGAD) bureau, USAID requested ESS+ to conduct the Mid-Term Evaluation (MTE) of the Haiti Agricultural University Partnership (HAUP); the Center for Mitigation, Adaptation, and Resilience to Climate-Change in Haiti (CEMARCH) activity implemented by Kansas State University (KSU) with two subgrantees, Quisqueya University (UniQ) and Faculté d’Agronomie et de Médecine Vétérinaire (FAMV).

Position Description:

Haiti ESS+ is seeking an international or Haitian Team Leader consultant to lead all technical and management aspects of the HAUP CEMARCH MTE. The Team Leader will be expected to work closely with the Deputy Team Leader, other evaluation team members, SI headquarters project management team, and ESS+ local staff to ensure high quality and timely deliverables.

The evaluation level of effort is approximately eight – 12 weeks, inclusive of four to five consecutive weeks of data collection and analysis in Haiti. The evaluation is expected to run from July 1, 2024 – February 1, 2025.

Responsibilities:

  • Manage and lead the evaluation team in a respectful and transparent manner, ensuring achievement of deliverables.
  • Coordinate the evaluation implementation, analysis, and author the final report.
  • Assign evaluation responsibilities and tasks among team members.
  • Provide oversight on training of all engaged in data collection and analysis, ensuring the highest level of reliability and validity of data being collected.
  • Take ultimate responsibility for writing all reports associated with the project; including, but not limited to: the evaluation design (including tools), the draft and final reports in conformity with SI and USAID regulations, and the scope of work.
  • Manage all deadlines and records maintenance; including, but not limited to: producing deidentified notes for all qualitative data collection events to deliver to USAID.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.
  • Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the approved work plan.

Qualifications:

  • Minimum of a Master’s degree in agriculture (preferred), sociology, political science, public administration, or other relevant discipline.
  • Documented track record of at least ten years’ experience in leading and supporting evaluations and/or assessments and knowledge of organizational skills necessary to successfully manage and coordinate a technical team.
  • Expertise in qualitative methodologies (interviews, focus group discussions, etc.), basic quantitative analysis skills, and experience assessing the quality of monitoring data, in order to collect and analyze the required data in a timely manner.
  • Strong background in agricultural research; and by extension food security, agricultural production systems, revenue-generating services, agricultural technologies capacity building (institutional and human capacities), or institutional development.
  • Ability to understand and foster relationships with diverse local counterparts, including government representatives, small businesses, farmers’ organizations, civil society organizations, Universities and research institutions, donors, and donor-funded implementers.
  • Excellent facilitation and presentation skills with fluent spoken, written, and reading abilities in English and French.
  • Experience in capacity building in the agriculture sector and research and development preferred.
  • Sound knowledge of Haitian social, economic, and political dynamics preferred.
  • Proficiency in Haitian Creole preferred.
  • Ability and willingness to travel throughout Haiti to attend to contract implementation tasks (dependent on security situation).
  • Demonstrated ability to adapt and pivot as needed in a dynamic and insecure context.
