WHAT WE DO …
SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to the vital needs of, drinking, eating, s’abriter. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.
THE MISSION
The mission of Solidarity International (SI) in Chad and Cameroon, named Tchameroun, merged in 2021.
Its coordination is based in Yaounde. It consists of’a country director,’a coordination of programs (coordinator, assistant and SERA manager),’an administration, HR and finance department (coordinator, assistant, assistants),’a logistics department (coordinator, HR and finance, assistant and managers), d’une grant manager and a reporting and communication officer. SI Tchameroun also has three field coordinator (CT).
SI Tchameroun is present in the regions of the Eastern Logone, Lake, Ouaddai and Sila, Chad, the Far North’ (EN) of Cameroon, N’Djamena and Yaounde. The mission receives humanitarian (ECHO, CDCS, BHA) and development (AFD) funding. It is currently carrying out projects of FOOD assistance, strengthening the means of’existence and’access to’eau,’hygiene and Sanitation (EHA).

JOB DESCRIPTION
General objective :
The/The EHA programme manager is in charge of implementing and achieving the objectives defined in the’ operation proposals.
He/She is responsible for supervising the operational teams assigned to his programme.
He/She shall be the/the guarantor of the proper execution and quality of the emergency programme implemented and, where appropriate, proposes adjustments or developments to ensure their relevance and adequacy with the national response plan.
Its main tasks are :
Diagnosis and design of projects
Implementation and operational monitoring
Reporting/communication/representation
Management of human resources allocated to the project
Capitalization
Main Challenges :
Monitor the implementation of the project at a site 4 to 5 hours away from Adre, where the nearest SI base is located.
Accompany and train colleagues in charge of implementation, with a view to a transfer to a national PR at the end of the mission.
Participate with the/the CT in the formal and informal coordination of the EHA sector in eastern Chad.
Priorities for the first 2/3 months :
Launch the ECHO-funded project.
Ensure close monitoring of activities and participate in the coordination of actions in the refugee camp where the project is implemented.
Update project monitoring tools.
YOUR PROFILE
Training :
Initial training or significant experience in EHA and/or Master in international development or project management
Technical experience and skills :
A first experience in the humanitarian sector
A first experience in a similar position
Technical skills in water, hygiene and sanitation.
Project management skills/control of monitoring tools, including budgetary.
’analysis and projection capabilities.
Skills in writing and disseminating information.
Proactivity and responsiveness to unforeseen events and changes in context.
Good understanding of logistics processes and procedures
Languages :
French, oral and written.
Proficiency in English and/or Arabic is an asset.
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
An salaried position : According to experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of EUR 600
SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.
Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.
CONDITIONS OF LIFE :
Base of attachment : Adre, regular trips to the Dougui reception camp, where the project will be implemented.
The EHA PR position is one of four expatriate positions for SI in eastern (and southern) Chad, along with those of CT, log-admin and co-lead of the EHA cluster. Not all are yet filled. Many international NGOs and UN agencies have offices in Adre. The living conditions are simple ; some bars exist, the sources of leisure are few.
Within the SI base in Adre (a single office/guest), the/the RP EHA will have an individual room and SDB. The base is equipped with: water, electricity, internet, air conditioner, television.
MSF is based in Adre and allows immediate care in the event of illness. In the event of a more serious health concern, a transfer to a structure of N’Djamena can be organized.
SECURITY :
The context of’intervention in eastern Chad is experiencing communal and ethnic tensions. The proximity of the border to Sudan may lead to further tensions. The region has been hosting a large number of displacements of people (over 760,000 in one year), since the resumption of the conflict in Sudan in April 2023.
The city of Adre where the SI operational base is located in Ouaddai is considered quiet. Crime acts are recorded.
For all movements in the field, in the localities of’ intervention, the checks secu must be precise, the means of communication efficient.
The authorities are looking at humanitarian activities. It is essential to maintain a good relationship and to respect the rules relating to the communication of’information on activities.
