Support Services Leader Nariño At Danish Refugee Council


The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach for refugees, asylum seekers, displaced persons internal, returnees and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in the south of the country, but 2018 expands its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants returned in Colombian cities such as Riohacha, Barranquilla and Bogotá,currently it also incorporates activities in the municipality of Barbacoas and in Norte de Santander.

About work:

  • Ensure full compliance with the DRC operations manual on finance, administration and Human Resources and Supply Chain.
  • Supervise and manage the areas of finance, administration and human resources and supply chain.
  • Ensure effective budget control and compliance with DRC and donor policies and procedures.

Main responsibilities

  • Give technical line to the areas of finance, administration, human resources and supply chain.
  • Ensure comprehensive and effective budget control, as well as accountability and compliance by donors and headquarters in all financial documentation.
  • Monitor human resource procedures based on global personnel policy, including recruitment, development, performance, contracts, welfare, personnel planning, and compensation.
  • Be responsible for the administration and updating of the mission’s Master Budget.
  • Carry out programmatic budgets and support in collaboration with those responsible for the programmatic components.
  • Guarantee the full application and compliance of all DRC internal policies and procedures, as well as the country’s legislation.
  • Support financial reporting for donors and verify compliance with donor financial reporting requirements.
  • Be responsible for training in support issues and support program staff in understanding financial obligations and minimum accountability requirements.
  • Supervise the training and promotion of personnel in your area.
  • Lead the necessary logistics to the movement of personnel in the intervention areas and the transportation of aid items to the beneficiaries.
  • Act as a focal point of the DRC Code of Conduct, promoting its implementation and specific training for staff.
  • Ensure the correct administration of the offices established by DRC in Nariño.
  • Participate virtually and / or in person in the briefing and mission planning. Especially, in the absence of AM, and when the internet connection is unstable, in order to transmit the relevant alerts.
  • Accompany the visits of all personnel external to the base.
  • When the operation requires it, presently accompany the enlistment of staff exits to the field and promptly inform the Manager Area of security alerts.
  • Perform other tasks relevant to your function when requested by the Manager Area.

Experiences and technical skills:

  • 3 years working with international NGOs.
  • 3 years of experience in financial management
  • 3 years of experience in team management and staff supervision.
  • Desirable: shopping experience, planning, conflict resolution capacity, adaptability to difficult contexts and Knowledge in human resources

Education required:

  • Professional in Business Administration, Logistics or related areas.
