Organizational framework
The main objective of FAO country offices, headed by an FAO Representative, is to help governments develop policies, programs and projects to achieve food security and reduce hunger and malnutrition, help develop the agricultural, fisheries, forestry sectors and use their environmental and natural resources in a sustainable way.
This vacancy is part of the project approved by the Green Climate Fund “ Chile REDD-plus Payment for Results period 2014-2016 ” that the National Forest Corporation of Chile in association with FAO will execute to increase the resilience of ecosystems and native forest, and help mitigate climate change in Chile. The project will contribute to reducing the social, environmental and economic vulnerability generated by climate change, desertification, land degradation and drought, in the forests and local communities that depend on them in 6 regions of the country ( Maule, Biobío, Ñuble, Araucanía, Los Ríos and Los Lagos ).
The project requires the hiring of a professional support in forest inventory and the recruitment of beneficiaries of the Project + Forests financed by the Green Climate Fund in the Ñuble Region, contributing to the good performance of CONAF management.
Hierarchical dependency
Under the general supervision of the National Project Coordinator, the direct supervision of the Technical Assistant of the Project in FAO and with the technical advice of the Head/a Department of Conservation of Forest and Xerophytic Ecosystems, Ñuble Region.
Field of specialization
The professional of capturing projects with economy of scale will support the search, evaluation, monitoring and monitoring of external co-financing projects of activities carried out within the framework of the implementation of Project + Forests in the Ñuble Region, project financed by the Green Climate Fund within the framework of the ENCCRV and the REDD + approach, ensuring the achievement of the objectives and goals proposed in accordance with the policies and regulations established by the Green Climate Fund, the State of Chile and FAO, and the generation of environmental, economic and social co-benefits for vulnerable groups, especially local communities and indigenous populations defined in the ENCCRV, through the implementation of the ENCCRV action measures.
Its headquarters will be in the city of Chillán, Ñuble region, and it must be available to go out on the ground frequently inside or outside the region.
Tasks and responsibilities
- Support in the search and capture of projects that allow improvements to be made to the budget by co-benefit or by reducing the cost per hectare of Project projects + Forests, as well as in the gathering of forestry information, and basic social and environmental information for the preparation of technical proposals for the priority projects of the Ñuble Region.
- Support in the planning, coordination and operational management of project execution in the Ñuble Region, in addition to managing the collection of forest information and inventory of project properties + Forests.
- Support in the gathering of information, supervision, monitoring and evaluation of projects carried out within the framework of the + Forests Project, ensuring compliance with the implementation schedule, proper management of inter-institutional relations and compliance with safeguards.
- Carry out in support of the + Forest of the Ñuble region team the recruitment of beneficiaries according to the selection criteria proposed in the project beneficiaries document + Forests.
- Supervise and support in the formulation of territorial projects ( Mainly in the elaboration of cartography and management plans ) and link the work with the relevant local actors.
- Support in the coordination of administration actions with the different areas of FAO and CONAF at the regional and central level, such as acquisitions and purchases of goods and services, hiring of individual consultancies and tenders, under the regulations in force for each case, governed by the FAO Manual.
- Support in the systematization of the results obtained from the application of the project.
- Prepare technical reports, terms of reference, reports, presentations and any other product required by the National or regional Coordination of the project, for reporting or for the dissemination of technical information that is necessary in the framework of the implementation of the project + Forests and CONAF actions in this area.
- Collaborate in the delivery of technical and professional guidelines to projects carried out in the territory considering the ENCCRV’s areas of action, and environmental and social safeguards.
- Support the preparation, in co-authorship with CONAF professionals, of informative technical documents associated with the ENCCRV and the + Forests Project.
- Generate technical and administrative inputs aimed at the Monitoring System for the implementation and reportability of the + Forests Project and the ENCCRV in general.
- Support other activities that are assigned by the regional coordination of the + Forests project.
THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:
Minimum requirements
- University Professional with Forest Engineer training.
- Experience of at least 1 year in works with small and medium owners in the Ñuble region.
- Knowledge of the actions of CONAF, ENCCRV and the implementation of the Project + Forests.
- Spanish domain ( C level )
- National of Chile. Permanent residence in the Ñuble region.

- Proven ability to perform teamwork and to establish working relationships with small and medium owners.
- Availability to go out on the ground frequently in and out of the region.
- Knowledge of the rural territory to which ( Region of Ñuble ) postulates.
- Work experience with communities, productive groups of small forest owners and / or with rural communities.
- Experience in territorial management and geographic information systems.
- Experience in the formulation, coordination and implementation of projects, forest inventory and recruitment of beneficiaries in the Ñuble region.
- Experience in preparing Management Plans.
- Experience in systematization, recruitment of beneficiaries and creation of forest inventory databases.
- Ability to work in multidisciplinary teams.
- Ability to facilitate agreements, reach consensus, good communication and willingness with the actors involved; interpersonal skills; resolving capacities.
- Management in the use of Geographic Information Systems ( Arcgis and Qgis Software ).
- Experience in preparing Forest Management Plans ( plantations and Native Forest )
- Experience in the design of silvicultural and non-silvicultural projects and their execution in the territory of the Ñuble region.
- Class B driver’s license up to date.
