The Regional Initiative for the Elimination of Malaria in Mesoamerica and the Dominican Republic ( IREM ) is a results-based financing program, funded by the Bill & Belinda Gates Foundation, the Global Fund to Fight HIV / AIDS, Tuberculosis and Malaria, the Carlos Slim Foundation, and administered by the Inter-American Development Bank ( IDB ) in collaboration with the Pan American Health Organization ( PAHO ) and the Clinton Health Access Initiative ( CHAI ), with the Council of Ministers of Central America and the Dominican Republic, and with the Mesoamerica Project.

As part of this dialogue, in 2020 the Global Fund asked the Bank to execute the transition donation to support the elimination of malaria in Guatemala. This donation will be carried out in part by the Ministry of Public Health and Social Assistance ( MSPAS ) of Guatemala. The objective of this consultancy is to provide specialized technical assistance for the execution of the technical and governance components of the “Transitional Grant for the Elimination of Malaria in Guatemala” ( GU-G1014 ).

This is what you will do:

The objective of this consultancy is to support the implementation of Component 1: “ Support for the implementation of the Diagnostic, Treatment, Research and Response Strategy ( DTI-R ) ”.

It is necessary to propose mechanisms that stimulate the execution of the Global Fund transition donation, and at the same time support and assist the Operation Team Leader in designing specific communication mechanisms, coordination and decision at the level of the Ministry and Vice-ministerial Office and its different instances ( Malaria Sub-program -SPM-, Special Unit for the Execution of Health Programs and Projects -UEPPS- and its Project Implementing Unit -UIP-, Departmental Directorate of Integrated Health Services Networks -DRISS- ), the Bank and IREM partners. For the adoption of measures aimed at ensuring that the agreed technical actions are carried out according to the plan in a timely manner. For this, the hiring of a National Consultant that assists with the objectives and scope described below is contemplated:

  •  Support technical dialogues between requesting areas and the UEPPS / IPU procurement area to streamline procurement and contracting processes, and manage emerging barriers and obstacles.
  •  Support the SPM in estimating and adjusting quantities associated with operating expenses for DDRISS ( fuel, food, expense recognition ).
  •  Identify, anticipate and manage the processes necessary for this implementation, both at the regulatory level and at the level of approval, management and payment.
  •  Support the IPU in streamlining procedures within the UEPPS.
  •  Accompany the IPU and the SPM in monitoring the execution of operating expenses in the districts and prioritized DDRISS, both virtually and in person.
  •  Prepare synoptic and execution monitoring tables, agreement control, estimates and critical and similar variables.
  •  Inform of the barriers and obstacles that arise, advise on the position that the bank must take and implement the agreements.
  •  Support monitoring of procurement processes ( task cover, managers and procurement times ) throughout the process, including the registration of assets in the MSPAS and distribution to requesting districts and areas.
  •  Accompany the IREM in the discussions and analyzes on the progress in the execution of the operation and the use of the funds.
  •  Support in the identification of resource execution mechanisms at the local level ( hotels, restaurants, printers, rooms, etc. ).
  •  Apoyar en la discusión y organización de procesos de adquisición asociados a las prioridades técnicas de la operación.

  •  Avance en los procesos priorizados de adquisiciones, gestiones realizadas en apoyo y resultados alcanzados.
  •  Informe final. Puntualizando el estado de los temas críticos y sus recomendaciones.

The total amount of the contract includes all the expenses that will be incurred for the development of this consultancy, including 8 internal trips in Guatemala on mission 3 days each.

This is what you need :

  • Education : Master in Administration, Economics, Public Health or related careers and / or Master in the same branches.
  • Experience : At least five ( 5 ) years of experience with knowledge of the project budget execution process and the Ministry, Experience in executing development projects in Guatemala, preferable with experience in relating to MSPAS and its executing units. Ease to travel to the interior of the country as required.
  • Languages : Native command of the Spanish language and intermediate command of the English language.

  • Citizenship: You are a citizen of Guatemala or one of our 48 member countries, with permission to legally work in Guatemala.
  • Consanguinity: He has no family members ( up to the fourth degree of consanguinity and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.
