Supply and Purchase Chain Management Officer At Danish Refugee Council


The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach for refugees, asylum-seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in the south of the country, but 2018 expands its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants returned in Colombian cities such as Riohacha, Barranquilla and Bogotá,currently it also incorporates activities in the municipality of Barbacoas and in Norte de Santander.

About work:

Responsible for all acquisitions of goods and services, storage, management of the vehicle fleet and inventory and general logistical support to the mission in Colombia.

This position is based on the National Office – Bogotá and guarantees compliance with the procedures and guidelines of DRC and donors in the country. It contributes to the development of national strategies, which translate into action plans and daily tasks. Provides support and technical guidance to grassroots and oversees activities in the country.

This position provides support when required to other offices in the country.

Main responsibilities

Supply Chain

  • Ensure that all acquisition processes comply with the DRC Operations Manual.
  • Ensure that all acquisitions are planned and monitored from start to finish.
  • Guarantee the correct documentary management of the processes that involve purchases and acquisitions.
  • Prepare the necessary documentation for the acquisition of goods and services in national and international bidding processes.
  • Develop and implement contract management and monitoring tools.
  • Participate in the Supplier Selection Committees, guaranteeing the documentation, traceability and transparency of the process.
  • Manage claims and returns with suppliers.
  • Guarantee the monitoring of all the purchasing processes of the National Office, including the payment process.
  • Manage the good maintenance and operation of the infrastructure of the National Office
  • Support effective and efficient program needs.
  • Develop and keep the supplier database updated to the needs of the mission in Colombia.
  • Assist in the hiring, education and training of the logistics team.
  • Coordinate logistics participation throughout the project cycle with program staff.
  • Establish and follow up on annual procurement plans
  • Track all orders, purchases and deliveries
  • Ensure that all donor-specific logistics standards and policies are understood and respected.
  • Optimize all logistics operations to increase profitability, including establishing long-term supply contracts

Fleet Management

  • Manage transport and mobility platforms for personnel
  • Ensure the correct documentation of your own fleet and rented at the national level, including the management of taxes, maintenance, policies, etc.
  • Plan and coordinate the availability of fuel for the entire national fleet.
  • Control and monitor fleet management indicators at the national level and carry out the consolidated monthly report, reporting early deviation alerts
  • Support the development of safety and training plans for drivers.
  • Coordinate compliance with national regulations on fleet management at the national level with the base focal points.

Inventory management

  • Ensure that asset management is carried out in accordance with HQ guidelines and donors.
  • Control and monitor the mission’s asset inventory management indicators in Colombia.
  • Ensure that all inventory information is aligned to the guidelines of HQ, Regional Office and donors in ERP – Dynamics.
  • Ensure the registration and availability of fixed assets, reporting and documenting any incident
  • Manage the winery efficiently, generating an early warning information mechanism.
  • Carry out periodic physical checks on assets.

Support to the bases

  • Provide technical support in all processes related to the supply chain area (purchases, assets and fleet).
  • Ensure autonomy in the purchasing and logistics processes at the bases through technical training and permanent support.
  • Support the creation of suppliers in the system.

Experiences and technical skills:

  • Minimum 2 years of experience in humanitarian logistics, procurement, transportation and distribution, warehouse storage and management, preferably in international non-profit entities.
  • Good knowledge of the procurement rules and regulations of major international donors
  • Good knowledge of local regulations at the hiring level.
  • Excellent knowledge of MS Word, Excel and PowerPoint
  • Basic (desirable) PowerBI knowledge.
  • Intermediate command of English will be an added value in the process.

  • Advanced knowledge in ERP management
  • Management capacity, proactivity, organization and attention to detail.

Education required:

  • University degree in Logistics, Business Administration or related careers.
