WHO ARE WE ?

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society, children in vulnerable situations, women, etc, migrant or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars :

  • Heal : give real access to care to the population.
  • Change: more than helping, we want to change things in the long run.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values common to our entire organization: Social justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

Sexual and Reproductive Health and Rights (SRHR) are an essential element of universal health coverage and are necessary to end discrimination against WOMEN and girls.

A study published by L’Institut Guttmacher, the World Health Organization (WHO) and the United Nations Special Programme for Research in Human Reproduction (HRP) have highlighted major disparities in’ access to sexual health care and reproductive by analyzing the rates of unwanted pregnancies and’abortion in 150 countries.[1]

Over the past few decades, Tunisia has made undeniable progress in the improvement of the’ health status of the population, especially in terms of reducing infant and neonatal maternal mortality. Despite this progress, however, family planning indicators declined quite sharply between 2012 and 2018, including a 12% decline in contraceptive prevalence during this period% (from 62.5% to 50.7%) on a national scale.[2].The unmet need for contraception was thus 19.9% in 2018 and then 16.1% in 2023 at the’ national scale with a higher proportion recorded in the Southeast region (23.4%).[3]The’ age group of 20-24 years is the one with the lowest contraceptive prevalence, given that little data is available on the contraceptive prevalence of children under twenty years of age.

In terms of’access to comprehensive care of’abortion, tunisia has a rather advanced legal framework in comparison with other’ countries in the region with a law dating from 1973 that authorizes abortion during the first three months of pregnancy and during pregnancyin cases where the health of the woman or the fetus is in danger.

Despite a rather advanced National Plan of Sexual and Reproductive Health (PNSSR) 2020-2030 and the efforts made by the Tunisian government in terms of sexual and reproductive health and rights, the, many barriers of’access exist in particular in terms of prevention and management of unwanted pregnancies as demonstrated by the’ study on access and the quality of sexual and reproductive health services published in 2021 by the’Office National de la Famille et de la Population (ONFP)[4].

Description of the consultancy

Objectives of the mission:

  • Develop a mapping of the’care offer in terms of contraception and comprehensive care of’abortion and locally active actors on this care offer ;
  • To produce a bibliographical review on the prevention and management of unwanted pregnancies in Tunisia, including an analysis of the legal framework and the various scientific publications
  • Develop an analysis of the barriers of’access to contraception
  • Develop an analysis of the barriers of’access to comprehensive care of’abortion based on the care pathway
  • Develop recommendations for the removal of these barriers of’access to the prevention and management of unwanted pregnancies

The/consultant will have to propose an inclusive methodology taking into account people at various SOGIECS, people with disabilities, etc. within the framework of’ an intersectional approach to vulnerability.

DELIVERABLES

  • Deliverable 1: A detailed methodological note including the collection tools, the mission timeline as well as’an ethical mission protocol
  • Deliverable 2: A literature review (studies, similar existing research on’access to contraception and’abortion in Tunisia and the MENA region)
  • Deliverable 3: A summary report of legal and institutional framework in Tunisia and MENA region
  • Deliverable 4 : A cartography of the’care offer relating to contraception and comprehensive care of’abortion and the main actors active locally on this offer with an analysis of the dynamics between them.
  • Deliverable 5 : A study of the barriers of’access to contraception and comprehensive care of’abortion in the patient journey.e with recommendations for the removal of these barriers of’access.

EXPECTED PROFILE

Consultants will have to justify the following profile :

  • Hold a university degree (Master 2 or equivalent), preferably in development, political science, social science, legal science or related fields ;
  • A master’s degree in public health is an asset
  • Minimum experience of 3 years in the field related to the services requested, in particular sexual and reproductive health and rights ;
  • Specific experience and expertise in the’assessment of’ barriers to access to services ;
  • Experience in research methodology and qualitative data collection ;
  • Have a perfect command of French ;
  • Spirit of’analysis and synthesis capabilities ;
  • Excellent editorial qualities.
  • Knowledge of the Tunisian context

A financial offer including :

  • A detailed financial proposal also taking into account the costs related to the’organisation of the mission (travel costs, perdiem, accommodation etc.). Your offer must contain the amount VAT* as well as the percentage of withholding tax.

*The Sehaty project is exempt from VAT.
