Specialist in Public Private Partnerships for Sustainable Water and Sanitation Systems Activity At Tetra Tech


The Sustainable Water and Sanitation Systems Activity (SWASSA), funded by the United States Agency for International Development (USAID) in the Democratic Republic of the Congo and implemented by Tetra Tech International Development ( International Development Jobs – Tetra Tech ), is currently accepting expressions of interest for a Public-Private Partnership (PPP) Specialist. The position will be based in Beni, North Kivu, and the post holder will report to the Business Improvement Manager based in Goma.

Job Description: SWASSA supports the rollout of the 2015 water reform in the DRC, which provides the legal framework for the provision of public water services and private sector engagement in service delivery. The PPP Specialist will be part of the Market Systems Development (MSD) team, which is responsible for preparing relevant public and private sector stakeholders for professionalized water service delivery. The main stakeholders include decentralized territorial entities (ETD), private water service providers (WSP) and water user associations (ASUREP). Others include government entities at the provincial and national levels, as well as community groups at the local level and civil society. The PPP Specialist will interact with other SWASSA project teams, mainly the governance team, to implement performance-based contracts for the provision of water services, and he/she will build the capacity of the authorities public sector, ETDs, to manage these contracts and remove enabling environment barriers that prevent private water service providers from fulfilling their roles. The PPP Specialist will also be engaged in a wide variety of technical activities designed to expand and improve water service delivery, working collaboratively with Business Improvement Specialists to prepare private water service providers. water to assume their role. He/she will support training and supervision on contracting and management and ensure that accountability mechanisms are well understood, reasonable and implemented by private water service providers and authorities. Experience in the water sector or other public sectors is preferred.

Responsibilities:

* Support the planning and development of awareness campaigns targeted at communities and stakeholders around water reform in the DRC.

* Link SWASSA activity with market players and other key stakeholders in the water and sanitation sector.

* Support capacity assessments of water and sanitation service providers to understand their technical, administrative, financial and commercial capabilities.

* Support the implementation of performance-based contracts and procurement processes for the provision of water services, including coordination and capacity building of governing entities.

* Develop procurement models, standard operating procedures and draft contracts.

* Oversee bid evaluation committees, ensuring that committee members understand the evaluation process and the integrity of the competitive process, facilitating the debriefing of bidders and exercising appropriate judgment and tact while ensuring the protection of confidential information.

* Design and implement capacity building plans to improve core administrative functions such as human resources; financial management and accounting; expenses management; customer service; technical management; and operation and maintenance of water systems.

* Support training of ETDs in financial analyzes and business planning associated with site-specific water service delivery models.

* Liaise with international/local STTA.

* Work in close collaboration and coordination with other members of the MSD team and other SWASSA teams.

* Perform any other tasks that may be assigned by the supervisor.

Qualifications:

* Have a bachelor’s degree in public administration, business administration, finance, economics or another relevant field; a master’s degree is preferred.

* Must have a minimum of 5 years of relevant professional experience in starting, developing and managing small and medium-sized businesses; development of business plans; design and implementation of capacity building programs; and improving business efficiency.

* Experience working with donor-funded projects and with different partners in market systems development.

* Familiarity with the DRC water sector and water service provider operations desired.

* Strong communication and analytical skills, with the ability to write well-structured technical reports and perform critical reviews of contract documents.

* Ability to work effectively in a multicultural and multi-ethnic environment.

* Must have computer skills (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.); Strong Microsoft Excel skills are required.

* Fluency in written and spoken French as well as Swahili or English is required.

*Work experience in the Democratic Republic of Congo is preferred.
