Organizational framework
The Project “ Sustainable management and restoration of soils and biodiversity in the Guadalquivir basin ” GCP / BOL / 702 / GFF, presented by the Bolivian Ministry of Environment and Water, With the support of FAO, it was approved by the GEF in December 2021.
On the other hand, on September 7, 2022, FAO has received the Project Document “ Sustainable management and restoration of soils and biodiversity in the Guadalquivir basin ”, signed by the GEF Operational and Political Focal Point in Bolivia, Vice Minister of Planning and Coordination Carlos David Guachalla, of the Ministry of Development Planning.
The objective of the project is to develop and implement a strategy for comprehensive planning of the territory and inclusive governance, sensitive to gender and ethnicity as a model for conservation, restoration and sustainable management of soils, water and the strengthening of agri-food systems in order to contribute to and achieve Neutrality in Land Degradation ( NDT ) in the Guadalquivir River Basin. The project will be implemented over a 42-month period and has GEF financing amounting to USD 1,555,012. The Project will be implemented in the municipalities of Padcaya, Uriondo, San Lorenzo and Cercado, which are part of the Guadalquivir River basin.
It is worth mentioning that the Ministry of Environment and Water ( MMAYA ), through the Vice Ministry of Environment, Biodiversity, Climate Change and Forest Management and Development ( VMA ) and the Vice Ministry of Water Resources and Irrigation ( VRHR ), are the monitoring and coordination entities for the operational and technical management of the Project, to be implemented by FAO as the implementing agency of the GEF and the MMayA / VMA as the executing entity.
This describes the services that will be provided by the Inter-institutional Planning / Platform Specialist.
The project requires hiring 1 Planning Specialist / Inter-institutional Platform for the following work base:
- Tarija, from where it will move to the municipalities of Padcaya, Uriondo, San Lorenzo and Cercado, which are part of the Guadalquivir River basin.
Hierarchical dependency
The Inter-Agency Planning / Platform Specialist will work under the general supervision of the Assistant Representative ( FAOBO Programs ), and the direct supervision of the National Project Coordinator GEF and the Project Coordinator.
Tasks and responsibilities
- Propose the articulation of the strategic planning of the Inter-institutional Platform of the Guadalquivir hydrographic basin ( PICG ), of the Guadalquivir River Basin Master Plan ( PDCG ) and the Local Micro-basin Management Plans ( PLMM ) with strategic planning at the sub-national and national levels linked to the National Plan for Basins – PNC and Economic and Social Development Plan – PDES.
- Conduct participatory workshops to strengthen the PICG, ( PDCG and PLMM with key stakeholders from the Central Valley of Tarija.
- Propose strategic agreements and alliances within the framework of the PICG and the PDCG.
- Promote the development of institutional capacities with PICG members through the following:
– Design a roadmap ( action plan, define priorities, identify the opportunities provided by each of the different entities belonging to the platform ) within the framework of the PDCG.
– Review the regulatory framework and establish binding decisions to take actions within each of the PICG member institutions.
– In coordination with the Guadalquivir Basin Management Unit ( UGCG ), convene and direct the Basin Management Unit ( UMC ) as the technical secretariat in charge of organizing, coordinate and advise other PICG entities.
- Strengthen Civil Organizations ( OC ) to coordinate territorial governance at the priority micro-basin level as part of the process to implement the PICG and strengthen institutional governance at the Basin level of the Guadalquivir for this, the following will be done:
- Identify the OCs that work in the priority sub-basins.
- Design and implement the PICG for priority sub-basins with OC participation.
- Keep records of initiatives and lessons learned as part of the PICG implemented with the UMC of the PDCG.
- Identify strategic actions to promote inclusive, gender-sensitive and ethnic governance of the land, and natural resources ( including soil and water ).
- Offer technical assistance to the PICG to write reports and follow up on the agreements concluded.
- Prepare monthly, quarterly and other reports according to the requirement to feed the project monitoring and evaluation system.
- Other tasks that are required by the National Coordinator, the Assistant Representative or the FAO Representative in Bolivia.
THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:
Minimum requirements
- Professional with a degree ( degree in national provision ) in Social Sciences, Natural Sciences, Territorial Planning and / or related.
- Postgraduate degree and / or specialization in topics related to: Strategic planning, project management, integrated management of the territory and natural resources, integrated sustainable production systems.
- Minimum work experience of 5 years in topics related to: Strategic planning, project management, integrated management of the territory and natural resources, integrated sustainable production systems.
- Practical knowledge of Spanish.
- Bolivian nationality.

- Experience in the management and implementation of GEF projects.

- Mobility and motorcycle driving. You must prove a driver’s license.
