Organizational framework

The main objective of FAO country offices, headed by an FAO Representative, is to help governments develop policies, programs and projects to achieve food security and reduce hunger and malnutrition, help develop the agricultural, fisheries, forestry sectors and use their environmental and natural resources in a sustainable way.

The elaboration of the National Plan for Adaptation to Climate Change of the Water Resources sector ( PNACC RH ) will contribute to reducing the climate vulnerability of the sector and strengthening institutional capacities to meet the National Determined Contribution ( NDC, for its acronym in English ) from Chile. Specifically, this initiative aims to close the gaps detected for the adaptation of the water resources sector, the main ones being: – Water scarcity and drought. – Multiplicity of actors involved in water management, which prevents the comprehensive management of information, delimiting institutional functions, and strengthening representation at the sub-national level and of the most vulnerable groups. – Lack of long-term strategic vision in the private sector; as well as a common vision between the public and private sectors.- Low inclusion of climate change variables in water resource management; lack of definition and measurement of the resource’s climate vulnerability standard; and outdated water consumption and use records, along with poor coordination of existing water management research and studies. – Low capacity to generate binding policies in water management. – Lack of a prioritization mechanism for water consumption that considers the impacts of climate change and the different realities of each macrozone or region, independent of the possession of water rights. – Need to create a water-climatic action plan that connects the efforts already implemented with those that are being carried out. – Need to establish robust parameters for the protection and management of water resources. lack of definition and measurement of the resource’s climate vulnerability standard; The Adaptation Sector Plan is in charge of the Ministry of Public Works ( MOP ) with the support of the Ministry of the Environment ( MMA ). The activities will be implemented through studies and a comprehensive participatory process, in the 16 regions of the country, which will determine measures compiling opinions and needs of the actors involved.

Hierarchical dependency

Under the general supervision of the FAO Representative in Chile. Under the direct supervision of the National Project Coordinator.

Field of specialization

This position corresponds to the professional specialized in participatory processes and gender of the PNACC RH preparation project that the Government of Chile directs through the General Directorate of Waters of the MOP with the support of the Ministry of the Environment, together with FAO as the Implementing Agency for the resources granted by the Green Climate Fund ( FVC ) to address adaptation to climate change. The position will be part of the Technical Coordination Team, which is in charge of preparing the PNACC-RH, and will be directed at the national level by the Steering Committee, through the Executive Secretariat.

Tasks and Responsibilities

The professional must: – Maintain close relationship with the ( the ) Coordinator ( a ) of the Project and with the corresponding national and sub-national bodies as established in the PNACC RH Governance. – Support the development of the functions and responsibilities of the Technical Coordination Team regarding issues of participatory processes and gender. – Support and accompany ( the ) Coordinator ( a ) of the PNACC RH Project regarding issues of participatory processes and gender. – Technical support and monitoring, on issues of participatory processes and gender, including in the definition of bases for tenders, design of participatory processes and other processes associated with the preparation of the PNACC RH. – Participation in the preparation of progress and completion reports of the project to be delivered to the FVC,and other reports and presentations as required. – Support in events and meetings linked to the process. – Ensure compliance with the gender guidelines of the State of Chile, FAO and FVC. – Supervise and coordinate, as defined by the proposal approved by the FVC and the guidelines of the Steering Committee: i. Support the management of consultancies, ensuring the mainstreaming of the gender approach including the collection of disaggregated data and the performance of gender analysis in the different products in which it is contemplated, such as the normative analysis under result 3.2.1; ii. Participate in the writing and editing of the PNACC RH document; iii. Ensure the inclusion of the gender approach in the constitution and operation of governance for the elaboration of the PNACC RH. iv.Support the design of the governance framework for the implementation of the PNACC RH ensuring the gender approach. v. THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

– Title of degree3 of Sociology, Anthropology, Political Sciences, Psychology, Social Work, Social Sciences or another related career in the area of social sciences or humanities. – Desirable postgraduate and/or post title in the areas of participatory processes, gender and / or environment. Knowledge of the gender perspective in strategic planning. – Verifiable work experience of at least 5 years in matters of participatory processes, gender, and mainstreaming of the gender approach into participatory processes and public policy instruments. Desirable work experience in climate change and / or water resources. – Native or advanced Spanish level, intermediate English level. – National of Chile.
