Organizational framework
The Project “ Strengthening the comprehensive and sustainable management of biodiversity and forests by indigenous peoples and local communities in fragile ecosystems of the Bolivian Chaco dry forests” GCP / BOL / 053 / GFF, presented by the Bolivian Ministry of Environment and Water and approved by the Vice Ministry of Planning and Coordination of the Ministry of Development Planning in its capacity as the operational focal point before the GEF has been declared operational as of November 1, 2022.
On the other hand, on September 7, 2022, FAO has received the Project Document “ Strengthening the comprehensive and sustainable management of biodiversity and forests by indigenous peoples and local communities in fragile ecosystems of the dry forests of the Bolivian Chaco ”, signed by the GEF Operational and Political Focal Point in Bolivia, Vice Minister of Planning and Coordination Carlos David Guachalla, of the Ministry of Development Planning.
The objective of the project is to expand and internalize the Integrated and Sustainable Management of Biodiversity and Forests ( GISBB ) in comprehensive territorial planning, through strengthening governance for its implementation and monitoring, and thus increase the resilience of life systems ( means of life ) in the fragile ecosystems of the dry forests of the Bolivian Chaco region and advance towards the Neutrality of the Earth degradation ( NDT ). The Project will be implemented in the municipalities of Villa Vaca Guzmán, Huacareta, Boyuibe, Monteagudo, Cuevo, Macharetí, Huacaya and GAIOC Charagua Iyambae.
It is worth mentioning that the Ministry of Environment and Water ( MMAYA ), through the Vice Ministry of Environment, Biodiversity, Climate Change and Forest Management and Development ( VMA ) and the Vice Ministry of Water Resources and Irrigation ( VRHR ), are the monitoring and coordination entities for the operational and technical management of the Project to be implemented by FAO as the implementing agency of the GEF and the Ministry of Environment and Water/VMMA of Bolivia as executing entity.
Work Base: The workplace is defined by the intervention areas of the GEF Chaco and GEF Guadalquivir projects, being the La Paz work base, from where you will travel to the departments and municipalities determined by the projects.
Hierarchical dependence
The Project Monitoring and Evaluation Specialist will work under the supervision of the Assistant Representative ( Programs ) and the National Project Coordinator GEF

Tasks and responsibilities
- Design, validate and implement a monitoring and evaluation system for the GEF Chaco and GEF Guadalquivir projects, articulated to the FAOBO, RLC and GEF Monitoring System, and within the framework of the project knowledge management plan.
- In coordination with the teams of both projects, formulate and implement methodological sheets for each indicator, in order to ensure continuous and consistent monitoring and reporting during the project implementation period.
- Design, validate and implement a monitoring and evaluation system for the Agreements or services contracted by both projects.
- Design and keep a folder with the products and verifiers and endorsements of the indicators updated, including spatial information / GIS of the intervention areas. One folder per project.
- Train technical personnel from both projects designated for the use of the monitoring, evaluation and lessons learned system.
- Design, validate and implement tools and protocols for the collection of primary information for processing in the monitoring, evaluation and lessons learned system considering physical, budgetary and temporal progress.
- Verify in the field and systematize the primary information reported by the technical teams of the projects.
- Provide timely information for project progress reporting.
- Jointly lead project coordinators in the formulation of monthly, quarterly, semi-annual, annual and final project progress reports, according to institutionally established formats and by the financier.
- Prepare alert reports or risks in the implementation of projects, based on input from specialists and field team, if necessary, for decision-making.
- Consolidate an information data bank for the design and implementation of a Monitoring and Evaluation System for the GEF Chaco and GEF Guadalquivir projects for the Bolivian State and the formulation of proposals related to the theme.
- Develop other activities related to the position and that are assigned within the framework of monitoring and follow-up.
CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:
Minimum requirements
- Professional with a degree (title in national provision) in agronomic, forestry, environmental or social sciences.
- Minimum specific experience of 5 years in monitoring and evaluation of projects and/or initiatives.
- Bolivian nationality.
- Excellent command of Spanish, spoken and written.
