Organizational framework
The Project “ Strengthening the comprehensive and sustainable management of biodiversity and forests by indigenous peoples and local communities in fragile ecosystems of the Bolivian Chaco dry forests” GCP / BOL / 053 / GFF, presented by the Bolivian Ministry of Environment and Water and approved by the Vice Ministry of Planning and Coordination of the Ministry of Development Planning in its capacity as the operational focal point before the GEF has been declared operational as of November 1, 2022.
On the other hand, on September 7, 2022, FAO has received the Project Document “ Strengthening the comprehensive and sustainable management of biodiversity and forests by indigenous peoples and local communities in fragile ecosystems of the dry forests of the Bolivian Chaco ”, signed by the GEF Operational and Political Focal Point in Bolivia, Vice Minister of Planning and Coordination Carlos David Guachalla, of the Ministry of Development Planning.
The objective of the project is to expand and internalize the Integrated and Sustainable Management of Biodiversity and Forests ( GISBB ) in comprehensive territorial planning, through strengthening governance for its implementation and monitoring, and thus increase the resilience of life systems ( means of life ) in the fragile ecosystems of the dry forests of the Bolivian Chaco region and advance towards the Neutrality of the Earth degradation ( NDT ). The Project will be implemented in the municipalities of Villa Vaca Guzmán, Huacareta, Boyuibe, Monteagudo, Cuevo, Macharetí, Huacaya and GAIOC Charagua Iyambae.
It is worth mentioning that the Ministry of Environment and Water ( MMAYA ), through the Vice Ministry of Environment, Biodiversity, Climate Change and Forest Management and Development ( VMA ) and the Vice Ministry of Water Resources and Irrigation ( VRHR ), are the monitoring and coordination entities for the operational and technical management of the Project to be implemented by FAO as the implementing agency of the GEF and the Ministry of Environment and Water/VMMA of Bolivia as executing entity.
Work base: The workplace is defined in Ciudad de Tarija, with trips to the GEF Guadalquivir project intervention area ( Cercado-Tarija municipalities, San Lorenzo, Uriondo and Padcaya ) and intervention area of the GEF Chaco project ( Villa Vaca Guzmán, Huacareta, Boyuibe, Monteagudo, Cuevo, Macharetí, Huacaya and GAIOC Charagua Iyambae ).
Hierarchical dependency
The Gender Specialist will work under the supervision of the Assistant Representative ( Programs ), the National GEF Project Coordinator, the Project Coordinator and the FAOBO Gender Focal Point.

Tasks and responsibilities
- Implement the Gender Plan for the GEF Chaco and GEF Guadalquivir project and report compliance with the indicators.
- Support in the preparation of the gender baseline documents, based on the results previously surveyed in the field for GEF Chaco and GEF Guadalquivir.
- Prepare a co-responsibility work strategy based on the document on the use of paid and unpaid time for women prepared for the GEF Chaco and GEF Guadalquivir project
- Support in strengthening governance from an integrated territorial management perspective and a gender equality approach.
- Design and develop a capacity program with a gender focus and territorial management, together with consultants in Sustainable Land Management – MST, Sustainable Forest Management – MSB, Local management plans for micro-basins and protected areas for local organizations and other local actors.
- Achieve the equitable participation of women and young people and the formulation of Community Territorial Management Plans – PGCT Territorial Plans for Integral Development- PTDI, basin plans and local water use
- Support in the formulation of Comprehensive Territorial Management Plans or Life Plans in Captaincies with a participatory approach to Comprehensive and Sustainable Management of Biodiversity and Forests – GISBB with a focus on genus ( GEF Chaco ).
- Facilitate the integration and / or linking of GISBB in the PTDIs, PGTC and Management Plans of Protected Areas, which includes annual budgets to contribute to gender equality.
- Design and develop a training and technical exchange program with local actors, for the design, implementation and management of sustainable production systems under the GISBB approach, with a gender focus.
- Support in the implementation of GISBB family plans with GSF and GST practices, with a gender and generational focus
- Ensure the equitable participation of women and young people in the demonstration of sustainable practices of land, water and biodiversity management.
- Support financial mechanisms for the conservation and integrated management of water, soil and vegetation, consider the balance between men and women.
- Strengthen Community Economic Organizations – OECOMs, associations and / or productive ventures, especially those that are led by women and young people.
- Coordinate with the communication area and the Monitoring and evaluation area to report gender and generational advances.
- Prepare monthly plans and present reports that respond to the results and products of the projects.
- Other activities related to the implementation of the gender equality approach in the Project.

Minimum requirements
- Professional with a bachelor’s degree ( degree in national provision ) in agricultural, social and / or economic sciences.
- Postgraduate degree and / or specialty in gender or related subjects.
- Minimum work experience of 5 years in focus and gender equality related to natural resources and basins, comprehensive management of biodiversity and forests, productive ventures and / or work with indigenous peoples.
- Knowledge of training and education methodologies for adults.
- Bolivian nationality
- Excellent handling of Spanish, spoken and written
