KEY ACCOUNTABILITIES (not all-inclusive)

Process Monitoring of CO.s level Fortification projects:

  •  Develop and oversee the implementation of the monitoring plan for the LSFF programs by the Country Office teams in the four countries.
  •  Provide technical advice and hands-on support to four WFP Country Offices to determine key performance indicators, milestones of their roadmap, and organize assessments, baseline/endline surveys, post-distribution monitoring surveys.
  •  Provide guidance and direct support, when required, to all four RBB COs in data analysis.
  •  Ensure advanced analysis is conducted (t-tests, chi-square tests, regressions, propensity score matching, etc.) to enhance the validity of the findings.
  •  Conduct cross-country analysis to provide synthesized findings on programme performance for the LSFF programmes.
  •  Provide oversight for project progress and recommend course corrections, as needed.

On top of the primary objective, the Consultant will also undertake the following additional activities on ad hoc demand:

  •  Review draft CO assessment/monitoring reports, dashboards, and bulletins and provide detailed technical feedback.
  •  Coordinate with Operations Information Management and Monitoring teams to provide support to COs in developing monitoring and analytical products on the LSFF, ensuring that such products are designed to enhance evidence generation and appealing to audiences (internal and external).
  •  Produce regular progress reports for both internal and external audiences on demand.
  •  Provide technical support to generate other related analysis, including Cost and Non affordability of the Diet (CotD) and optimization of the interventions while using fortified commodities for advocacy purposes, while leveraging linear programming approaches (LP). Support the training and preparation of bulletins, country specific, for the overall programme and on demand for other Countries in the Region.
  •  Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  •  Closely collaborate with the monitoring and evaluation unit in RBB to enhance nutrition integration, namely through fortification, and promote cross-functional fertilization and harmonization of project monitoring and evaluation activities and plans
  •  Support the RBB nutrition team in coordinating the LSFF project with Country Office and HQ as needed.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

  •  A master’s degree in public health, nutrition, statistics, social sciences international development, or a related field.

WORK EXPERIENCE

  •  At least 6 years of progressively responsible international experience in monitoring and evaluation, data analytics, advocacy, research, and/or analysis roles.
  •  Familiarity with data collection, analysis, and reporting using Cost and non affordability of Diet related tools are critical experience element.
  •  Application of data analysis to the monitoring such as t-tests, chi-square tests,

KEY COMPETENCIES

1) Experience in research, evidence generation, and M and E within a global organization is required. 2) Experience working in developing countries in South Asia, particularly Pakistan, Nepal, Sri Lanka, and Bangladesh will be an asset. 3) Ability to design and test t monitoring and evaluation tools. 4) Ability to synthesize complex information and communicate it effectively to nonspecialist audiences. 5) Proficiency in data analysis software such as SPSS and Stata. 6) Strong project coordination and project management skills. 7) Ability to interact with leaders and external audiences with maturity and tact. 8) Strong time management skills with an ability to plan, and anticipate requirements, problems, and obstacles, and an ability to juggle competing priorities successfully, and to work to tight deadlines. 9) Self-motivated and able to work with a high degree of autonomy. 10) Fully committed and motivated to achieve the aims of the UN World Food Programme. 11) Willing to work in and travel to different field locations and challenging operating environments. Proven analytical, writing, and communication skills, including for external products; expert proficiency in MS Office. Proficiency with design and publications tools (e.g., Adobe InDesign, Adobe Photoshop, Publisher), as well as document management and SharePoint, would be an asset.

JOB PURPOSE

The Regional Bureau of WFP, based in Bangkok, open a position, as primary objective, (i) to monitor the consistent progression of the four national sub-projects of scaling up food fortification, and as secondary objective (ii) to generate analysis which can not only inform the optimized use of fortified commodities to reduce micronutrient deficiencies, but also to inform advocacy for scale up among both sectors of the Government, donors, and for WFP knowledge management.
