Organizational framework
El objetivo principal de las oficinas de la FAO, dirigidas por un Representante de la FAO, es ayudar a los gobiernos a formular políticas, programas y proyectos para lograr la seguridad alimentaria y para reducir el hambre y la malnutrición, para ayudar a desarrollar los sectores agrícola, pesquero y forestal, y utilizar sus recursos ambientales y naturales de manera sostenible.
Dependencia jerárquica
El/la Especialista trabajará bajo la supervisión general del Representante de FAO en Nicaragua y del Oficial Nacional de Programas, la Especialista Senior y el coordinador técnico del proyecto.
Campo de especialización
- Sistematizar el proceso de construcción e implementación del Plan de Recuperación y Resiliencia Territorial en los territorios de Telpaneca – Mozonte – Totogalpa, en el corredor seco y en la comunidad de Karatá, en la RACCN.
- Construir un Modelo para el escalamiento de los planes de recuperación y resiliencia territorial rural.
Tareas y responsabilidades
Bajo la supervisión general del Representante de FAO en Nicaragua y del Oficial Nacional de Programas, la Especialista Senior y el coordinador técnico del proyecto, el titular tendrá las siguientes responsabilidades y/o funciones generales:
- Participar en reunión inicial con equipo FAO para comprender el contexto del proyecto, definir los alcances y precisar información relevante para el proceso de sistematización.
- Realizar revisión documental de información secundaria relativa al proyecto (PRODOC, CPLI, Diagnósticos, Plan de Recuperación y Resiliencia Territorial PRRT).
- Prepare the systematization plan, tools to apply and schedule of activities, validate it with the systematization monitoring team. All of the above must be designed from a focus on indigenous peoples.
- Plan and coordinate meetings with the entities participating in the PRRT implementation process ( territorial leaders, municipal governments, regional government, INSFOP, BICU ) for the collection of primary information.
- Develop the process and instruments for gathering field information.
- Prepare or facilitate the preparation of technical monitoring reports, meetings, workshops, field trips and activities related to the implementation of the project.
- Capturar imágenes para el repositorio audiovisual del proyecto, que permitan evidenciar el proceso de elaboración de la sistematización del PRRT.
- Apegarse a estándares de transparencia, objetividad e imparcialidad en el desarrollo de todas las actividades de la consultoría, en línea con las políticas de FAO.
- Incorporar los principios de gestión de proyecto, así como la aplicación de los Estándares Sociales y Ambientales de la FAO.
- Elaborar el documento de sistematización versión borrador.
- Elaborar Modelo para el escalamiento de los PRRT en otros territorios, según estructura previamente acordada.
- Elaborar el Documento de Sistematización y hoja de ruta para el escalamiento del Plan de Recuperación y Resiliencia Territorial (Modelo de PRRT) Aprobado por FAO. Entregado de manera electrónica, con sus anexos y base de datos fotográfica.
In general: The specialist must be ready to collaborate in other activities not contemplated in the terms of reference, and that are identified as essential to achieve the objectives of the consultancy. Its headquarters will be in Managua with visits to the 4 territories to collect field information.
THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:
Minimum requirements
- University degree at the bachelor’s level and / or engineering in economics, agricultural economics or agronomy, sociology.
- Post-Grade-Courses on rural development.
- General experience of at least 10 years.
- Experience in process systematization, minimum 5 years.
- Practical knowledge of English Language Level A ( Basic ).
- Nicaraguan nationality or resident in the country with regular work permit.

Technical / functional skills
- Management Competences: The consultant must show skills to facilitate dialogues, participatory meetings, motivate participants, identify connectors and consensus, conflict resolution, innovative solutions.
- Competencias Técnicas: Deberá mostrar conocimientos en trabajo operativo en territorio, especialmente con pueblos indígenas, coordinación con múltiples actores, redacción ejecutiva. Conocimientos en desarrollo rural, adaptación y mitigación ante los fenómenos del cambio climático en Nicaragua. Conocimiento de métodos de planificación participativa. Conocimiento de los enfoques de género y juventud.
- Conocimiento de Microsoft office: Word, Excel y PowerPoint.
- Conocimiento de metodologías de género en el sector rural.
- Experiencia en el trabajo con Pueblos Indígenas.
